2. Study Session on Charter City Formation and Real Property Transfer Tax

The agenda can be accessed here

On May 16th 1-5PM the City Council will be conducting a study session to explore the potential benefits of adopting a Town Charter and implementing a Real Property Transfer Tax (RPTT) to address pressing local needs. Here's a brief overview of the key points to be discussed during the study session:

Town Charter Consideration

- Los Altos Hills currently operates as a General Law city, limiting its authority over local affairs.

- The formation of a Town Charter would grant the city more autonomy in governance, particularly in areas like land use decisions.

- The proposed Charter aims to reclaim local control over fiscal matters and promote the welfare of residents.

Real Property Transfer Tax (RPTT) Proposal

- An RPTT is being considered as a potential revenue source to fund public safety measures and enhance disaster preparedness efforts.

- The tax would be collected upon the sale of property, providing a sustainable revenue stream for critical services.

- The revenue generated could support additional staff, equipment, and technology to bolster public safety and disaster response capabilities.

Rationale for 2024 Ballot Measure

- Urgency is highlighted due to increased public safety spending and the need for disaster preparedness enhancements.

- The 2024 ballot presents an opportunity to expedite the process, though it comes with inherent risks and uncertainties.

- Community engagement and support are crucial for the success of the proposed measures.

FAQs About Charter Cities and RPTT

- Information is provided to address common questions regarding the transition to a Charter City and the implementation of an RPTT.

- Examples of other Bay Area cities adopting similar measures are cited to provide context.

Timeline and Next Steps

- A tentative schedule outlines key milestones, including study sessions, public hearings, and the filing of ballot language by August 9th, 2024.

- Fiscal impacts are discussed, with estimated costs for legal, campaign, and polling efforts.

Conclusion

- The study session emphasized the importance of considering a Town Charter and RPTT to address current and future challenges facing Los Altos Hills.

- Community involvement and support will play a critical role in shaping the outcome of the proposed measures.

For more detailed information and updates, residents are encouraged to attend upcoming public hearings and engage with city officials. May 16th from 1-5PM

3. Bidding Tim McBirney Farewell

It is with a heavy heart that we bid our good friend Tim McBirney farewell as he pursues a life with his partner in Wisconsin. We sent him off in proper Town style... With food! Tim started as an intern last year and was elevated to a front counter technician helping customers and answering planning questions every day as well as helping with special projects and research. We will miss Tim but wish him great luck in Wisconsin. You'll continue to hear his name dropped as we will retain him on a project basis as needed through a vendor relationship. Best of luck Tim. You will always have a home here at Town Hall.

Join the SOD Blitz Citizen Science project, May 17 through 20, by signing up on-line and viewing the instructional video. Pick up collection packets anytime at LAH Town Hall starting 8:00 AM May 17, gather leaf samples at locations you choose, and return them to Town Hall by 5:00 PM Monday May 20.
