Howdy!
I sure hope all of you are doing well and are ready for all of the great events that we have coming up in the next few weeks. Our next District 10 community meeting is on Monday, March 21st at 7 pm at the Tool Yard, located at 10303 Tool Yard. We will be joined by Well Med and United Health Care, SAPD’s North SAFFE Unit, the Texas Department of Transportation, and the City will do a presentation on the proposed 2022 bond.
Please join us to celebrate our District 10 Fiesta event on Tuesday, March 22nd at 5:30 pm, located at the outdoor pavilion of the Catholic Life Insurance Bldg at 1635 NE Loop 410. We are partnering with Representative Steve Allison and Bexar County Commissioner Marialyn Barnard to host this community favorite event which will be filled with fun appearances, live music, and delicious food for our guests. Come join us!
There are a few elections coming up that we should all have on our radar. The next step for the 2022 bond is an election on May 7th, you can find more information on the bond at www.sanantonio.gov/2022bond. Did you also know that the State is holding an election on two proposed amendments to the Texas Constitution on May 7, 2022? Go to Votetexas.gov for more information on those proposed Constitutional Amendments.
Also, while we just wrapped up primaries a few weeks ago, several key races are now in runoffs. The runoff election will be held on May 24th, with early voting starting one week prior (May 16 through May 20). If you voted in the primary elections as one party or the other, you cannot switch and vote in the other party’s runoff election, however, if you did not vote in the primaries at all, you can vote in the runoff elections under whichever party you choose. You must be registered to vote in the May 24th runoff election by April 25th. Please contact the Bexar County Elections Department with any questions on the upcoming elections 210-335-VOTE (8683).
We have two redistricting meetings that will occur in District 10, one on April 23rd at the Tool Yard starting at 10 am, and the other at the NE Senior Center on May 2nd at 6 pm. All of the meetings (even past meetings) are available on the City of San Antonio’s YouTube City of San Antonio.
Finally, we are kicking off the FY 23 budget discussions with a Council goal-setting meeting in April, but please send in your priorities and let me know what you’d like to see us focus on with your tax dollars!

Boards and Commissions Opening
|
|
Municipal Civil Service Commission: The City of San Antonio is seeking applicants to fill positions on the Municipal Civil Service Commission. Selected individuals will be appointed by City Council and must be available to serve a two-year term of office.
The purpose of the Municipal Civil Service Commission is to hear administrative appeals of City employees in the classified service who have been suspended, demoted, or terminated from their positions. The Commission makes recommendations to the City Manager as to the disposition of these cases. The Commission has the authority to issue subpoenas to witnesses and request investigations.
Interested applicants must meet the following requirements:
Preferred qualifications include:
- Knowledge of progressive discipline and Human Resources practices
- Knowledge and experience in conducting administrative hearings
- Experience in policy interpretation
- Good analytical skills
- Able to make case decisions in a fair and impartial manner
- Knowledge of Texas Open Meetings Act
- Knowledge of Robert’s Rules of Order
When serving in an official capacity, Commissioners will be compensated $20 per meeting and provided free designated parking. Childcare reimbursement assistance is available for all Commission members while attending meetings.

Applications open for positions on the Firefighters’ and Police Officers’ Civil Service Commission: The City of San Antonio is seeking applicants to fill open positions on the City of San Antonio’s Firefighters’ and Police Officers’ Civil Service Commission. Selected individuals will be appointed by the City Manager and must be available to serve a three-year term of office.
The Firefighters’ and Police Officers’ Civil Service Commission administers civil service aspects of the Local Government Code, Chapter 143. The Commission has the power of interpretation of the City’s Firefighters’ and Police Officers’ Civil Service Rules. The Commission hears appeals of disciplinary actions from Fire and Police uniformed personnel, appeals of promotional examination questions from uniformed personnel, and appeals of applicants to the Fire and Police departments.
Appointed Commissioners will be compensated $20 per meeting and will have free parking for all meetings. Childcare reimbursement assistance is available for all Commission members while attending meetings.
Requirements:
- Resident of the City of San Antonio for at least three years
- U.S. citizen
- Good moral character
- Over 25 years of age
- Not have held any public office within the preceding three years
- Able to meet one or two meetings per month, each averaging approximately two hours

Renters’ Issues Subcommittee (RIS): The RIS will advise the Housing Commission on renter-related issues including, but not limited to: rental assistance; tenants’ rights & legal aid; education, outreach, and legislative items. We invite renters, rental property managers, and rental property owners to apply to serve on the subcommittee. Four renters and three rental property managers/owners will be selected for the subcommittee.

Buildings Standards Board: The City of San Antonio is seeking applicants for At-Large positions on the Buildings Standards Board (BSB) for the remainder of a 2-year term of office to expire May 31, 2023. The BSB is a citizen-based quasi-judicial board consisting of 14 members: 10 Council District appointed seats and four (4) At-Large seats that comprise two 7-member panels that hear and rule on violations of the San Antonio Property Maintenance Code (SAPMC) and summary abatement appeals.
BSB is comprised of the following categories:
- Architect
- Engineer (with experience in addressing adaptive reuse of historic buildings)
- General Contractor (with experience in addressing adaptive reuse of historic buildings)
- Health Care Professional
- Professional Property Manager
- Social Worker
- Retired person (over the age of 64)
The following BSB categories are currently vacant:
- Architect (At Large seat)
- Social Worker (At Large seat)
Property owners are allowed to appeal an SAPMC Notice of Violation to the BSB based on issues of interpretation, intent, and application of code requirements. The BSB may issue civil penalties for failure to comply with the SAPMC. The panels also rule on cases related to the repair or demolition of unsafe structures. Meetings are generally held at the Cliff Morton Development and Business Services Center, located at 1901 S. Alamo St.

