Professor Angela Gilmore Joins UDC Law as Interim Dean

Angela Gilmore

The University of the District of Columbia David A. Clarke School of Law is pleased to announce that Professor Angela Gilmore has joined the School of Law as Interim Dean, effective July 29, 2024. Gilmore brings a wealth of experience and expertise, having served in academic, practitioner, and administrative positions, most recently with the American Bar Association (ABA).


“I want to thank all the members of the law school community for their patience and cooperation as we worked through this important decision and planning process. Professor Gilmore provides UDC with an amazing opportunity, and we look forward to supporting and working with her,” said Chief Academic Officer April Massey, Ph.D.


Angela Gilmore comes to UDC Law from the ABA Section of Legal Education and Admissions to the Bar, where she served as Senior Accreditation Counsel for the past two years. Before that, she was a professor of law and associate dean at North Carolina Central University School of Law in Durham, North Carolina, from 2011 to 2022. She holds a B.S. from Houghton University and received her J.D. from the University of Pittsburgh School of Law.

UDC Law Welcomes New Faculty Members

Quo Mieko Judkins

Associate Professor & Director of the Criminal Defense and Racial Justice: Defense Clinic

Professor Quo Mieko Judkins has joined UDC Law as an Associate Professor and the Director of the Criminal Defense and Racial Justice: Defense Clinic. Originally from San Francisco, California, Professor Judkins has cultivated a rich and diverse career path that informs her role in legal education. After graduating from Smith College School for Social Work, she moved to Washington, D.C., where she practiced as a licensed social worker specializing in clinical therapy for children, teenagers, and young adults within the neglect and foster care systems. In 2006, Professor Judkins graduated from Penn State Law School and returned to D.C., embarking on a dedicated tenure as a trial attorney at the Public Defender Service (PDS) for the District of Columbia until 2013. 


Following her public service at PDS, Professor Judkins became an adjunct professor at D.C. Law Students for Court, now known as Rising for Justice, where she shared her expertise with aspiring attorneys. Her commitment to justice extended to founding the Judkins Firm, a law firm dedicated to advocating for clients facing criminal charges. Recently, Professor Judkins co-led the Howard University School of Law Criminal Justice Clinic from 2022 to 2024. With her breadth of experience and passion for social justice, Professor Judkins is thrilled to join the UDC Law community and contribute to its longstanding tradition of excellence and service to the D.C. community.

Professor Mimi Marton has joined UDC Law as an Associate Professor and Director of the General Practice Clinic. Professor Marton is a clinician who has spent the last ten years at the University of Tulsa College of Law, where she taught and launched numerous clinics and served as the Associate Dean of Experiential Learning and Director of Clinical Programs for five years.


Professor Marton's expertise is in the intersection of mental health and the law. Her scholarship and teaching examine the impact of issues outside the scope of the law, such as client mental health, adjudicator and advocate burnout, secondary trauma, and historical and intergenerational trauma, on legal representations. Professor Marton's most recent work looks at the history of the lawsuits filed for damages and reparations resulting from the 1921 Tulsa Race Massacre.

Kenneth Kellner

Adjunct Professor 

Professor Kenneth Kellner has joined UDC Law as an Adjunct Professor. Professor Kellner has more than 36 years of professional experience litigating, investigating, and counseling in the areas of litigation, public integrity, and ethics. Kellner recently retired as Senior Counsel for the U.S. Department of Justice. Previously, he served as Deputy Chief Counsel and Director of Investigations for the U.S. House of Representatives Committee on Ethics, Chief Counsel to the Clerk of the U.S. House of Representatives, and Assistant General Counsel for the Federal Election Commission.


In 2023, Kellner was detailed to the Office of the Vice President of the United States, where he served as Ethics Counsel. Mr. Kellner attended Cornell University in Ithaca, New York, and Emory University School of Law in Atlanta, Georgia. He is admitted to practice in the District of Columbia and is also a member of the U.S. Supreme Court Bar. He has held faculty positions with several other law schools and colleges and is one of the founding faculty members of the Georgetown University Law Center's Prisons and Justice Initiative.

Professor Diann Y. Rust-Tierney has joined UDC Law as an Associate Professor. Previously, she served as an Adjunct Professor and the Executive Director of the Racial Justice Institute at Georgetown University Law Center. Professor Rust-Tierney was appointed Robert F. Drinan S.J. Visiting Professor for Human Rights at Georgetown University Law Center in 2021.


