FREE Protection of Victims of Sexual Violence or Intimidation (PSVI) Act Lunch & Learn
The Franklin County Bar Association and the Law Offices of WIN are pleased to announce a FREE CLE Lunch & Learn on the PSVI Act. Bring your lunch and join us for this important update!
The Protection of Victims of Sexual Violence or Intimidation (PSVI) Act, which went into effect on July 1, 2015, provides civil protection for victims of sexual violence or intimidation who do not have a family, household, or intimate relationship with the defendant. This training will explore who is protected under the PSVI Act, how the PSVI Act differs from the PFA Act, the protections available under the Act, and the legal process.

Travel to Fulton County Court
Construction is planned to replace a two-lane bridge on Route 16, near the Village of Cove Gap, in Peters Township. PennDot estimates the construction (and delays) will be from March - November. Please allow extra time when traveling to Fulton County.

"Since our last chat..."
"Since our last chat..." is a periodic column in The Causeway by Bar member Barb Townsend. This month's article is by Kristen Hamilton.
The other day I decided that I was driving to Waynesboro to visit the office of Kulla, Barkdoll, and Stewart, P.C. I'd heard from Stephen Kulla, Esq., that he'd collected light houses, so I thought it was time for me to see for myself. I found the reception area easily; but, after checking in, I need a guide to negotiate the halls and offices. Finally I found myself in Steve's office.
 Steve, although born in Manhattan, graduated from George School in Newtown, Bucks County, in 1981. From there, he headed to Colgate in Hamilton, New York, where he received his bachelor's degree in political science with a minor in history in 1985.
While a student he participated in Gary Hart's presidential candidacy in 1984. After graduating, Steve taught history and English at a private school in Massachusetts for a year and then took employment as a congressional aid for a congressman from Florida. Steve headed to Dickinson School of Law in the fall of 1987 and received his juris doctorate in June, 1990.
 Steve came to Franklin County to work at Patterson, Kaminski, Keller and Kiersz after the bar exam. He married his wife, Kim in 1995, after being in solo practice since 1993. Kim and Steve have four children, Kasey and Carrie are Steve's stepchildren and have provided him with four grandchildren. Steve and Kim also adopted two children, Taylor, age 17 a student in private school in Buffalo, and Hannah, age 16 a student in Baltimore Old Fields School. Kim teaches at the Montessori Academy in Chambersburg.
I had met Steve's grandmother some years ago when she visited Steve in Franklin County. A woman attorney in the 1940's, she was an attorney in the juvenile court system in New York City. She's since died, but Steve mentioned in passing that one of her colleagues, Judy Scheindlin, was the eulogist at her funeral.
I kept looking at every available surface in the office covered with miniature light houses. Steve told me about his tour this year with his father of light houses along Lake Michigan encompassing four states. He admitted to owing 250 Harbor Lights limited edition model light houses, most of which were on display.
He's also been elected Washington Township Supervisor and is now seeking a position on the Waynesboro School District. If following Taylor and Hannah's antics and athletics are not enough with a career and elected position, Steve continues to serve as the Chairman of the Waynesboro Children's Theater Troop.
The Children's Theater is celebrating its twentieth anniversary. Steve says that roles are created for any child between six and eighteen who tryout. He requests we reserve some time during December 3, 4, 5 or 6 to watch the Troop perform Chitty, Chitty, Bang, Bang! More information at

I had been carefully led thorough a labyrinth of rooms and hallways to go to Steve's office from the reception area. Steve led me back another way because Clinton Barkdoll, Esquire, Steve's partner since 2000, was still in a meeting. On the way to Matthew Stewart, Esquire's office, I suddenly realized Steve had brushed over his talents as a photographer. In his fashion, he had pictures everywhere. I wished later I had more time to review his creativity.
 Matt Stewart also graduated from Penn State Dickinson School of Law, but he attended the State College campus. Matt started out graduating from Twin Falls High School in Twin Falls, Idaho in 2002. He then started college at the University of Utah. After a year, he left college to undertake his two year mission, serving in Jacksonville, Florida and Brunswick, Georgia areas. After the mission, Matt returned to Utah, enrolling Brigham Young University. Matt received his bachelor's degree in history in May, 2008.
Matt confessed he married his wife Paige in February, 2007. Matt's sister lives in Florida in the Jacksonville area. Matt worked on a sod farm with his sister's husband for cash for his expenses. There he met Paige, a student on summer break from her studies at Florida State. After she completed her studies, she succeeded in getting an internship in Salt Lake City in her major of adult recreation and leisure.
Matt and Paige came to Franklin County in 2011. Matt's a busy father of a three year old boy, Henry, and his one month old daughter, Ivy. He may currently be sleep deprived.
Matt's already been experiencing some of the joys of criminal law. He's also devoting 'spare' time to the Lion's Club.
Steve joined us and we began laughing about some of the court house moments. While Steve had some tales, he restrained himself to one about the man, pre DNA testing, who was challenging paternity. It seems that, because the guy did not spend the whole night, he felt that should be adequate proof that the was not the father. Matt rejoined with being called to the bench and a judge telling Matt that the judge addressed his client in Matt's absence. "Mr. Stewart," said the judge, "I told him to be quiet and never question my intelligence."
 By now Clint surfaced from his meeting. Clint is currently serving as the president of the Franklin County Bar Association. He achieves his skill in getting cooperation from intelligent, litigious lawyers from his years in Waynesboro. Clint is a local, graduating from Waynesboro High School in 1991. From there, he headed to High Point University in High Point, North Carolina. There he was awarded a bachelor's degree in political science and economics in 1994. Clint returned to Waynesboro and worked as the Franklin County Tax Assessor and as a part time reporter for the Public Opinion. He then entered Dickinson School of Law, earning his JD, in 1998.
Clint did not immediately return to Waynesboro. Instead he headed to Washington, DC, to be a news reporter for Dow Jones Business and Financial News. He really didn't stand a chance to stay away as he's actually the sixth generation of Barkdolls in the Waynesboro, Franklin County area. Clint married his wife Amy, who's a counselor for the Chambersburg Area School District and began working with Steve in 1999.
Clint and Amy have two children: Will, age 6 and Luke, age 3. Clint's served on the boards of the Waynesboro Chamber of Commerce, the Public Library, the Humane Society, and the Waynesboro Area School District WayBeck Foundation. Clint's also taught general law at Wilson and has co authored speeches with Matt Fogal, Esq., about sexting and Facebook.
There's a fourth now in this firm, Michael Toms, Esq., late of the Public Defenders Office. Mike has allegedly retired. However, he admitted that he's working four days a week... Research earlier columns to learn how Mike's about as obsessed with model trains as Steve is with model light houses. At least Mike's hobby moves...
