Yesterday, Orange County moved to the California Blueprint for a Safer Economy's Orange Tier effective today March 31. As we have emphasized, expanded testing is necessary to ensure swift movement through the State’s tiered system. California gives counties credits for increased Covid-19 testing, which helps accelerate counties through tiers, which reduces restrictions.

CA Expands Vaccine Eligibility
For Ages 50 To 64 - Register Now
On April 1 adults between the age of 50 to 64 are eligible for a COVID-19 vaccine. On April 15 all Californians 16 and older will become eligible for a COVID-19 vaccine. People ages 50 to 64 are encouraged to take advantage of two-week window to book a vaccine appointment before vaccine eligibility increases.
Business Guidance On Employee Vaccination Requirements
In accordance with the FEHA, employers may require their employees have an FDA-approved vaccination against COVID-19 infections. However, if an employee has a protected characteristic such as religious belief or disability then they may be exempt from vaccine requirement without penalty or discrimination.

$28.6 Billion For Restaurants with the American Rescue Plan Act
The American Rescue Plan Act of 2021 set aside funds to specifically aid small restaurants and bars that have been struggling amid the pandemic. Any business that solely serves food or drink is eligible. Eligible businesses include:

SBA Extends Deferment Period For All COVID-19 EIDL And Other Disaster Loan Payment Until 2022
The U.S. Small Business Administration announced extended deferment periods for all disaster loans, including the COVID-19 Economic Injury Disaster Loan (EIDL) program, until 2022.

New Paid Sick Leave Mandate
Governor Gavin Newsom signed legislation on March 19 that mandates the addition of up to 80 hours of employer-paid COVID-19 sick leave retroactive to January 1, 2021. The new law applies to employees who work for a public or private employer with more than 25 employeesThe new law goes into effect on March 29, 2021.

Statewide coalition “Californians for a Safe and Rapid Recovery” launches to oppose government-mandated premium pay that is counterproductive for workers and hurts consumers and communities. In OC, the Cities of Irvine, Santa Ana, Buena Park, and Costa Mesa have adopted these “hero pay ordinances” for certain grocery and pharmacy workers. Forced Arbitration Injustice Repeal Act
Congressman Lou Correa is one of a handful of House Democrats to NOT cosponsor two important, anti-business bills – the Medicare for All Act (H.R. 1976) and the Forced Arbitration Injustice Repeal (FAIR) Act (H.R. 963) – that are currently being considered in the House. While members are back home this week and next, we encourage you to reach out to Congressman Correa and thank him for his opposition. You can find additional information on both of these bills below.

2 Things You Should Know About
Shuttered Venue Operators Grant
1. The SBA will begin accepting SVOG applications on April 8.
The SBA has launched a splash page for the Shuttered Venue Operators Grant application portal in anticipation of opening grant applications for the critical economic relief program on Thursday, April 8.
2. You can now receive both a PPP loan and an SVOG.
To ensure eligible venues do not miss a window to receive assistance through the Paycheck Protection Program, the American Rescue Plan Act amended the SVOG program so entities that apply for a PPP loan after Dec. 27, 2020 can also apply for an SVOG, with the eligible entity’s SVOG to be reduced by the PPP loan amount. The PPP loan applications have been updated to reflect this change. However, under the law, entities will be ineligible for a PPP loan after they receive an SVOG.