She is one of five inaugural recipients of the Steven M. Polan Fellowship in Constitutional Law and History at the Brennan Center for Justice. Her scholarship focuses on the proper interpretation of the Eighth Amendment in light of history and recent developments in the law. She is also a Distinguished Fellow of the Georgetown Human Rights Institute. Professor Rust-Tierney brings with her a wealth of knowledge in the areas of human rights, the legal history of the U.S. death penalty, racial disparities, structural racism, and its connection to current threats to democracy.

Ngozi Ndulue

Associate Professor & Director of the Criminal Defense and Racial Justice: Appellate and Post-Conviction Criminal Defense Clinic

Professor Ngozi Ndulue has joined UDC Law as an Associate Professor and Director of the Criminal Defense and Racial Justice: Appellate and Post-Conviction Criminal Defense Clinic. Before joining UDC law, Professor Ngozi served in several non-profit leadership roles focused on racial justice, the criminal legal system, and indigent defense. 


Most recently, Professor Ngozi was the Innocence Project’s first Special Advisor on Race and Wrongful Conviction. In this role, she provided leadership and expertise on racial justice, equity, bias, and discrimination and its impact on the functioning of the criminal legal system and, particularly, wrongful conviction. Prior to joining the Innocence Project, Ngozi held leadership positions at the Death Penalty Information Center, the National NAACP, and the Ohio Justice & Policy Center. She also served as an Assistant Federal Public Defender in the Arizona Capital Habeas Unit from 2008-2011. Professor Ngozi has a law degree from Yale Law School and a bachelor’s degree from the University of Cincinnati.

Associate Director of Alumni Relations

Earlier this month, Daria Powell joined UDC Law as the Associate Director of Alumni Relations. She will primarily work with UDC Law alumni, the UDC Law Alumni Alliance, and the SBA Alumni Committee to foster alumni engagement and support. Daria will continue traditions and services such as the Alumni Hall of Fame, Black Women Leading in Law, Camper Cahn Legacy Weekend, Alumni Directory, swearing-in ceremonies, and alumni participation in orientation/pinning ceremony.


Daria brings a wealth of experience in higher education and nonprofit leadership, complemented by a track record of impactful contributions in donor relations. She is a shining star who will take our alumni relations initiatives to new heights of success.

Sunny Eaton’06 Works to Overturn Russell Lee Maze's Conviction

The New York Times follows Sunny Eaton'06 as she works to overturn the conviction of Russell Lee Maze, a man Eaton believes was wrongfully convicted of murdering his son and has been imprisoned for the last 20 years. Eaton, a longtime public defender in Nashville, took on the case in her current role as director of the Conviction Review Unit at the Nashville District Attorney's Office. Alex Smith'15 and Seth Brown'18 Named the National Bar Association’s 40 Under 40 Nation's Best Advocates & Hamid Saahir'20 Selected Board Member at Large for the National Bar Association

The National Bar Association, the nation's oldest and largest network of predominantly Black American attorneys and judges, has announced the 2024 recipients of its "40 under 40 Nation's Best Advocates" awards, and it has named two UDC Law alum as recipients, Alex Smith'15 and Seth Brown'18. This esteemed award is given to the nation's most accomplished lawyers based on a broad range of legal achievements, including advocacy, innovation, vision, leadership, and legal and community involvement. In addition, Hamid Saahir'20 has been selected as a Board Member at Large for the National Bar Association.

Melanie Acuna'09 Named Magistrate Judge in the DC Superior Court 

Melanie Acuna’09 has been named Magistrate Judge in the DC Superior Court. Before her appointment, Acuna served as a senior attorney at Legal Counsel for the Elderly (LCE), where she specialized in advocating for low-income elderly residents of Washington, D.C., facing eviction in the DC Landlord-Tenant Court. In 2023, Acuna received the DC Courts 2023 Community Outreach Recognition Opportunity (CORO) Award for her steadfast service to the Latino community.

Milton Lee

Former UDC Law Faculty Member and Longtime Adjunct Professor Milton Lee Named New Chief of D.C. Superior Court

Milton Lee, a former UDC Law faculty member and longtime UDC Law Adjunct Professor, has been named the new chief judge of the D.C. Superior Court, the busiest court in Washington, D.C. Lee was selected by the Judicial Nomination Commission, which received more than 300 letters and calls from individuals and organizations voicing their top choice for the position. As chief judge, Lee will influence the direction of the court and its judges, deciding which divisions judges are assigned to and which cases they handle. Lee was first appointed to the bench in 2010 by President Barack Obama, and he will assume his new role as chief judge on Oct. 1.
