In December, the Service Authority officially dedicated the Dr. Evelyn Mahieu Environmental Laboratory within the H.L. Mooney Advanced Water Reclamation Facility (AWRF).


Dr. Evelyn Mahieu joined the Service Authority in March 2011 as the Regulatory Affairs Officer. Over the next eight years, she received several promotions before becoming the Chief Operations Officer in September 2019. She retired from this position on April 30, 2020 and passed away on May 30, 2020.


Evelyn spearheaded the transformation of the Laboratory, the H.L. Mooney AWRF and the Regulatory Affairs Office. She was a highly regarded expert in the field of environmental regulation and compliance throughout the country, serving on numerous professional organizations and committees. 



Evelyn’s professionalism, enthusiasm, compassion and intelligence earned her the admiration of peers both within and outside of the Service Authority. During the dedication ceremony, Service Authority staff and Board of Directors members spoke fondly about her warmth, charisma and fairness as a supervisor. This dedicated space serves to honor and memorialize Dr. Evelyn Mahieu and her many contributions to the water and wastewater industry.

Safety and Security Manager George Hoke joined the Service Authority in fall 2023, bringing over 25 years of safety experience in the water and wastewater industry. George leads our Safety and Security Department, which coordinates health and safety programs for all employees and ensures that our operations are safe for our customers and Prince William County residents. Describe a workday in your life. What are some of your major responsibilities and tasks?


Every day holds something different. Depending on the day, I may be creating and reviewing safety plans, developing or providing training for employees, analyzing safety data, managing insurance claims, evaluating workplace health and safety hazards, or visiting work sites.


What’s the thing you enjoy most about your job?


I love working with people. It’s crucial to build trust with staff so they feel comfortable coming to me if they need help or notice a safety or security issue. Everyone has to be provided the resources they need so that they can go back to their families safe and sound at the end of the day. That’s what drives me in this job.


What’s the hallmark of a successful Safety Program?


One of the biggest successes of the job is showing up to a site and knowing that the workers are comfortable with me being there. They don’t have to scramble to put on their personal protective equipment because working safely is second nature to them.


What are your some of your favorite activities outside of work?


I love fishing, kayaking, spending time with my family and hanging out with my dog, Rusty.

In December, Service Authority officials and our partners broke ground on the H.L. Mooney Advanced Water Reclamation Facility-Wide Improvements Project, known as the Mooney Design-Build Project.


The reclamation facility is our award-winning wastewater treatment plant. Located in Woodbridge near the Route 1 corridor, the facility treats wastewater from the eastern half of Prince William County to stringent federal and state standards before discharging it into Neabsco Creek, a tributary of the Potomac River.


The Mooney Design-Build Project is a multi-year endeavor that will impact almost every step of the plant’s wastewater treatment process. Anticipated to cost nearly $200 million, the infrastructure project will include upgraded odor control systems, electrical improvements, a new headworks building, additional ultraviolet disinfection equipment and more.


Service Authority General Manager Calvin Farr noted the groundbreaking ceremony represents two years of intense design work on the project, which will advance our mission to protect public health and the environment.
