Capital Improvement Project Update


Here is an update on some of the current Capital Improvement Projects underway in the City:


Traffic Signal and Roadway Improvements Highland Village Rd. / Brazos Blvd.:

This project is almost complete. The new signal was put into operation on June 12. This project replaces all poles, mast arms, traffic signals, pedestrian heads, etc. It also includes better illumination for the intersection and backlit street name signs. The video vehicle detection has been installed. Modernizing this traffic signal will provide more efficient traffic movement through the intersection. The signal timing will be monitored closely for the next few weeks and adjustments will be made as necessary.  


Highland Shores Asphalt Overlay Project:

The contractor, Jagoe Public Company, has completed this project. It includes an asphalt overlay of Highland Shores Boulevard from Highland Village Road just west of its intersection with Briarhill Boulevard, new pavement markings, sidewalk replacements/additions, and some storm sewer replacements/additions. The new striping is designed to provide traffic calming by providing a lane width at a consistent 12-foot traffic lane throughout the corridor and adding a 7-foot minimum variable width bike lane to support pedestrian mobility.


Future plans include the reconstruction of Highland Shores Blvd. from the intersection of Briarhill to Twin Coves. The project consists of replacing the concrete pavement section with new pavement as well as enhancing drainage, pedestrian and traffic safety and traffic calming along the section. The City has a wastewater project currently out to bid within the road project limits that will be constructed before the road project. The Highland Shores Blvd. reconstruction project is currently in the design phase and is anticipated to move into the construction phase in winter 2024/spring 2025. The section from Twin Coves to FM 2499 is included in our long-range planning however no funding source is identified for that section.


Highland Shores Blvd. Crosswalk at Community Center Drive Project:

This project consists of replacing the existing pedestrian crosswalk located on Highland Shores Blvd. at Community Center Dr. The Improvements will include some drainage work, pavement replacement and a new crosswalk lighted notification system. This project is in progress.

Serve on a Board or Commission

The City is Accepting Applications Now!

Are you interested in playing a vital role in the spirit and strength of your community? Are you interested in learning how the City operates and forms policy? As a volunteer serving on one of the City’s Boards or Commissions, your expertise can be utilized by Council and staff to shape the future of Highland Village. Each year in September, the City Council appoints volunteers to serve two-year terms on various Boards and Commissions, which serve as advisory groups to City Council and staff. City Council may also make appointments throughout the year to fill vacancies or to establish special ad hoc committees, if needed.


The city secretary’s office accepts applications throughout the year from residents interested in volunteering their time by serving on one of our Boards or Commissions. Applicants must be a resident of Highland Village and a qualified voter. If you are interested in serving your community and want to be considered by Council for this year’s appointments, please complete an application and return it to the city secretary’s office no later than Wednesday, July 31, 2024. Applications received by the city secretary’s office will remain on file for one year from the date of receipt. Information regarding each Board and Commission, as well as an online application, may be obtained at the link below. Contest Details:

  • Open to all residents and amateur photographers of any age
  • Photos must be in color, captured in Highland Village, and represent some aspect of the City, such as landscapes, people or events.

  • The deadline for entries is July 31, 2024 at 11:59 p.m.

Storm Debris Pickup Update

The special storm debris pickup by third-party contractors was completed on Friday, July 11. Thank you all for your patience as we worked to remove the storm debris throughout the City - and, as you know, there was a lot!


Yard waste will now need to be deployed according to Republic Services guidelines.

  • Yard waste should be placed at your curb by 7 a.m. in biodegradable brown kraft bags.
  • Yard waste in non-biodegradable containers such as garbage bags will not be picked up as yard waste but rather left at your curb to be picked up on your regular solid waste collection day and will be considered bulk waste that will be hauled to the landfill for disposal.
  • Customer-owned carts will not be serviced.
  • You can place up to 20 biodegradable brown kraft bags at the curb for pickup.
  • All trees, shrubs and brush trimmings not contained in kraft bags must be cut, tied with biodegradable cotton/jute rope, twine, or string, placed in bundles, and set out without obstructing the sidewalk.
  • Individual bundles should weigh no more than 50 lbs. and be no longer than 4-feet. 
  • You can place up to 20 bundles at the curb for pickup.

A Chain of Survival refers to a series of actions that, if properly executed, reduce the mortality associated with sudden cardiac arrest. Like any chain, the chain of survival is only as strong as its weakest link. The Highland Village Fire Department offers CPR/AED courses to help you become strong links in this chain.


CPR/AED classes are held at the Fire Department from 6:00-9:00 pm on the third Wednesday of every even month. Cost is $40.00 for Highland Village Residents and Boy/Girl Scout troops, and $50.00 for non-residents. A non-refundable deposit of $25.00 is required to hold your spot. You may sign up online at the link below or contact the Fire Department at 972-317-0890. The next class is scheduled for August 21, 2024. Class size is limited so sign up today!

PHASE ONE – SEASONAL CONSERVATION IN EFFECT MAY 1 – SEPT. 30

View the Water Conservation / Drought Contingency Plan
  1. No outside watering between the hours of 10 a.m. and 6 p.m. Hand watering of shrubbery allowed at any hour.
  2. Variances to this regulation may be granted by permit only, available at the Municipal Complex (inspections/permits counter).
  3. Users of private well water or Lake water for irrigation are required to post a sign indicating so in a conspicuous location.
  4. Hand washing of vehicles shall be permitted providing there is no wasteful runoff.
  5. Wasteful runoff, by any means, shall be prohibited.

Water Quality Report

Every year, in compliance with the Texas Commission on Environmental Quality (TCEQ) to comply with the U.S. Environmental Protection Agency’s (EPA) requirements, the City mails all residents the Water Quality Report which provides information regarding the contents of our water and how these contents relate to you, the consumer.
