Celebrating Public Works, Police and EMS in the Month of May | |

This week - May 19 to May 25 - is National Public Works Week, an opportunity to recognize all of the professionals who are responsible for rebuilding, improving, and protecting our transportation infrastructure, water supply, and solid waste systems, and providing other essential services such as snow and ice control, sanitation, and stormwater management. The Public Works Department helps ensure the maintenance of health, safety and a high quality of life in Tarrytown. Mayor Brown presented Public Works General Foreman William McGuire and Water Plant Operator Steve Cowles with a Proclamation for the Department at the Board of Trustees meeting on May 20th.
Often our public service professionals go well beyond the expectations of their job title. Today, at 12:30pm, after the heavy rains, the Department of Public Works was notified of a newborn fawn caught in a sink hole under a stone wall on the Mercy College property on E. Sunnyside.

DPW employees Max Lopez, Filip Michalski and Robert McCarthy worked with police officers from Irvington and Tarrytown to enlarge the hole and free up the newborn stuck neck-deep underground. They were assisted by Greenburgh Animal Control. The fawn was shaken, but survived the ordeal. | |

This week is also National Emergency Medical Services Week. Appropriately, TVAC personnel were awarded with multiple distinctions by the Westchester County Regional EMS Council this week:

TVAC was also named Phelps Hospital EMS Agency of the Year in 2023. Congratulations and thanks to the hard working men and women who provide this vital public service to our Village.

This month, the Village also recognized National Police Week, May 12 to May 18. Mayor Brown and the Board presented the Police Department with a Proclamation recognizing their invaluable service protecting the health and safety of Tarrytown residents. Like our Public Works Department , the Department goes well beyond its mandate in supporting the community. Chief Barbelet and the Department received an Achievement Award this week from Southern Westchester Boces for the work the Department does with Tappan Hill School students, organizing safety education events and ensuring police officers are aware and informed about the best ways to support students with special needs.
This month, the Police Department also said farewell to two longtime officers who retired, Sgt. Patrick Dumser and Sgt. Andrew Jones. The Department also welcomed its newest member, hometown boy Officer Nicholas Galgano, who grew up in Tarrytown, has seven years under his belt as a police officer in New York City, and recently moved back home to Tarrytown to raise his family. His mother, Anneliese Galgano, serves as a volunteer on the Recreation Advisory Council.

May is Mental Health Awareness Month | | |

The Board of Trustees passed a resolution at the May 20 meeting recognizing May as Mental Health Awareness month. The resolution, which was shared with regional, state and national elected officials, calls for a bi-partisan effort to "make mental health services more accessible and affordable across America and to take action toward "reducing stigma, and sending a clear message that it is okay to ask for help, whether as an individual who is experiencing mental illness, or people who have someone in their family who deals with these issues." | |

Making McKeel Crossing Safer: The Board of Trustees passed a resolution in support of the New York State Department of Transportation's emergency project to improve the safety at the McKeel Avenue intersection with Broadway. Following the death of a Tarrytown pedestrian in late 2023, the New York State DOT which controls repairs and maintenance of Rt. 9/Broadway, proposed the installation of sidewalk "bump-outs" or curb extensions. Tarrytown residents requested that the Board pass a resolution requesting that the NYS DOT further explore expanding on the safety measures by considering among other interventions a possible median refuge. Beyond the emergency action project, the resolution asks the DOT to consider additional longer term safety interventions in conjunction with the Rt. 9 Complete Streets currently underway.

Paving: Every year the Village partners with area municipalities to bid the annual paving contract for roadway maintenance. This effort helps reduce the total cost for all bidders by consolidating the work. This year, the Village of Irvington managed the multi-Village bid. The lowest bidder was Montesano Brothers. Tarrytown will be paving Browning Lane, Front Street, Embree Street, High Street, Lincoln Ave, Walnut Street and Woodlawn Street for a total $391,400 and $40,000 in restoration work payable from the CHIPS funding and General Fund Capital Funds, plus an additional amount estimated at approximately $330,000 for the road restoration milling and paving along Martling Avenue for the Phase 7B water main project.

New Building Management System for Village Hall: The Board of Trustees approved entering a contract to upgrade the Building Management System at Village Hall. The new system should reduce energy costs and improve workplace comfort for Village staff.

The Board of Trustees will hold its next Work Session on Wednesday, May 29 at 5:30pm. The agenda is available on the Village calendar. Please note that the meeting will begin with a sit visit at 5:30pm at the intersection of Cortlandt and Main Street. This will be followed by an Executive Session police officer interview. Therefore, the public meeting on Zoom will likely not begin until around 6:45pm.

