A message from our President
I hope you were able to enjoy ALL of the end of year activities, whether they were organized by PTA or not. Our Summer Leadership Conference was a great success, with the over 350 attendees finding something to inspire them for next year! If you did not make it, or maybe you just need more information, I encourage you to watch the June Leadership Presentation from the California State PTA Leadership Commission. The hour long recorded presentation covers everything you should be doing before the end of the fiscal year to be ready to go for next year. Just because the school year is finished does not mean the PTA year is done! National PTA’s annual convention (link below) is virtual again this year, which will allow you to register and attend for the low price of $75, and there will be no plane flight needed! They have some excellent speakers and interesting workshops. National PTA also has MANY resources that can help you improve your community! There is a webinar series on Transforming Family-School Partnerships you can use to promote responsible device use and of course, the Reflections program! www.pta.org
Be sure to enjoy the summer break, but don’t put PTA away for too long, or it will make “back to school” much more difficult!

Ninth District PTA was pleased to host our annual Summer Leadership Conference on Saturday, June 1, 2024. The event was held at the Joan B. Kroc Institute for Peace and Justice, at the University of San Diego.
Over 350 attendees gathered to receive training materials and network with PTA leaders from San Diego and Imperial Counties, learning from each other and from experienced PTA leaders.
The exhibitor showcase featured a variety of booths with valuable information on programs, services, and products for PTAs. The Ninth District PTA Store was open offering membership envelopes, books, and other essential supplies.

National PTA Proposes Dues Increase
National PTA is proposing a $1.00 dues increase to go into effect on July 1, 2025. This would increase the portion of the dues going to National PTA from $2.25 per member to $3.25 per member.

How to End your Term with Style!
Here's a list of important last duties for 2023-24 PTA officers:

PTA President - Forward next year's officer roster to Ninth District PTA or upload to myPTEZ.

PTA Treasurer - Complete Annual Financial Report, make sure all membership is forwarded through channels, and file tax returns.

Financial Reviewer- Complete 2023-24 Year-end financial review (If you have questions or concerns, do not hesitate to contact your council financial reviewer or Deborah Childers at financial.reviewer@ninthdistrictpta.org.)
- Secretary - Make sure all minutes are signed, posted to the Minute Book, and bound for permanent record.
- All Officers - Meet with your successor and pass on important documents and procedure book or link to Google docs.

Who Attends Which Meeting?
Occasionally there are questions about who gets to attend PTA/PTSA meetings. There are three kinds of PTA/PTSA meetings – association meetings, executive board meetings and committee meetings. Article VII, Section 1 reads “Association meetings are meetings of the general membership.” That’s you if you joined the PTA/PTSA. If the PTA/PTSA is presenting a program where you have interest but not a member, the president may grant a courtesy seat. The courtesy seat allows non-members to be in the room but does not grant the privilege of making motions, debating or voting. In accordance with Article VII, Section 6 “The privilege of making motions, debating, and voting shall be limited to members of the association who are present and whose dues are paid and who have been members of the association for at least the previous thirty days.” Article VIII, Section 1 reads “The executive board shall consist of officers of this association, the chairs of standing committees, the teacher representative and the principal of the school, or a representative appointed by the principal, all of whom shall be members of this association.” Only those noted in the first sentence of this section should attend executive board meetings. Again, the president can grant a courtesy seat to non-board members if the person has information for the board’s consideration. Not a member? Join NOW! Want to be more involved? Contact the president to inquire about a board position. The president appoints some officers – mostly the parliamentarian. Want to serve in an officer position? Contact the chair of the nominating committee to show your interest in serving. There is a place for everyone. Choose which will be best for your service.

Historian
I would like to thank all the Historian's and President's that turned in their Annual Historian Report this year! With your dedication in doing this report, we were able to report to the California State PTA, that with 9 out of 16 Councils reporting in, along with Out-of-Council and Ninth District reporting we had a Grand Total Reporting of 517,763 Volunteer Hours. And although we could have reported even more volunteer hours if everyone had reported in, the dedication of the few that did so, pushed our volunteer hours to a 55% increase from last year.
Thank you again to all the wonderful volunteers that help support PTA. At the average rate attributed to volunteer service ($33.49/hour) this is $17,339,882.87 donated to our schools and famililes!

Ninth District PTA supports the E-Bike Safety Pilot Program |
More children and young people are riding electric bikes – not just for fun but as a way to get to school and jobs. As e-bike usage has increased, so have injuries – especially to young children.
Currently California has no age restrictions for riding a Class 1 or Class 2 e-bike on public streets. These e-bikes can reach speeds of up to 20 miles per hour. E-bike injuries have become more prevalent than traditional bicycle injuries, with children 13 years and under making up the majority of e-bike injuries requiring a hospital visit.
Assemblymember Tasha Boerner (Carlsbad) introduced AB 2234 to ensure young e-bike riders are safe on our streets. This legislation would create a pilot program in San Diego County to restrict e-bikes to children 12 years of age and older. Each city within the County of San Diego would have the option to participate in the pilot program. The pilot program would end January 1, 2029 and the State would evaluate the data from the pilot to determine future e-bike safety legislation.
“Ninth District PTA supports the use of e-bikes as a way to reduce car trips and greenhouse gas emissions, but we also want to ensure our children are safe. The pilot study created by AB 2234 will give us hard data on children and e-bike safety to help California make the right decision going forward”, says Helen Crenshaw, Ninth District PTA Legislation Chair.
