Action Alert: Contact Your County Health Department To Ensure They Are Prioritizing People with IDD for the COVID-19 Vaccine
While the Maryland Department of Health indicates that people with intellectual and developmental disabilities (IDD) are in Phase 1B of the state's COVID-19 Vaccination Plan, there are still people with IDD having trouble accessing the vaccine.

The State has given counties leeway to determine how to allocate and distribute doses, creating what has become a complicated maze of different procedures and forms for residents to complete. Some local health department websites bear little resemblance to the state prioritization plan. Others appear to follow guidance to vaccine oldest Marylanders first, but then "leap-frog" other priority groups ahead of individuals with IDD.

As of 2/22, the following counties (and Baltimore City) do not prioritize people with IDD in phase 1B on their health department websites: Anne Arundel, Baltimore City, Baltimore County, Carroll, Calvert, Caroline, Garrett, Queen Anne's, Somerset, Wicomico, and Worchester. Additionally, Dorchester and Kent County leave prioritization unclear.

Taking Action: If you live in any of the counties listed above, please contact your county health department and advocate that they make the change to their policies and registration forms to ensure that people with IDD have access to vaccines alongside other groups of people who are in their prioritization group!

Submit Testimony for DDA Budget Hearings Next Week!
Hearings on Friday, 3/5 at 1:30 pm
Hearings for the Developmental Disabilities Administration's (DDA) FY22 Budget are coming up next Friday, March 5th at 1:30 PM. The House hearing is in the Health and Social Services Subcommittee (Part of APP) while the Senate hearing is in the Health and Human Services Subcommittee (Part of B&T).

The FY22 DDA Budget contains key funding for DD Services, including the 4% rate increase that advocates worked tirelessly to secure during the 2019 and 2020 sessions. Help ensure that legislators know the impact the FY22 budget has on Marylanders with IDD and their supports by submitting written and/or oral testimony!

Maryland Departments of Health and Aging Collaborate on Vaccine Outreach for Vulnerable Populations

Last week, the Department of Health announced the soft launch of a COVID-19 Vaccination Support Center for call-based support at the phone number 1-855-MDGOVAX (1-855-634-6829). The line was set up to aid some of Maryland's populations most vulnerable to COVID-19 without internet access to share information on the vaccine and help them find vaccine providers near their homes. The phone line will be open daily from 7 AM to 10 PM.

Prohibiting a public agency or nonpublic school from using a physical restraint on a student as a behavioral health intervention, except under certain circumstances; prohibiting a public agency or nonpublic school from using seclusion as a behavioral health intervention for a student, except under certain circumstances; requiring a certain risk assessment to be completed at certain points for a student who has an individualized education plan and experiences a seclusion; etc.
SB0890: Early Childhood Education - Child Care Provider Support Grant Program (The Child Care Provider Support Act)

Position: Support with Amendments

The bill is confusing in that it appears to apply to certain childcare programs that have experienced losses in enrollment but then another section says that eligible organizations are those that are not currently serving enrollees but would serve them within a certain time period after receiving the grants. The bill also prioritizes child care programs in certain zip codes and poverty concentration areas. Amendments would include those programs that support children with disabilities that are currently unable to access typical childcare programs due to their support needs.
SB0610: Lodging Establishments – Accessible Rooms for Individuals With Disabilities – Deadlines

Status: In Senate, Hearing 2/25 in FIN at 1:00 PM.

Position: Oppose

The sponsor is asking to move the timeline for law compliance back by one year for lodging establishments to have 25% of its ADA rooms contain a bed of accessible height and with space underneath for the legs of a transfer lift. Given that the law passed last year already provided a fair runway for changes, we oppose an extension to that timeline change.
HB0765: Workers’ Compensation – Occupational Disease Presumptions – Novel Coronavirus (Essential Workers’ Compensation Act)

Position: Oppose

The bill states that employees of certain industries who contract Covonavirus will be presumed to have contracted the virus on the job. DD Settings are included. We know that COVID is unusually high on the transmission scale, and many people contract the virus through the course of everyday life, despite wearing masks and taking other precautions. With access to PPE and strict cleaning protocols now In the Developmental Disabilities settings, a staff person is more likely to bring a virus into the setting than contract it from the setting. Many day program staff work from home and even if they went into the setting once in 14 days, their exposure in the outside world is more so: It would be a mistake to make the assumption that an employee who has COVID contracted it in a DD setting for these reasons.
