MOVING DOWNTOWN FORWARD TIF PLAN

DDA BOARD REVIEW

At their April 19, 2024 meeting, the DDA Board will review the final draft of the Moving Downtown Forward Tax Increment Financing (TIF) Plan. The final draft was developed after the Development Area Citizens Council was established and met to review the plan and make a recommendation for adoption.


The Moving Downtown Forward TIF Plan will be presented and includes two components: the Tax Increment Financing Plan and the Development Plan. The Tax Increment Financing Plan describes the costs, location and resources for the implementation of the public improvements that are projected to take place in the TIF District, as well as anticipated private investment in the TIF District. The Tax Increment Financing Plan includes the Development Plan which details the tax increment procedure, the amount of bonded indebtedness to possibly be incurred, the new revenue sharing formula, and the duration of the program. 


During their March 15, 2024 meeting, the DDA Board deliberated on two pivotal courses of action: either moving forward with the adoption of a resolution endorsing the Moving Downtown Forward TIF Plan, or contemplating a postponement of support. The board moved to postpone consideration of support and have further discussion at their April 2024 meeting.

MADISON & JEFFERSON PROJECT

FINAL ACTIVITIES BEGIN APRIL 22ND


The City's contractor, Team Elmer’s, will be completing the final project elements from the 2023 Madison & Jefferson Reconstruction Project. Work will begin on Monday, April 22, 2024.


Activities include replacement of sidewalk, and drive approaches on the 100 and 200 blocks of Madison Street, repair work to topsoil with seed will take place on the 100 - 400 blocks. Madison work is anticipated to be complete by April 30, 2024, weather permitting. Following completion of Madison Street, the crews will move to Monroe Street to install new sidewalk along the east side. Monroe Street activities are anticipated to be complete in mid-June 2024, weather permitting.

BEACH CLEAN UP

APRIL 27TH


In honor of Earth Day on April 22nd, the Watershed Center will host a beach clean up day on Saturday, April 27, 2024, from 1-3 pm at the beach near the volleyball courts.


Join the fun and volunteer, and see their autonomous beach cleaning robot in action!

MDOT PROJECT UPDATES

PRACTICE PATIENCE


Temporary traffic control measures during the MDOT Project deviate from the usual traffic controls. Your cooperation and diligence are essential for ensuring the safety of yourself, pedestrians, bicyclists, and fellow motorists during this period of construction. We urge all drivers to exercise caution, yield to pedestrians, and remain vigilant while navigating the MDOT Project detours.


This Week's Progress Report

In the past week crews completed water and storm sewer installation, completed curb installation up to Rose Street, began sidewalk installation, installed conduits, sub-graded Garfield Avenue, and began graveling Garfield Avenue.


Next Week's Work & Beyond

In the coming week crews will be installing sidewalks and driveways west of Rose Street, complete sub-grading and graveling east of Rose Street, and begin curb and sidewalk installation from Rose through Garfield.


Traffic control will continue with Hope/Barlow Street open, aside from some intermittent, short term closures. Looking ahead, Barlow Street north of US-31 will be closed starting April 29 for approximately 2 weeks.


Businesses Open

Anticipate that the construction will affect businesses, particularly those situated along the construction zone. However, it's important to note that our local businesses will continue to operate, and by demonstrating patience, you can actively support them throughout this period of disruption.
