August Economic Conditions
Last Friday, the Bureau of Economic Analysis released income, spending, savings, and inflation data for August. Below you may view an updated economic conditions slide deck from the U.S. Chamber of Commerce economic policy division. Inflation remains the most important economic data point. While it cooled in July, it still remains historically high.
ReadyOC - County-wide Emergency Preparedness Program
September is Disaster Preparedness Month, and Anaheim Police are launching a Ready to React campaign to provide the community with tips, information, and resources on what to do after a disaster occur but before first responders arrive on the scene.
California Facing Chance of Blackouts Amid Brutal Heat Wave
California is facing its highest chance of blackouts this year as a brutal heat wave continues to blanket the state with triple-digit temperatures.

Another Flex Alert has been issued for today. A Flex Alert is typically issued in the summer when extremely hot weather drives up electricity use, making the available power supply scarce. This usually happens in the evening hours when solar generation is going offline, and consumers are returning home and switching on air conditioners, lights, and appliances.

Legislative News
Legislative Session Business Highlights
The Legislature voted on hundreds of bills by the time its session ended on August 31. Here are some highlights:

• Last-Minute Climate Package: In the final weeks of the session, the Governor pushed agressive climate change bills. Legislative solutions to climate change must also protect the economy, but these bills (AB 1279, AB 2133, SB 1137) set impractical regulations and targets that could eliminate jobs across industries. Unfortunately, AB 1279 (Muratsuchi/C. Garcia) and SB 1137 (Gonzalez/Limon)passed, costing OC jobs and economic development. But AB 2133 (Quick), which would unfeasibly increase the state’s 2030 GHG emissions reduction target from 40% to 55%, was defeated thanks to each OC Senator and Assemblymember voting no or abstaining.

• Pro-Business Bills Sent to Governor: which will provide tax incentives to bolster CA’s manufacturing sector; AB 2836 (E. Garcia), a bill extending a tax incentive for emissions-reducing technology; AB 1845 (Calderon), which allows the Metropolitan Water District of Southern California to utilize alternative project delivery methods for a Regional Recycled Water Project, among other projects; and SB 717 (Dodd), which authorizes a study on barriers to and opportunities for broadband deployment and access. The Governor has until September 30th to sign or veto these bills.

• Burdensome Reporting Bill Fails: SB 260 (Wiener) would have required businesses to report GHG emission data throughout the entire supply chain, from assets they do not own or control, upstream and downstream of their primary operations. Mandating companies to collect incomplete data would not fight climate change but would be costly and duplicative of existing reporting. SB 250 was defeated by 4 votes. THANK YOU to OC Assemblymembers Phillip Chen, Steven Choi, Tom Daly, Laurie Davies, Janet Nguyen, and Sharon Quirk-Silva for voting NO.

• CARE Court Moves Forward: SB 1338 (Umberg), which will make it easier to address mental health crises in homeless individuals, received unanimous support in the Senate and passed the Assembly 73-2, with every OC delegation member in support. It has been amended to apply to specific counties, including Orange County, instead of the entire state. This bill is a monumental step forward in uplifting homeless members of the community.
Update on COVID Paid Sick Leave
AB 152 (Committee on Budget) COVID-19 Supplemental Paid Sick Leave passed the Legislature on August 31 and awaits action by the Governor. The bill establishes the COVID-19 Relief Grant Program within the Governor’s Office of Business and Economic Development (GO-Biz) to help qualified small businesses or nonprofits with grants of up to $50,000 to reimburse COVID-19 supplemental paid sick leave provided between January 1, 2022, and December 31, 2022.
California Phasing Out Gas-Fueled Vehicles by 2035
California plans to require all new cars, trucks, and SUVs to run on electricity or hydrogen by 2035 under a policy approved last Thursday by regulators that seeks a dramatic cut in carbon emissions and an eventual end to gasoline-powered vehicles.

The decision by the California Air Resources Board came two years after Gov. Gavin Newsom first directed regulators to consider such a policy.

Angels in the Community - Science of Baseball at Angel Stadium
Angels Baseball Foundation hosted a science fair fit for superstars! Before the game on August 17th, nearly 100 students from the MLB Urban Youth Academy set up their projects - almost two dozen entries in total - as part of the Science of Sport program. Science of Sport is a non-profit dedicated to developing curriculum and programming that promotes Science, Technology, Engineering, and Mathematics (STEM) in our sports community. The kids were tasked with creating a new baseball team or ballpark, featuring details like team name, colors, and design or ballpark prices and layouts. Mike Trout and Anthony Rendon paid a surprise visit to the students to assess the projects and help judge their hard work!

Celebrates the 50th Anniversary of Title IX
Join the Orange County Sports Commission for The Women Who Champion Orange County Sports, a speaker series marking the 50th anniversary of Title IX. This landmark law created equitable opportunities for women to participate in sports. The September 8th event will feature a panel moderated by Olivia Phelps and speakers Deputy Commissioner Big West Conference Kristi Giddings, Senior Vice President and GM, Honda Center/ocVIBE Kim Bedler and Senior Vice President/GM Bally’s Sports West, SoCal, San Diego Rebecca O’Sullivan-Schulte.
