A Piece of Our Past

Going for a swim on a hot summer day in Millinocket may have meant a dip in the stream in The Pines. That was the location of an early swimming hole and possibly the location of the 1928 photo. Later, a swimming pool was constructed behind Stearns High School on State Street and more recently a new pool, also near SHS.

The Millinocket Town Council meets on the 2nd and 4th Thursday of each month at 5:30. Millinocket's Star-Spangled Celebration: Two Fun-Filled Days!


The town of Millinocket recently celebrated our nation's birthday in style, with a fun-filled Independence Day celebration that left everyone beaming with joy! The festivities spanned two days, packing in excitement for all ages.


Thursday, July 4th: Parade and Whoopie Pie Bake Off!

The day began with a vibrant parade, showcasing an array of creative floats that dazzled the crowds. Congratulations to our "Small Town, Big Spirits" parade float winners:

  1. Just Friends Float: A heartwarming entry from a local group of longtime friends and their families, showcasing the true spirit of friendship and community.
  2. Little Sprouts Daycare Float: The tiny tots from Little Sprouts Daycare stole the show with their adorable float, spreading smiles all around!
  3. Miss. Summerfest Float: The Summerfest royalty wowed the crowd with their elegant and festive float, adding a touch of glamour to the parade.

Following the parade, the whoopie pie contest tantalized taste buds with an impressive array of creative flavors and toppings. Meet our talented bakers:

  • Andie Morgan: Maple Bacon
  • Laura Lee: Gingerbread with cream cheese frosting (People's Choice Award winner!)
  • Stephanie McGreevy: Chocolate with peanut butter frosting

Laura Lee took home the coveted People's Choice Award and a $100 cash prize for her scrumptious gingerbread whoopie pies with cream cheese frosting. Congratulations, Laura!


Friday, July 5th: Entertainment Galore!

The fun continued on Friday with a spectacular lineup of performances and activities:

  • Tickles the Clown: Had the crowd in stitches with their hilarious antics and jokes.
  • Bike Rodeo: Kids of all ages showed off their cycling skills and getting fitted for free helmets..
  • Fireworks Display: A dazzling display of colorful fireworks lit up the night sky, ending the evening with a bang!


The Town of Millinocket wants to extend a huge thank you to the dedicated staff and volunteers who worked tirelessly to make these two days truly unforgettable. Your hard work and enthusiasm are what make our community shine!

Age-Friendly Millinocket is happy to report that the 2024 Farmers’ and Artisans’ Market (Saturdays, 9-2 pm, Veterans memorial Park) is well underway, with a jaunty new logo (see above). If you want to download a vendor application, click here. (Only $40 for the season, or $10 for specified individual Saturdays.) There’s still plenty of available space! Please spread the word.


We kicked off the season on July 6 with two farms—Chiron Farms (offering Senior Farm Share, SNAP and WIC), and Tilton’s Heritage Pastures, as well as several other vendors selling knit items, candles and and quilted heirloom-quality kitchen and bedroom accessories. Visitors appreciated our Resource Table, which showcased many of the services and events offered by the Millinocket Memorial Library, such as classes, workshops, information on food pantries and heating assistance.


Come on out and mingle with your neighbors at your very own downtown farmers’ market, and help us grow deep roots!

East Millinocket Police Department


We have seen a hectic summer at East Millinocket PD with the influx of visitors and community events. To date, EMPD has responded to over 6,730 calls for service with over 3,820 of those calls being in the Town of Millinocket. 


Over the last several months we are continuing to make several arrests for operators under the influence of both alcohol and drugs. While it is unfortunate we continue to see such a high number of impaired drivers on our roadways, it also is a testament to our officers who are aggressively focusing their enforcement on getting these drivers off the roadways. 


Our officers also continue to be aggressive toward drug cases. In the last couple of weeks, we have made multiple drug-related arrests which have included seizing large amounts of fentanyl and multiple firearms. The addition of K-9 Derby has been a huge asset in his short time as he has already been a key factor in a couple of our recent drug cases.


We can’t stress enough for the public to lock up their vehicles and homes and please call when they observe something suspicious. We continue to see many “easy opportunity” thefts due to vehicles and buildings being unlocked. In recent months, our night shift has been able to recover two stolen vehicles that were actively being driven by the offenders due to our officers being highly observant and noticing “something wasn’t right.”


 We can not effectively do our jobs without the help of the public. The public reporting things as it happens is crucial, which includes properly reporting via our dispatch center and not sending Facebook messages or making Facebook posts as these forms of communication are not monitored 24/7.

Public Works Department


The benches are being installed in the Great Northern Paper Park next to the Town Office and near the Municipal Parking lot.


Public Works repaired a sink hole that opened on Katahdin Avenue near Veterans Memorial Park. This was caused by a former stream that supplied a swimming hole in the park decades ago. (Pictured right)


We have repaired two collapsing storm drains, one on Spruce St and one on New Hampshire. We have more to repair before the season is over.


The new ADA porta potty has been set up on Peddler's Hill.


Line painting has begun for parking stalls, traffic arrows and crosswalks. We are still waiting for the contractor to stripe the divider lanes around town.


Public Works installed new backboards in the Hillcrest Park basketball court. (Pictured right)


We have refurbished an old water tank from the Recreation Department to be used in filling the new water planters on Penobscot Ave as well as for smoothing the ice at the skating rink this winter.


The department has been steadily filling potholes. Please contact us regarding any that we have missed.


A load of cardboard was shipped on June 24th to be recycled. The price is up over previous shipments at 120$ per ton. With this load being over 44k pounds we should see around $2500 in revenue once the agent fees are paid.


The DEP has completed their report on the Transfer site and found that the transfer site is “Good Condition” and found no “Substantive Compliance Issues requiring further inspection”.


