Welcome to the Weekly, your source for news in the Town of Los Altos Hills.

In this week's newsletter, we’re providing a budget update and addressing some points that needed clarification.

Our Fire District is actively working on route hardening, offering tips on home hardening and emergency preparedness. We are also seeking volunteers for our Emergency Response and Preparedness Committee (EPRC)


The Finance and Investment Committee (FIC) also needs members.


Looking ahead, on June 7th, the Town will be upgrading its electrical panel, resulting in a planned power shutdown by PG&E. Consequently, Town Hall will be closed and without power on that day.

1. UPDATE ON BUDGET

In an effort to share accurate information regarding our town's budget, we want to address some recent questions and provide clarification on a few key points:


Administration Budget Growth: There have been concerns about the growth of the administration budget. While it's true that this budget has increased by 7% compared to last year and represents 24% of our total operating budget, the budget has ranged between 24% and 29% since FY2019–20. However, it's important to note that the administration's share of the total operating budget has actually decreased from 29% in 2021–22 (a budget the City Manager inherited in October 2021) to 24% in the proposed 2024–25 budget.


Building Operations Budget: Some residents have questioned why our building operations budget is significantly higher than that of comparable towns like Portola Valley. Our budget stands at $2.7 million in FY24/25 and $2.5 million in FY25/26, compared to Portola Valley's $920,000. This difference is largely due to our efforts to modernize the building department, update permit fees, and improve customer service in compliance with state requirements. Many of these expenses are one-time costs and will lead to more cost-effective operations in the future. Also, keep in mind that once we complete our Fee Study, these costs will be recoverable. Additionally, our town has not only achieved a Certified Housing Element (3rd in the county and first for a town of our size in the Bay Area), but we have successfully maintained certification of our Housing Element (which we have learned is not to be taken for granted, as our neighbor has experienced). This highlights the effectiveness of our operations.


Budget Arithmetic and Expenditures: We acknowledge that there have been some arithmetic errors in the Draft Budget documents we presented to Council on May 21st. These occurred due to being short-staffed and relying on a range of different consultants to help assemble the budget. We are committed to careful management of public funds and apologize for any confusion caused by these errors.

2. ANNUAL TOWN PICNIC

Don’t forget, the Town Picnic is happening this Sunday from 12 to 4 pm!! It’s the perfect chance to enjoy a barbeque lunch, soft drinks, beer, wine, and ice cream while experiencing entertainment suitable for all ages. From fairies and train rides to a classic car show, we have something for everyone to enjoy. You won't want to miss the 14th classic car show, featuring over 60 cars! Additionally, there will be contest games, a 360-degree photo booth, a petting zoo, pony rides, a magic show, an inflatable jumper, and an obstacle course.


The History Committee will be hosting a walk from Town Hall to the picnic, visiting historical Los Altos Hills points along the way. They will be meeting in front of the Council Chambers at 11 a.m. 


Let’s go green by biking to the event; we will have a bike valet this year! However, if you are unable to bike to the event, a shuttle service will be available from Town Hall to the Picnic from 11:30 am to 4:30 pm.


As a reminder, no pets are allowed!

3. Recap and Upcoming Events

Kiwanis Pet Parade

On Saturday, May 18th , a small group of Los Altos Hills residents took part in the Kiwanis Pet Parade with their furry friends. Councilmember Linda Swan proudly led the group down the streets of downtown Los Altos in unity. The event is a great opportunity to get to know your neighbors and we hope even more residents will join in on the fun next year.

25th Annual Town Picnic

The Town Picnic will offer a barbecue lunch, soft drinks, beer, wine, and ice cream, along with entertainment, games, and various attractions for both adults and children. This year marks the fourteenth classic car show organized by the Town, showcasing the beautiful vehicles owned by its residents! The Community Relations Committee and Town staff coordinated to organize the Town Picnic, with the assistance of numerous volunteers. If you'd like to contribute, you can volunteer for half an hour or more by calling (650) 947-2518.

 

Registration information will be sent to all Town residents in May. It's essential to register in advance to ensure the accurate ordering of lunches. Please note that all dogs must stay at home, as they are not allowed on the fields according to Town ordinance. The event is exclusive to Town residents, and ID is required for entry.

