Save the Date: Advocate Call on CSC 105 (I) Mandatory Funding

NIHB is hosting an advocate call on June 28, 2024, to discuss the legislative strategy for reclassifying Contract Support Cost and 105(l) leases into mandatory following the Supreme Court Decision in San Carlos Apache Tribe v. Becca. Click here to register.

Due Soon: Public Health Data Modernization Tribal Implementation Center Request for Proposals (RFP)

The Public Health Infrastructure Grant (PHIG) National Partners, consisting of the Association of State and Territorial Health Officials (ASTHO), the National Network of Public Health Institutes (NNPHI), and the Public Health Accreditation Board (PHAB), seek the support of a contractor to serve as a Tribal Implementation Center to support Tribal health authorities to accelerate their data modernization activities. The purpose of this Request for Proposals (RFP) is to engage a Tribal-serving organization via contract to establish a Tribal Implementation Center. The notice of intent is due June 28, 2024, and the proposal is due July 21, 2024. There will be an informational webinar on June 25 at 1:00 PM ET.

Input Needed to Support Development of National Plan on Aging

The ACL released the following on “Aging in the United States: A Strategic Framework for a National Plan on Aging.” The Strategic Framework works to capture opportunities and challenges created by the aging of the U.S. population and defines goals and objectives for addressing critical aging issues. Comments are due on September 15, 2024 

Congressional Corner

The House is in session this week starting Tuesday, June 25. This week, the House Appropriations Subcommittees will continue their work marking up the remaining appropriations legislation. The House Appropriations Subcommittee on Labor, HHS, Education, and Related Agencies will markup its bill on June 27 at 8 AM; the Subcommittee on Interior, Environment, and Related Agencies on June 28 at 8 AM. 


As part of efforts to raise awareness on the impact of contract support costs (CSC) and 105(l) lease funding on the Interior budget, NIHB and the National Congress of American Indians sent a Tribal organization sign-on letter to Appropriators. NIHB will be launching an advocacy resources page this week to support Tribes in their outreach to Congress on moving CSC and 105(l) lease funding to mandatory appropriations.

Description: The goal of the Workforce Acceleration Initiative (WAI) is to strengthen public health agencies’ (PHA) capacity to deliver information system improvements that are of top priority to each PHA by adding technology and data experts to their teams. This initiative aims to increase the ability of PHAs serving state, tribal, local or territorial jurisdictions to leverage modern technology and interoperable data for public health action.

Description: This cooperative agreement supports comprehensive, holistic approaches to wellness to help prevent, manage, and control chronic diseases. It is the third funding opportunity for the GHWIC program, and it builds on lessons learned in prior opportunities, namely the importance of social and cultural connectedness to advance healthy lifestyle changes that promote overall well-being.

Award Amount: $10,000

Description: Sweetgrass Grants supports public health programs related to chronic disease prevention and management. The grants are offered by the Urban Indian Health Institute and funded by the CDC. Four awards of $10,000 are anticipated. Eligible applicants include Title IV urban Indian organizations, National Urban Indian Family Coalition organizations, and non-profit urban Indian organizations providing public health services.

Description: The purpose of this program is to assist in addressing the opioid overdose crisis in Tribal communities by increasing access to FDA-approved medications for the treatment of opioid use disorder (MOUD), and supporting the continuum of prevention, harm reduction, treatment, and recovery support services for opioid use disorder (OUD) and co-occurring substance use disorders.

Description: This program is designed to improve clinical care, services, and outcomes for American Indian and Alaska Native (AI/AN) people living with dementia, their caregivers, and their communities. Description: The purpose of this program is to enhance the capacity of women’s behavioral health providers, general healthcare providers, and others involved in the holistic care of women to address the diverse needs of women with or at risk for mental health and substance use conditions, including women with or risk for mental and substance use conditions that were greatly impacted by COVID.

Description: The Innovation in Behavioral Health (IBH) Model (the “Model”) is an eight-year, voluntary service delivery and payment model promoting integrated care in behavioral health (BH) settings. The IBH Model will test the impact of a value-based payment (VBP) model aligned across Medicaid and Medicare that supports an integrated care delivery framework in specialty BH organizations and settings for adult Medicaid, Medicare, and dually eligible beneficiaries with moderate to severe mental health conditions and/or substance use disorders (SUDs).