The compost pile is open for residents to drop off brush and yard waste. Bagged leaves must be emptied, and the bags disposed of properly.


We are working to raise some sunken graves to improve the appearance of our Cemetery as well as make mowing easier. 


As the summer sun and wind has began taking its toll on some of the decorations, we ask that you remove any that are starting to fall apart and blow across the cemetery.

We would like to remind the residents of Millinocket to please NOT flush wipes, paper towels, grease, plastics, Q-tips or anything other than toilet paper into the sewer system. Even the "flushable" wipes will clog the sewer system. These items are causing extreme plugs to the sewer system and costly maintenance to our pumping stations. We would like to thank the residents for this consideration.

Granite Street's Summer School Program has been a beacon of learning and adventure for students, boasting an average daily attendance of 45 eager participants. This program is specifically designed to maintain academic skills, with a focus on math and reading. By providing a structured yet engaging environment, students are able to keep their minds sharp and be better prepared for the upcoming school year. The program balances academic rigor with enriching experiences, ensuring that students not only retain crucial knowledge but also enjoy their summer break. The program was staffed by certified teachers and educational technicians.


One of the highlights of the program is the weekly trip to the Millinocket Memorial Library. These visits offer students the opportunity to explore a wide array of books and resources, fostering a love for reading and learning. Additionally, the program included several exciting field trips that provide hands-on learning experiences. A notable excursion is the trip with Katahdin Woods and Waters to Jerry Pond, where students learned about local animal habitats, promoting an understanding and appreciation of the natural world. Another significant outing was the visit to Millinocket's Town Office, including the police station and fire station, where students gained insights into community services and safety. The Granite Street Summer School Program also featured a visit to the Millinocket Historical Society Museum, where students were able to dive into the rich history of their community. This plethora of activities culminated in an end-of-program celebration filled with fun and interactive events in the school gym, board and card games, table activities, and face painting. Through this well-rounded program, Granite Street School not only supported academic growth but also nurtured a sense of community, curiosity, and joy among its students.

Our Katahdin and the Town of Millinocket will hold a public meeting to discuss two U.S. Environmental Protection Agency-funded Brownfields Cleanup Projects currently being conducted at the former Great Northern Paper Mill Site in Millinocket (Our Katahdin projects) and provide a status on the Town’s Brownfields Assessment Program. The public meeting will be held on Wednesday, August 7, 2024 at 6:00 PM at the Millinocket Elks Lodge located at 213 Aroostook Avenue in Millinocket. During this public meeting, project representatives will discuss the proposed cleanup plans and funding mechanisms for the site.


The first project is the Brownfields Cleanup of the Tank Farm and Rail Corridor Buildings (west side of Millinocket Stream); this project includes asbestos abatement, removal of universal and hazardous waste, decommissioning and demolition of bulk oil storage tanks, removal of oil piping and infrastructure, and building demolition. The second project is the Brownfield Cleanup and Consolidation of the Former Wastewater Treatment Plant Lagoons (east side of Millinocket Stream); this project includes the dewatering, consolidation, management and final placement of lagoon sediments, as well as demolition of lagoon infrastructure. The third project is the Town of Millinocket’s Brownfields Assessment Grant Program.


An Analysis of Brownfields Cleanup Alternatives (ABCA) has been prepared for the two cleanup projects. Our Katahdin is currently receiving public comments on these documents, and the public comment period will run 30 days, starting on Thursday, July 25 and ending on Monday, August 26, 2024. The information repository for these projects (ABCAs, prior environmental assessments, and other environmental information) can be viewed on the Our Katahdin website or at the Our Katahdin Office located at 245 Aroostook Avenue during regular business hours. Request for Applications: Town of Millinocket's Façade Program


Introduction:

The Town of Millinocket is pleased to announce the availability of grants up to $20,000 for commercial properties to update the façade of their building through the Community Development Block Grant (CDBG) Community Enterprise Program. This program aims to enhance the aesthetic appeal and economic vitality of Millinocket's commercial districts.

Eligibility:

Commercial properties located within the designated CDBG target area in Millinocket are eligible to apply. Properties must be in good standing with the Town, and all taxes and utility bills must be up to date.

Eligible Improvements:

The following façade improvements are eligible for funding:

  • Signage (new or replacement)
  • New windows
  • Fresh paint
  • Other exterior renovations that enhance the appearance of the building

Application Requirements:

  • A 500-word essay describing the proposed project, including:
  • A detailed description of the improvements to be made.
  • The expected impact on the property and the surrounding area.
  • A statement on how the project aligns with the Town's economic development goals.
  • Quotes from a licensed contractor for the proposed work.
  • Proof of property ownership or written permission from the property owner (if applicable)

Grant Terms:

  • Grants will be paid as a reimbursement to the contractor or business after the work is completed.
  • Davis Bacon wages must be paid for all construction work.
  • All necessary permits must be obtained before work begins.
  • Projects must be completed within 12 months of grant approval.

Evaluation Criteria:

Applications will be evaluated based on:

  • The quality and completeness of the application.
  • The expected impact on the property and the surrounding area.
  • The alignment with the Town's economic development goals.
  • The feasibility and budget of the proposed project.
  • Projects on Penobscot Ave. and Central St. (Millinocket’s main business district) will take priority.

Application Deadline:

August 30th, 2024, at 4pm

Any mailed applications received after the deadline must be postmarked on or before July 31st to be accepted.

Note:

The Town of Millinocket reserves the right to modify or cancel this program at any time. Funding is limited, and applications will be reviewed after the application deadline. The Town will make selections and notify all applicants in mid-September.


As a requirement of the Community Development Block Grant, projects selected will have to go out to Bid and the Town of Millinocket will select the contractor to complete work.
