Majority Of COVID-19 Restrictions
May Disappear By June 15
Gov. Newsom announced on Tuesday plans to reopen California by Moving Beyond the Blueprint entirely. On June 15, regardless of county tier, CA can fully reopen as long as sufficient vaccine supply and hospitalizations are stable and low. The new plan calls for pre-pandemic capacity at businesses, no required social distancing, and schools at full capacity. Common-sense risk reduction measures such as masks and vaccinations would still be in place.

Disneyland's Avengers Campus Will Open On June 4
Avengers Campus-themed land is based on Marvel superheroes with the added bonus of open-ended stories. An open-ended story approach allows for a realm of endless possibilities in which Marvel characters are free to come and go. Avengers Campus was initially set to open on July 18, 2020 but due to the pandemic had to hold off. Similar to its superhero characters, Avengers Campus has exhibited great fortitude in the transition to open safely.

Stoppage of Johnson & Johnson Vaccine
Out of an abundance of caution, California will follow the CDC & FDA and temporarily pause the use of Johnson & Johnson. Noteworthy is Johnson & Johnson is only 4% of California’s supply from the federal government. Vaccines are overwhelmingly safe. Governor Newsom shared this stoppage will not affect reopening plans. California is vaccinating 3+ million people a week and is on track to fully reopen June 15th.

Tax Day Deadline Extended
Due to the COVID-19 pandemic, both the Internal Revenue Service (IRS) and the state Franchise Tax Board (FTB) extended the deadlines for individual taxpayers to file their 2020 income tax returns and pay their 2020 taxes to May 17, 2021. This postponement applies to individual filers whose 2020 tax returns and payments were originally due on April 15, 2021. This relief does not apply to quarterly estimated tax payments that are due on April 15, 2021. These payments are still due on April 15.

Thank you Congressman Lou Correa
and Congresswoman Young Kim
The Anaheim Chamber would like to thank Congressman Lou Correa and Congresswoman Young Kim for not supporting HR 963, the so-called Forced Arbitration Injustice Repeal (FAIR) Act, and HR 1976, the Medicare for All Act. Congressman Correa, in particular, stood strong, despite facing immense pressure on these bills, with 167 members of his party cosponsoring HR 963 and 114 members his party cosponsoring HR 1976.
These two bills harm job-creating businesses by limiting access, increasing costs for employers and employees, and stifle innovation. HR 963 seeks to eliminate the use of pre-dispute arbitration agreements, which then promotes expensive class action lawsuits which primarily benefit the attorneys who file these lawsuits. HR 1976 would eliminate privately funded health plans and replace it with a plan funded by substantially higher taxes.
Thank you to Anaheim Congressional Representatives Lou Correa and Young Kim for not supporting these job-killing bills!

Calchamber's 2021 Job Killer List
CalChamber's Job Killer list identifies legislation in the works that could be detrimental to California's business climate. Follow along for bills that would discourage employers from locating in California, restrict workforce growth, eliminate jobs, or significantly increase employers' costs, which simultaneously limits their ability to expand employee wages, benefits, and employment. The four additions are listed below:
Tax Increases:
ACA 8 (Lee; D-San Jose) Wealth Tax: Proposes to amend the Constitution to impose a massive tax increase upon all forms of personal property or wealth, whether tangible or intangible, despite California already having the highest income tax in the country. This tax increase will drive high-income earners out of the State as well as the revenue they contribute to the General Fund.
AB 310 (Lee; D-San Jose) Wealth Tax: Seeks to impose a massive tax increase upon all forms of personal property or wealth, whether tangible or intangible, despite California already having the country's highest income tax. This tax increase will drive high-income earners out of the State and the revenue they contribute to the General Fund.
AB 1253 (Santiago; D-Los Angeles) Massive Personal Income Tax Increase: Increases the state personal income tax rate, which is already the highest in the country, on high-wage earners and sole proprietors. This tax increase will drive high-income earners out of the State and the revenue they contribute to the General Fund.
Labor and Employment Mandates
AB 1192 (Kalra; D-San Jose) Public Shaming of Employers: Places new onerous administrative burdens on employers by requiring annual reporting of wage, hour data, and employee benefits for an employer's entire United States workforce. It would publicly shame employers for lawful conduct by publishing that data on the Labor and Workforce Development Agency's website and will subject employers to frivolous litigation and settlement demands.