Los Altos Hills Town Picnic History Walk – June 2

The History Committee will lead a walk from the Town Hall to the Picnic, visiting points of historical interest along the way. We will assemble in front of the Council Chambers at 11:00 a.m. and first discuss the history of Town Hall, the Heritage House and farm equipment display. The walk will continue along Conception turning up Viscaino, and then down to Fremont Hills Country Club, ending at the picnic. Stops will be made at various points of historical interest. When ready to leave the picnic, the participants will be able to return to Town Hall via the bus service.

Cyber Security Event (Technology Committee)

Online scams and hacking are a growing problem and are expected to accelerate in this era of AI. The Technology Committee is organizing a session on identifying and avoiding scams, as well as how to protect yourself and stay safe online. There will also be a clinic to answer individual questions 1-on-1.

4th of July Parade 

Come join us for the thirteenth annual Los Altos Hills 4th of July Parade. We will gather at Town Hall from 9:00 to 9:30 am. Our red, white, and blue march will start at 10:00 am. We will parade down Fremont Road and conclude at Gardner Bullis School, where you can meet your friends and neighbors for a refreshing beverage and a juicy watermelon treat! The Los Altos Hills Horseman's Association (LAHHA) will be including six to eight horses in the back of the parade. Movie Night at the Park - WONKA 

Experience a delightful summer evening at Purissima Park for an outdoor dinner and movie experience. Before the film begins, create a cozy spot at the park before heading over to grab a bite from a local food truck. Additionally, indulge in some sweet treats from Mister Softee. As the sun sets, enjoy a cinematic experience featuring a beloved film on a massive outdoor screen. Throughout the event, members of the Youth Commission will be hosting a coffee and hot cocoa bar, along with serving guests delectable popcorn. Ensure you bring your own chair and blanket to enhance your movie night experience!

Don't let your guard down

Please remember to harden your homes, install alarms, turn them on, arm the second-floor doors and windows, get shatter detection or place a shatter-proof film on your rear glass door, store your valuables NOT in the master bedroom, and form an active neighborhood watch (they work)


Two-Year Extension of the Sheriff’s Contract going to Council in June

The Town’s current law enforcement agreement with the Santa Clara County Office of the Sheriff has a term of 10 years, was entered into on July 1, 2014, and is set to expire on July 1, 2024. With this date approaching soon, Town staff have been talking with the County and have come to an agreement to extend the current terms of the Sheriff’s Contract for two years. This week, on May 21st, the Sheriff brought the proposed two-year extension to the County Board of Supervisors, where it was approved. The proposed two-year extension will next come to the Los Altos Hill City Council for approval at their June 20, 2024 regular meeting. 


5. LAHCFD UPDATES

La Paloma Area Evacuation Route Project Starting June 3

The La Paloma Area Evacuation Route Project is crucial for allowing people to leave safely during emergencies, such as wildfires. To make sure this route stays clear, the Los Altos Hills County Fire District and Santa Clara County FireSafe Council are treating roadside hazardous vegetation to reduce fire risks. 


During the project, from June 3rd to June 15th, traffic control will be active. Only one lane will be open, and work will take place from Monday to Friday between 8 am and 4 pm. Anticipate delays and drive with caution in the work zone. Stay clear of the cone zone for your safety. Learn more

Learn How to Harden Your Home (with Potential Rebates!)

As we wrap up May, which is Wildfire Preparedness Month, consider signing up for a Home Ignition Zone (HIZ) assessment for your property.


  • A trained Home Ignition Zone (HIZ) assessor will conduct a 60-minute property walk-through with you.
  • They’ll make personalized recommendations and provide a written report.
  • Residents can potentially receive up to $3,000 in matching funds for eligible defensible space improvements on their property.

Get Involved in Emergency Preparedness and Response (EPRC)

The town seeks residents to join the Emergency Preparedness and Response Committee (EPRC), where you'll offer recommendations to Staff and City Council. Your role includes offering guidance and support to emergency volunteers and community outreach programs regarding their operations, planning, protocols, and procedures. 6. Finance and Investment Committee Openings (FIC)

Do you have experience in finance or investments? The Finance and Investment Committee is looking for new members to join the team.
