HB0343 - Maryland Achieving a Better Life Experience (ABLE) Program - Account Establishment - Procedures

Current Status: In House HGO Favorable Report; Passed in Senate.


This bill would establish procedures for persons who can create or receive distributions from an ABLE account in the Maryland ABLE Program. It also would require the Maryland 529 Board to adopt procedures regarding the establishment and operation of an ABLE account by a person other than a certain designated beneficiary. This could be a conservator or guardian, spouse, parent, sibling, grandparent, or representative payee appointed by the Social Security Administration. The bill passed out of the House HGO committee, and heads to the House floor for its second reading!

SB0003 - 9–8–8 Trust Fund – Funding

Current Status: Passed in both House and Senate.


This bill requires the Governor to include in the fiscal 2025 annual budget bill an appropriation of $12 million to the 9-8-8 Trust Fund. The bill takes effect July 1, 2023. With the necessary funding, this important system will have the capacity to support people with mental health needs in the way in which it was intended.

SB0231 - Maryland Medical Assistance Program - Autism Waiver - Military Families

Current Status: Passed in both House and Senate.


This bill requires that a child on the registry for the Autism Waiver remain on the registry if the child's family relocates out of the State for military service, unless the child's family has requested that the child be removed.

HB0546 - Serving Every Region Through Vocational Exploration Act of 2023

Current Status: Passed in Senate (With Amendments); Passed in House.


This bill would establish the Service Year Option Program for students exiting high school. This program was a hallmark of Governor Moore's campaign and would create a first-of-its-kind program for any US state. The "SERVE" Act would allow recent graduates to work for a $15 hourly wage and a $3,000 stipend after completing the service year. Under both versions of the bill, the state would pay the stipend and the host organization would pay the wage. The Governor has said that grants will be available for a time to organizations to cover the cost of the wages employers would pay under this program.


Both chambers took different approaches to amendments, trying to blend the Governor's idea with Maryland Corps, a similar program that was previously established but has been underutilized. Under the Senate-amended version of the Act, there would be a “young adult pathway” and a “Maryland service year pathway,” allowing for both recent graduates and young adults to participate in compensated service experiences. Under the House-amended version of the Act, the law that created the Maryland Corps would be repealed and re-created to expand Maryland Corps to include recent graduates with stipends and wage payments to participants.

This bill would authorize a court to award reasonable attorney's fees and related costs to the parent of a child with a disability who is the prevailing party in a special education proceeding.

HB0320 - Maryland Longitudinal Data System - Definition of Student Data - Alteration

Current Status: In Senate EEE hearing 4/4 at 1 PM; Passed in House.

Testimony is due today by 3 PM!


This bill would alter the definition of "student data" for purposes of the Maryland Longitudinal Data System to include student disability data, disaggregated by specific disability category. This is important for tracking outcomes, training needs, and resource planning.