Memorial Day Parade and Ceremony
Please join us to honor the men and women who have given their lives for our country by participating in the Memorial Day Parade in Tarrytown and Sleepy Hollow and the ceremony in Patriots Park to follow. The Parade will begin at 10am on Main Street in Tarrytown, will continue down Rt. 9 to Beekman Avenue and will loop back over to Patriots Park.
Please be advised that on Monday, Main Street will be closed from 8 am until approximately 1040 am and Rte. 9 will be closed from Main Street to the Village line of Sleepy Hollow from 9:45 am until approximately 10:20 am for the annual Memorial Day Parade. Parking restrictions will be in effect on Main Street and Rte. 9. Please comply with the posted parking restrictions and road closures.

Veteran Banner Program
Boy Scout Dylan Smith is coordinating a Veteran Banner Program for the Villages of Tarrytown and Sleepy Hollow. The banners can be ordered any time over the next several months, and will be hung in both Villages in the month of November in time for Veterans Day. To order a banner to recognize a military service member in your family, you can go to the Military Tribute Banners website and select the Village where you would like your banner to be hung. Be sure to find a high resolution photo of your family member, and follow all of the guidance to ensure a beautiful banner in their honor:

Traffic Alert: Changes Coming to Route 9 Next Week | |
Beginning next Wednesday, May 29, there will be changes to the traffic pattern on Rt. 9/Broadway south of the Rt. 119 intersection. A $13.9 multi-modal project that began last year will require the installation of a new 16ft wide, 270ft. long pedestrian/bicycle bridge across Interstate 287. This project will take 6 weeks, through mid-July, and will disrupt traffic for both vehicles and pedestrians in that area, but the end result will be wider, safer pedestrian and bicycle access across the bridge.
Please prepare for the following by giving yourself extra time for travel if you must travel in this area during road work hours:

Beginning May 29th: New York State Thruway Authority crews will be staging equipment and materials on the west side of the bridge over the New York State Thruway. (See image 1 below.) Four lanes of traffic on Rt. 9 will remain open. Pedestrian access across the bridge will be on the east side, with crossings at the intersection of Rt. 119 and Rt. 9 and at the Tarrytown Honda/Sleepy Hollow Conference Center intersection. There will be no pedestrian crossing at Paulding. (See image 2 below.)

Beginning Monday, June 3 between 9:30 am and 3pm on weekdays, there will be one lane in each direction open across the bridge (see image 3 below). The inner left turn lane on Rt. 119 will be closed. The same pedestrian detours as above will apply. It would be advisable to avoid the area during these hours if possible.

Con Ed Update
Crest Neighborhood: The replacement work on Barnes and Kerwin is complete. Crews will be removing he plates and rough paving the road to get ready for future final paving work.
Highland Avenue : The week of June 3rd, Con Ed crews will be connecting services on Highland Avenue.
Union and Marymount: Work will begin next week with test pits and gas main replacement work.
Miller Park: The gas main replacement work has been completed on Park Avenue. Next week, the crews will be working on service connections to individual homes. They are still working to finish the gas main replacement work on Miller Avenue and Independence. Con Ed will not be replacing the gas mains on Church Street.
Lower Miller Park: Service connection work is complete on MacArthur Lane, Bridge Street, and Riverview Avenue. The roadways are ready for paving and will be included in the next grouping of areas for paving.
Main Street: Portions of Main Street will need to be repaired and re-paved because of ongoing work there.
Paving: The next round of paving will take place after July 4th.
Future Work: Con Ed anticipates moving to the Tappan Landing neighborhood to begin gas main replacement work this summer. The date is still to be determined.

Climate Adaptation Community Workshop
The Village of Tarrytown is developing a Climate Adaptation Plan for the community in cooperation with the Hudson Valley Regional Council. This is the second stage of the Climate Action Planning Institute sponsored by a Climate Smart communities grant obtained by the County. Last week, the Village held a community workshop to solicit ideas about planning for the impacts of climate change in Tarrytown, whether it is extreme weather events, rising river levels, flooding and extreme temperatures,
The Climate Action Planning Institute Task Force has posted recommended strategies for the mitigation of climate change, and is still seeking public input. Over the coming months, there will be additional community outreach efforts to solicit feedback on how the village should adapt to the inevitable impacts.
