Federal Assistance Programs

You are eligible for the ACP if you (or someone in your household) participate in one of these programs:

• Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps
• Medicaid
• Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)
• Supplemental Security Income (SSI)
• Federal Public Housing Assistance (FPHA) (including Housing Choice Voucher (HCV) Program (Section 8 Vouchers), Project-Based Rental Assistance (PBRA)/202/811, Public Housing, and Affordable Housing Programs for American Indians, Alaska Natives or Native Hawaiians)
• Veterans Pension and Survivors Benefit
• Free and Reduced-Price School Lunch Program or School Breakfast Program, including at U.S. Department of Agriculture (USDA) Community Eligibility Provision schools
• Received a Federal Pell Grant in the current award year

You may need to show a card, letter, or official document as proof that you participate in one of these programs when you apply for the ACP.

Tribal Assistance Programs

If you live on qualifying Tribal lands, you are eligible for the ACP if your household income is at or below 200% of the Federal Poverty Guidelines, or if you (or someone in your household) participate in:

• Any of the federal assistance programs listed above
• Bureau of Indian Affairs General Assistance
• Head Start (only households meeting the income qualifying standard)
• Tribal Temporary Assistance for Needy Families (Tribal TANF)
• Food Distribution Program on Indian Reservations



You may have to show proof of participation, like a benefit letter or official document, when you apply for the ACP. Learn more about the Tribal Benefit.

Based on Your Income

You are eligible for the ACP if your income is 200% or less than the Federal Poverty Guidelines (see the table below). The guideline is based on your household size and state.

The table below reflects the income limit by household size, which is 200% of the 2023 Federal Poverty Guidelines.

You may have to show proof of income, like a tax return or three consecutive pays stubs, when you apply for the ACP.

Individual Learning Plan

​Beginning in the 2023-2024 school year, as mandated by 704 KAR 3305, The development of the individual learning plan for each student shall be established within the first 90 days of the sixth grade year and shall be focused on career exploration and related to postsecondary education and training needs.  

The Individual Learning Plans or ILPs for Kentucky's 6th grade through 12th grade students are changing how students prepare themselves for their future. Find information here about implementing and utilizing the ILP system to best benefit students and schools.

The ILP has many features and resources that involve students on a variety of levels:

• Exploring careers beginning in the 6th grade
• Finding careers that match their skills and interests
• Creating education plans
• Establishing personal goals and revisiting these as they progress through school
• Creating, maintaining and changing resumes
• Tracking and reflecting on their community services experiences, work experiences, career-planning activities, and extra-curricular and organization activities
• Exploring colleges and postsecondary opportunities that match their career, postsecondary and life goals
• Connecting to the KHEAA.org (Kentucky Higher Education Assistance Authority) Web site for help with college planning, tuition assistance information and applications
• Collecting personal information like assessment results, advising activities, demographic information and educational history

We invite you to join us for monthly webinars! All of the webinars listed are free to attend. Participants will receive a certificate of attendance as requested. All participants are welcome.

This session will include a panel of youth with lived-experience that will share their journey including the struggles they've encountered, what resources/supports are needed for this population, and resources/services that have been helpful.

This session will include panelists from FRYSCs, KDE's Student Advisory Council, KY SPIN, LGBTQ groups, KY Refugee Ministries, and the Kentucky Board of Education. The focus of the session is to ensure families and system of care partners know what resources are available to underserved populations within our schools; to provide awareness of the procedures in place that ensure voices of underserved populations are elevated; to know how schools link underserved populations to the identified needed resources; how schools promote inclusivity within schools; and how the needs of underserved populations in schools are identified. 

The first part of this session will include an overview and walkthrough of MyKy.info (a mobile-optimized website that pulls together the services in communities across the Commonwealth of Kentucky to provide support for people seeking a needed resource or experiencing a difficult time). The second part of this session will include services available to families through DCBS Family Support who do not meet criteria for reporting, and services that aim to prevent families from being referred to DCBS.
