Announcements

Health Care Facilities Can Use Federal Funding to Reduce Operating Costs and Improve Resilience

The Inflation Reduction Act offers billions of dollars that can support tribal-serving health care organizations by improving emergency preparedness and lowering operating expenses. Crucially, tax credits for on-site renewable energy, electric vehicle fleets and ambulances, and charging stations are eligible for "elective pay,” meaning that non-profit and Indian Tribal governments can receive a payment equal to the full value of the credits. Many grant and loan programs created by the Inflation Reduction Act can be used for the same projects as the tax credits, subject to certain requirements and limitations. For example, Greenhouse Gas Reduction Fund loans can support small-scale power generation and zero-emissions transportation. You can learn more about these opportunities through resources and webinars from the Department of Health and Human Services Office of Climate Change and Health Equity, including case studies from providers who have leveraged these opportunities. The Department welcomes outreach from organizations open to being featured in a case study as well as any questions to OCCHE@HHS.gov

Congressional Corner

Both the House and the Senate are out this month for the August Recess. Both Chambers will return in September to consider legislation to continue to fund the government beyond the end of the Fiscal year on September 30, 2024. 

 

August is an excellent time to visit with your Senators and Representatives while they are working in their home states and districts!  NIHB has several resources available for you on key Indian health topics for 2024. This includes:

 

  • Mandatory Funding for CSC and 105(l) Leases: NIHB will continue advancing our advocacy efforts regarding moving Contract Support Costs (CSC) and 105(l) Lease Payments to mandatory appropriations this month.   • SDPI Renewal: The Special Diabetes Program for Indians (SDPI) expires on December 31, 2024. Click here for additional resources supporting renewal of this critical program.

Women’s Behavioral Health Technical Assistance Center | Click Here to Learn More

Award Amount: $12,500,000 total for five years

Application Deadline: August 20, 2024

Description: The purpose of this program is to enhance the capacity of women’s behavioral health providers, general healthcare providers, and others involved in the holistic care of women to address the diverse needs of women with or at risk for mental health and substance use conditions, including women with or risk for mental and substance use conditions that were greatly impacted by COVID.

Description: The purpose of this program is to improve access to evidence-based, timely, and culturally relevant maternal mental health and substance use (behavioral health) intervention and treatment by strengthening community referral pathways. Recipients will be expected to collaborate with pregnancy and postpartum healthcare organizations, refer individuals in need of behavioral health care to the appropriate entities, and provide short-term mental health and substance use services to individuals who cannot access care.

Description: The Innovation in Behavioral Health (IBH) Model (the “Model”) is an eight-year, voluntary service delivery and payment model promoting integrated care in behavioral health (BH) settings. The IBH Model will test the impact of a value-based payment (VBP) model aligned across Medicaid and Medicare that supports an integrated care delivery framework in specialty BH organizations and settings for adult Medicaid, Medicare, and dually eligible beneficiaries with moderate to severe mental health conditions and/or substance use disorders (SUDs).
