The Call for Proposals is open for both the National Staff Development and Training Association (NSDTA) Annual Education Conference and the Economic Mobility & Well-Being (EMWB) Conference! APHSA is seeking proposals and presentations that speak to priorities across the broader human services sector. Please refer to the respective links for each conference to learn more and submit your proposal! The NSDTA Annual Education Conference proposal submission deadline has been extended to April 16. The EMWB Conference proposal submission deadline is April 19. Be sure to send your proposals soon!

OPRE Publishes Study Profile on the BEES Project Participating Programs


The Office of Planning, Research and Evaluation (OPRE) Building Evidence on Employment Strategies (BEES) project is conducting an evaluation of four Individual Placement and Support (IPS) programs—three of which are based in Washington State and one that is in the Chicago metropolitan area. The programs provide individualized employment services to a subset of individuals receiving Temporary Assistance for Needy Families (TANF) or Supplemental Nutrition Assistance Program (SNAP) benefits.

Evidence Snapshot on Case Management


OPRE has published an Evidence Snapshot that summarizes what rigorous research tells us about 21 interventions that used case management as their primary service as well as the interventions’ impacts on earnings, employment, the receipt of public benefits, and education and training. The data come from 27 studies that began between 1987 and 2011, were published through May 2022, and were reviewed by the Pathways to Work Evidence Clearinghouse.

The USDA Food and Nutrition Service (FNS) provides a roadmap for state agencies as they consider growing or strengthening their SNAP E&T programs. The roadmap provides an overview of the process and is accompanied by a series of tools to support agencies.

FNS has developed a new SNAP E&T resource that assists states in understanding their labor market landscape. This resource guides states on how best to consult their state workforce development board to better understand and prepare participants for the right jobs in their communities.

Final Rule Impacts Medicaid, CHIP, and Basic Health Program Application


On March 27, a final rule was published that will impact applications, renewals, and health care coverage for Medicaid; the Children's Health Insurance Program (CHIP); the Basic Health Program called the Streamlining the Medicaid, Children’s Health Insurance Program; and Basic Health Program Application, Eligibility Determination, Enrollment, and Renewal Processes rule. The Centers for Medicare and Medicaid Services published a press release and fact sheet for additional information on this new final rule.

OMB Request for Information: Responsible Procurement of Artificial Intelligence in Government


The Office of Management and Budget (OMB) has issued a request for information on responsible procurement of Artificial Intelligence (AI) in government. Responses will support OMB in developing an initial means to ensure that agency contracts for the acquisition of AI systems and services align with the guidance provided in the OMB policy memo and advance the other aims identified in the Advancing American AI Act. Responses are due by April 29.

OMB Policy to Advance Governance, Innovation, and Risk Management in Federal Agencies’ Use of AI


OMB is issuing its first government-wide policy to mitigate AI risks and harness its benefits. Topics include expanding transparency of AI use, advancing responsible AI innovation, growing the AI workforce, strengthening AI governance, and more. The policy also details actions that federal agencies have taken so far in response to the requirements put forth in a previous Executive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence.

FNS Continues to Seek Submissions for the SNAP E&T National Forum


If you can share lessons learned from creating new partnerships, have suggestions for advancing equity in SNAP E&T programs, would like to recommend an impactful speaker, or know of a case study on an innovative approach in your State, FNS wants to hear from you. Submitting a session idea for the 2024 SNAP Employment & Training National Forum. The call for session ideas is open now and will close on April 24.

VIDEO: ACF Webinar on President's FY 2025 Budget Request


In March, the Administration for Children and Families (ACF) hosted a webinar on ACF priorities in the President's Fiscal Year (FY) 2025 Budget Request. The FY 2025 budget request of $91.8 billion is a 21% increase from FY 2023 and includes $38 billion in discretionary funding and $54 billion in mandatory funding. The Department of Health & Human Services (HHS) has released an overview of the budget and has also made a recording of the webinar publicly available to watch.