New Monumental-Scale Sculpture Adds to San Antonio’s River Walk Experience
|

The City of San Antonio’s Department of Arts & Culture announced today that “Stargazer (Citlali)” by internationally renowned Mexican Artist Pedro Reyes has joined the public art collection at the River Walk Public Art Garden. Originally inspired by San Antonio’s Tricentennial celebrations, this monumental-scale sculpture features a stylized, figurative seated woman that holds and gazes upon a star-like object held between her fingers. Built at over 16 feet tall upon a 5-foot base and crafted with more than 80 pieces of Mexican volcanic stone and a marble star, “Stargazer (Citlali)” ascends over visitors as they make their way through the garden along the meandering banks of the River Walk.
Per the artist, “Stargazer (Citlali)” honors a collective history of looking to the stars for inspiration, guidance, and hope. “Citlali” means “star” in Nauhatl, the indigenous language of Reyes’ hometown Mexico City.
“I wanted to offer a work that transcends the relatively recent borders and boundaries we know today to offer an ageless perspective in celebration of San Antonio’s more than three hundred years of distinctive history and culture,” said Reyes. “The star could be a star like the ones that shine over San Antonio each night — the same ones that have been contemplated by all peoples throughout the region’s human history, the same ones that inspire awe and wonder as they help us glimpse our place in relation to the universe and to time.”
“Stargazer (Citlali)” is a continuation of the strong economic and cultural ties between San Antonio and Mexico represented visually through public art. The new sculpture joins the company of artworks by other Mexican artists that inhabit public space in nearby downtown, such as Juan O’Gorman’s "Confluence of Civilizations in the Americas" located at the Henry B. González Convention Center and “Torch of Friendship (La Antorcha de la Amistad)” by Sebastian near the roundabout at Losoya, Commerce, and South Alamo streets.
“Stargazer” is part of the of the city’s open-air gallery, the River Walk Public Art Garden. Located where the San Antonio River forks between the Shops at Rivercenter and the Henry B. González Convention Center, the Garden is a cultural destination that provides a public art experience that includes free-standing sculptures, wall-mounted art installations, and informational displays. The Garden’s Public Art installations include:
- "Green Spaces at Market Street" by San Antonio Artists Ashley Mireles and Cade Bradshaw
- “Najo Jām (Our Home)” by San Antonio Artists Carlos Cortés and Doroteo Garza
- "Bloom" by San Antonio Artist Leticia Huerta
- “Spheres of Reflection” by San Antonio Artist Kaldric Dow
- Sculptures from the exhibit “Sebastián in San Antonio: 50+Years 20+ Locations 100+ Works”
“The River Walk Public Art Garden has been an extensive, multi-year project that celebrates the spirit of connection with artworks by several San Antonio Artists intermingled with pieces by international artists,” said Department of Arts & Culture Interim Executive Director Krystal Jones. “The installation of Stargazer continues to help redefine the River Walk experience as a global public art destination. Stargazer invites River Walk visitors to move around and see the piece from different angles, and in doing so, they are able to discover other public art treasures.”
When complete by the end of 2022, the River Walk Public Art Garden will also include a new plaza area that honors the history and legacy of labor movement in San Antonio along with its ties to social justice and civil rights. Titled “Labor Plaza,” the area will feature artworks and a poem by San Antonio Poet Laureate Octavio Quintanilla, sculptures by Artist Ries Niemi, and etchings highlighting historical figures and anthems of the Labor movement in San Antonio. In addition, the garden will be easily identified by a sign created by San Antonio Artist Gary Sweeney from repurposed letters from old metal signs.

The Department of Arts & Culture’s Status of Women in San Antonio exhibit will reopen the Culture Commons Gallery at Plaza de Armas. The exhibit was inspired by the 2019 Status of Women in San Antonio Report, featuring a diverse group of 15 San Antonio women artists who were asked to reflect on the findings outlined in the report as a prompt for the creation of new and original artworks. Artwork themes include education, domestic violence, wage gap, health, and wellness. This exhibition was a collaborative effort between the Department of Arts & Culture and San Antonio Metro Health’s Violence Prevention Program to highlight the report findings and celebrate women artists.

26th Annual Cesar Chavez March for Justice
|
|
The 26th annual Cesar Chavez March for Justice is scheduled for March 26, 2022. The event has been postponed for the last two years due to the COVID-19 pandemic.
"This year's March is especially important as we prepare to celebrate the ... first Cesar Chavez Day in San Antonio later this month," said Mayor Nirenberg.
City Council voted to observe Cesar Chavez's birthday, March 31, as a paid city holiday.
"San Antonio is the 7th largest city in the country and the second-largest city in Texas with a majority Latino community, so recognizing March 31 as an official City holiday not only honors the lifelong work of a great Latino leader but also honors the importance of culture and history of so many of our ... residents and families," he added.
Thousands of San Antonians will walk in honor of Cesar Chavez's legacy. Participants are encouraged to donate canned goods to the march to aid the "Yes we CAN" food drive. All canned goods will go to the San Antonio Food Bank. All donations can be dropped off at the beginning of the march route.
"The Pandemic has made it challenging for our community to gather together," said Ernest J. Martinez, chairman of CECLEF. "But it has also made us stronger because we've united to lift each other up and create new ... to remind people that although La Causa began nearly 50 years ago, the issues today are similar to those faced in the civil rights movement in the '60s and '70s.
The March for Justice will culminate with a festival of music, food, and a speech by CELEF chair Ernest J. Martinez and the First Lady of San Antonio, Erika Prosper Nirenberg.
Cesar Chavez Day is March 31 and residents can continue their celebrations at the San Fernando Ballroom. Entertainment will be provided and starts at 7 p.m. Tickets are $31 and all proceeds go toward student scholarships.
