ABOUT U. C. R.:
The Unified Carrier Registration (U. C. R.) program is a Federally-mandated, annual state-administered registration program for interstate motor carriers. Motor carriers, motor private carriers, freight forwarders, leasing companies and brokers based in the United States, Canada, Mexico, or any other country that operate in interstate or international commerce in the United States must register under the U. C. R. program, through which, carriers pay U. C. R. fees through their base states on behalf of all participating states. If you are an interstate carrier based in a non- participating state, you still must comply, and a base state will be assigned to you.
U. C. R. fees are based on the total number of vehicles operated by a carrier. Trailers are not counted as vehicles. The number of commercial motor vehicles for purposes of determining carrier U. C. R. fees is the number of self-propelled commercial motor vehicles the carrier reported in the most recent Form MCS-150 filed with the FMCSA.
Entities not required to register under the U. C. R. program include: USDOT registrants (usually owner-operators that do not have interstate authority) under the PRISM program and private interstate motor carriers of passengers; Purely intrastate carriers, that is, those that do not engage in interstate transportation across state lines or otherwise operate in interstate commerce.
“Interstate Commerce” means trade, traffic, or transportation in the United States between: Unified Carrier Registration (1) A place in a State and a place outside of such State (including a place outside of the United States); (2) Two places in a State through another State or a place outside of the United States; or (3) Two places in a State as part of trade, traffic, or transportation originating or terminating outside the State or the United States.
On March 16, 2023, the Federal Motor Carrier Safety Administration ("FMCSA") published an advanced notice of proposed rulemaking at the request of the U. C. R. Plan Board of Directors, which recommended reductions in fees for the 2024 U. C. R. year. After public notice and comment, FMCSA finalized the 2024 fee rule on June 22, 2023.*
This new state fee schedule* has been established by the FMCSA for the 2024 U. C. R. year and all subsequent years thereafter. [Federal Register Vol. 88, No. 119/ Thursday June 22, 2023].
The new U. C. R. Fee Rule is codified at 49 C.F.R. § 367.40. These fee brackets will remain in full force and effect moving forward until and unless modified by FMCSA.
LATE 2022 PAST YEAR FILING:
To file 2022 U. C. R. in the 4th quarter of 2023, you must contact your base state by December 31, 2023. Non-compliance with U. C. R. is determined through roadside inspection in the current year & in-office audits by your base state.

U. C. R. IS AN INTERSTATE COMPACT OF 41 STATES DUE EVERY YEAR. IT IS USED TO GENERATE MOTOR CARRIER SAFETY ENFORCEMENT FUNDS FOR THE STATES.

EVERY TWO YEARS USED FOR STATISTICAL PURPOSES.

UP-TO-DATE?
All motor carriers subject to USDOT jurisdiction must update their MCS-150 record every two years by filing an MCS-150 biennial report with USDOT to avoid deactivation.
