July Board of Directors and Annual Election Meeting
The July Ocean Ranch Homeowners Association Board of Directors Meeting will be held on Thursday, July 20th at the Laguna Niguel Sea Country Senior & Community Center located at 24602 Aliso Creek Road. For your information, the proposed Meeting Agenda is posted on the Bulletin Board located at the Ocean Ranch Community Pool Complex.
The first item of business will be the Annual Election to elect Directors to serve the Association for the next two years, which will begin at 7:00 PM. Following the Election, the Board of Directors will finish the closed Executive Session and then convene the regular Open Session of the Board Meeting at approximately 7:45 PM. See the following article explaining the Election.
All Ocean Ranch residents are invited to participate in the Open Session to discuss any matters of business that would be proper to come before the Ocean Ranch Board of Directors. While it is not necessary that the Board be notified before the actual Board Meeting, it may be more effective if Ocean Ranch’s Community Manager, MS. Upcoming Ice Cream Social
All Ocean Ranch residents are cordially invited to participate in the upcoming “Meet and Greet” Ice Cream Social event to be held at the Community Pool Complex on Saturday, Saturday July 29th from 3:00 PM to 6:00 PM This will be a good chance to mingle with Ocean Ranch friends and neighbors. The Board of Directors will have a table and be available to answer CC&R questions or clarify other issues that may arise.

Chilean Burglary Gangs
As mentioned in the June issue of the Ocean Ranch Newsletter, there continues to be significant home invasion burglary activity in Orange County. In fact, early in June KABC Television Channel 7 ran a major story about the existence of this significant criminal activity, reporting that the Orange County District Attorney, Todd Spitzer was prosecuting 141 cases against various gang members of Chilean based burglars who had been apprehended by the Orange County Sheriff’s Department. Mr. Spitzer reported that most of these burglars had entered the United States under a special “temporary visa program that allowed six-month tourist visas with limited restrictions.” He noted that a very large number of burglaries have occurred across the United States because of this poorly conceived visa program. He has been in contact with the Bureau of Consular Affairs section of the U. S. State Department requesting tightening of the requirements related to this visa program.
It is good to know that many of the perpetrators of these home invasion burglaries have been apprehended, but that is unlikely to have too much impact in alleviating the burglary problem. Ocean Ranch residents absolutely need to continue to exercise a high level off vigilance in watching for unusual activities in our Community, such as bicyclists acting like they may be casing homes in Ocean Ranch or flying drones, or any other activity that seems questionable. Please immediately inform Ocean Ranch’s patrol officers if you see something unusual. You may call them at (949) 371-4644 or (949) 248-5793. You may also call 911 for connection directly to the Police Department Emergency number.
In the meantime, Ocean Ranch continues to operate our entry gates with “heightened focus” to following entry screening procedures designed to prevent non-authorized individuals from gaining access to our Community. We also are continuing to operate extra monitoring patrols of the perimeter areas of Ocean Ranch. We also recommend that you employ extra security procedures as you feel might be beneficial for the safety of your own residence.
Please continue to try to make your home look like it is occupied as much as possible. Leave lights on—the small extra electrical cost is well worth the improved security achieved. Past history is that occupied homes have usually been avoided by would-be burglars. Lights, Lights, Lights!

Parking Restrictions in Ocean Ranch
Many residents of Ocean Ranch may not be aware that Ocean Ranch Covenants Conditions & Restrictions (CC&Rs) tightly regulate parking within Ocean Ranch. Specifically, CC&Rs (Article IX, paragraph 10.5 on page 29) states “… vehicles shall be parked in the garage (of each owner) to the extent of the space available therein…” It goes on to state that “…each owner shall maintain his garage in a manner which ensures that it is capable of accommodating at least one full-sized automobile.”
Parking Rules and Regulations in Ocean Ranch stipulate that all resident vehicles must be parked in the garage or in the driveway. Vehicles, including those belonging to visitors may not be parked on the street overnight. If all available parking spaces in the owner’s garage and on the driveway are occupied, then a vehicle may temporarily park on the street directly in front of the owner’s residence.
If an individual owner has more vehicles than can be parked in the owner’s garage or on the owner’s driveway, the owner may apply for a variance. Before doing so, the owner should carefully read the above-cited Parking and Vehicular Restrictions Section in the Ocean Ranch CC&Rs. Parking restrictions were incorporated into the Ocean Ranch CC&Rs to maintain Ocean Ranch’s general beauty and spacious well-maintained appearance. Excess vehicles and commercial vehicles cannot be stored in the Community, even overnight.
There have been instances noted where these restrictions have been ignored and Ocean Ranch’s roving patrol has been instructed to ticket vehicles that are improperly parked. The Board of Directors is hopeful that all residents of Ocean Ranch will voluntarily comply with Parking Rules and Regulations so that more stringent parking enforcement will not be necessary. Please respect your Community and neighbors by voluntarily complying.

Dog Problems in Ocean Ranch
There have recently been several complaints about aggressive dogs in our Community. California law specifically requires ALL dogs be kept on a leash when they are being walked. “On a leash” means a leash of not more than six feet long; held by the owner so that the animal can be controlled, if necessary. Situations have occurred where dogs were VERY AGGRESSIVE toward other dogs and Ocean Ranch residents. Dogs can be “arrested” by Animal Control and put down if they are determined to be a significant threat. These are not Ocean Ranch Rules, but rather laws of the State of California, and thus are applicable in Ocean Ranch. All dog owners should be aware that they are legally (and therefore financially) responsible for the actions of their dogs.
Proper care of dogs also usually involves walking the dog. Recognizing the natural needs of animals, our Community has provided convenient stations where dog refuse bags are available for responsible owners to attend to collecting their dog's waste.
It is the absolute responsibility of any resident walking their dog in Ocean Ranch to collect their pet's waste and properly dispose of it either in their own trash cans or in the receptacles provided where the refuse bags are located.
Please properly attend to your pet waste so harsher regulations do not have to implemented. Cooperation by pet owners will be appreciated by all.

New Post Commander in Ocean Ranch
We are pleased to announce the recent appointment of Mr. Steve Porter as the new Ocean Ranch Post Commander for our Upper and Lower Gates. He succeeds Mr. Christian Vasquez who was transferred to a new post by Allied Universal. We thank Mr. Vasquez for his service to Ocean Ranch and wish him well in his new assignment. Mr. Porter comes to Ocean Ranch with significant experience as a Post Commander. He is also a fully qualified paramedic and retired firefighter. Mr. Porter is likely to be frequently seen all around Ocean Ranch since as he will probably be driving Ocean Ranch’s patrol vehicle during most of the day shifts. Welcome Steve.
