Senate Finance Committee Hearing
The Senate Finance Committee is holding a hearing at 10 am on June 12 titled, Youth Residential Treatment Facilities: Examining Failures and Evaluating Solutions. This hearing is in response to the committee's two-year investigation into the mistreatment of youth at facilities owned by Acadia, Devereux, Universal Health Services, and Vivant (formerly Sequel). Participation is encouraged through either submitting a written testimony for the record on behalf of your organization or watching the live stream on the Senate Finance Committee website on June 12 at 10 AM EST. The United States Department of Agriculture’s (USDA's) Supplemental Nutrition Assistance Program (SNAP) has provided additional information on its Fraud Framework Implementation Grant (FFIG) program. This program is designed to support state agency efforts to improve and expand recipient fraud prevention, detection, and investigation efforts. Applications for this grant are due by June 24, 2024.

NPRM Employment and Training Services for Noncustodial Parents in the Child Support Program
This Notice of Proposed Rulemaking (NPRM) proposes to allow Federal Financial Participation (FFP) for certain optional and nonduplicative employment and training services for eligible noncustodial parents in the child support program. The proposed rule will permit states, at their discretion, to use FFP to provide any or all the following services: job search assistance, job readiness training, job development and job placement services, skills assessments, job retention services, work supports, and occupational training along with other skills training directly related to employment.

The HomeEc Project Seeks Home-Visiting Programs Interested in Enhancing Family Economic Well-Being
The Supporting Family Economic Well-Being through Home Visiting (HomeEc) project is seeking home visiting programs that are interested in enhancing their support for family economic well-being. Selected programs will be invited to participate in a proposed formative evaluation to co-create and test pilot practices intended to improve families’ economic well-being through home visiting programs.

Grant Opportunity: Access to Infant and Toddler Care and Education
ACF is receiving applications for Access to Infant and Toddler Care and Education: Research and Evaluation awards. The evolving early care and education (ECE) landscape has shifted in recent years due to a number of factors including state investments in pre-kindergarten, workforce changes, and pandemic-related challenges. This shifting landscape has implications, including unintended consequences for access to infant and toddler care and education. These awards will support descriptive research studies or evaluations to explore policies affecting access. The current due date is July 8, 2024.

Grant Opportunity: Child Care and Development Fund Lead Agency Data and Research Capacity
ACF plans to solicit applications for cooperative agreements under the Child Care and Development Fund (CCDF) Lead Agency Data and Research Capacity: Planning Grants (Phase I). Developed projects are meant to support partnerships between CCDF Lead Agencies and researchers to develop and improve state, territory, and tribal data systems. An additional goal is to build the capacity of CCDF Lead Agencies to collect, analyze, and use data to guide childcare policy decisions and program improvement efforts. Applications are due July 8, 2024.

A new proposed cooperative agreement, funded by ACF, aims to establish a Center for Home-based Child Care Research, focusing on Home-Based Child Care (HBCC) in states, territories, tribes, and local communities.
