Orange County Is Officially In The Yellow Tier
What does yellow tier mean? Although the federal mask rules have changed, the California mask mandate remains in place.

  • Gyms and fitness centers (including those located in hotels) can double from 25% to 50% capacity and can reopen their saunas and steam rooms.
  • Breweries, distilleries, and wineries can double to the lesser of 50% capacity or 200 people.
  • Bars can reopen indoor areas at the lesser of 25% capacity or 100 people.
  • Family entertainment centers can double from 25% to 50% capacity (or 75% of all guests are tested or show proof of full vaccination).
  • Museums, zoos, and aquariums can reopen at full capacity.
  • All shopping center common areas can reopen (food courts must remain at 50% capacity but are no longer required to be capped at 200 people).
  • Restaurants and movie theaters remain at 50% capacity, but the 200-person cap is removed for facilities of 400+).
  • Cardrooms can double from 25% to 50% capacity.
  • Outdoor private events (meetings, receptions, and conferences) double their capacity from 100 to 200 people (or 400 people if all guests are tested or show proof of full vaccination).
  • Indoor private events (meetings, receptions, and conferences) where all guests are tested or show proof of full vaccination increase from 150 to 200 people.
  • Amusement parks increase from 25% to 35% outdoors (indoor areas remain at 25%).
  • Indoor live events and performances (e.g. concerts and sports) increase capacity to 50% if all guests are tested or show proof of full vaccination (venues of 1,500 people or less can still increase capacity to the lesser of 25% or 300 people with neither testing nor proof of vaccination).
  • Outdoor live events and performances (e.g. concerts and sports) increase capacity from 33% to 67%.
  • Outdoor informal social gatherings double from 50 to 100 people.
  • Indoor informal social gatherings increase to the lesser of 50% capacity or 50 people.

Governor Releases May Revision To 2021-22 Budget
Governor Newsom revealed the “May Revision” to the 2021-22 budget, a $267.8 billion proposal incorporating the state’s $75.7 billion surplus. Below is a partial list of proposed spending: 

  • $12 billion for a “Golden State Stimulus” provided to 2/3 of state residents; Business relief including a new Main Street hiring credit and expansion of California Competes Tax Credit; 

  • $1 billion to increase the pace and scale of electric vehicle charging and hydrogen fueling stations;

  • $20 billion for schools including continued investments in universal transitional kindergarten by 2024. 

  • $276.4 million to address the backlog of EDD claims and improve access to EDD services, as well as $11.8 million to modernize EDD information technology systems.

OC Veterans’ Employment-Related Assistance
County of Orange was awarded a $500,000 grant for programs that provide OC veterans with career opportunities, training, supportive services and job placement. Employers that sign up and hire a veteran can get reimbursed up to 50% towards new hire costs. 
Restaurant Revitalization Fund
The U.S. Restaurant Revitalization Fund provides restaurants with funds equal to their pandemic-related revenue loss. Recipients are not required to repay anything as long as funds are used no later than March 11, 2023. The U.S. Small Business Administration will administer funds to small restaurants that the pandemic has hit the hardest. To register for an upcoming webinar by OC/IE SBDC, click below.
