2022 Street Bond Update

Phase 2 of the Street Improvement Project will be under construction soon. In December 2021, Council approved an ordinance authorizing the issuance of Certificates of Obligation for street, drainage and park improvements. City staff evaluated the 126 asphalt pavement streets located within the City using a pavement condition index (PCI) from our Street Maintenance Program. Twenty-five streets were identified as failing. The December 2021 issuance of bonds included $3.6 million to fund street improvements.

The streets are grouped into three construction projects with engineering design on-going and the construction phase began in the summer of 2023. Weather permitting; the goal is to have reconstruction of the streets completed by the end of 2025. The reconstruction of streets included in Phase 1 is complete.

Phase 2 Street Reconstruction is set to begin in May and will include Sandero Dr., Bexar Dr., Victoria Dr., Malibu Dr., Inca Pl., Cuero Pl., Savanna Dr., Edgewood Dr., Medina (150 ft. north of Sandero Dr. to Malibu Dr.).

Highland Shores Boulevard Crosswalk at Community Center Dr. Project – This project consists of replacing the existing pedestrian crosswalk located on Highland Shores Blvd. at Community Center Dr. The Improvements will include some drainage work, pavement replacement and a new crosswalk lighted notification system. The contract has been approved and the contactor has begun work.

Highland Shores Blvd. Asphalt Overlay Project – Also under construction and included with the Community Center Dr. Crosswalk Project, is the asphalt overlay for a section of Highland Shores Blvd. from the intersection of Briarhill to Highland Village Rd. The project consists of repairing the asphalt road failures, milling a portion of the old asphalt paving adding a section of bike lane on the east bound section of Highland Shores Blvd. at Highland Village Rd. and reconfiguring the lane striping to calm traffic flow in the area. This section of Highland Shores was restored by full depth reclamation in 2009, making the asphalt overlay all that is needed to maintain the roadway, further increase its longevity and maintain good ride quality.

The Highland Village Fire Department responded to a little over 1600 calls in 2023. In almost every case, response times are critical and you don’t want those precious seconds being spent trying to find your home.

Your address should be near the front door within a radius of the porch light and above eye level. They should be posted on both sides of your mailbox as emergency vehicles may not arrive from the same direction as your mail carrier. House Numbers should be at least 4 inches in height and a contrasting color from your home. If you have a rear entry garage, you will want to place your address in a location that is clearly visible from the alley as well.

Remember – If we can’t find you, we can’t help you.

Pool Safety

Summer is right around the corner and your backyard pool promises endless summer fun. Pools can be an easy way to keep your kids entertained for hours but it also poses a risk of drowning. Here are steps you can follow to prevent a tragic accident from happening.

  • Never leave a child unattended in or near water. Even if a lifeguard is present, parents and caregivers should still act as a designated “water watcher”.
  • Teach children how to swim. Enroll your child in swimming lessons at your local YMCA or Parks and Recreation Department.
  • Teach children to stay away from pool drains. Children’s hair, limbs, or bathing suits can get stuck in a drain or suction opening so make sure you know where the emergency vacuum shut off is located.
  • Install proper barriers, covers, and alarms around your pool and spa. The water should only be accessible through a self-closing, self-latching gate.
  • Know how to perform CPR on children and adults. HVFD offers CPR/AED courses so sign up by visiting https://tinyurl.com/2021CPRandAED

Enjoy your summer safely and create memories to last a lifetime.
