New England States Tackle Benefit Cliffs

Letter of Support for HR 7906
On May 3, APHSA submitted a letter of support on behalf of HR 7906, the Strengthening State and Tribal Child Support Act. APHSA endorses HR 7906, which will ensure state, local, and tribal child support agencies have access to the essential Internal Revenue Service (IRS) data they need to fulfill their obligations to collect child support on behalf of millions of families. APHSA Supports New Farm Bill Marker
APHSA endorsed the Increasing Nutrition Access for Seniors Act introduced by Rep. Caraveo (CO-08). This act would transition key pieces of the Elderly Simplified Application Project (ESAP) and Standard Medical Deduction (SMD) into state policy options and lead to increased access for customers who are elderly and/or disabled. Farm Bill Conversations Ramping Up
With the House and Senate releasing their Farm Bill priorities, APHSA is partnering with our members in the American Association of SNAP Directors (AASD), the National Association for Program Information and Performance Measurement (NAPIPM), and the Leadership Council to align on our response and prioritize areas of impact for our members and customers. This work continues to be guided by APHSA's 2023 Farm Bill Agenda.

Speaking at the Congressional Poverty Task Force on Summer EBT
Our Senior Policy Associate for Food and Nutrition Services, Chloe Green, spoke at the House Democratic Caucus's Poverty Task Force about state implementation challenges and the operational realities of implementing a Summer EBT program. She also talked about APHSA's continued work to partner with all states to share promising practices and support pathways for long-term success.

NASCCA Series of Peer-to-Peer Meetings to Discuss the CCDF Final Rule
The National Association of State Child Care Administrators (NASCCA) is hosting a series of meetings to engage in conversations around best practices for implementing aspects of the Final Rule regarding the Child Care and Development Fund Final Rule. These meetings will be open to child care administrators and staff who are responsible for drafting and implementing state plans.

Equip the Flip April Leadership Convening
This April, APHSA, in partnership with Social Current and MMS Education, held an in-person leadership convening where leaders from public and community-based organizations were brought together and given the space to collaborate and build community. As the next generation leadership competencies gain momentum, we’ve moved past the socializing stage into the piloting phase. Leaders are now using the Leadership Competency Assessment and Equip the Flip Leadership Toolkit and Resource Guide for implementation within their organizations.

APHSA Hosts National Convening to De-Link Poverty and Child Welfare
On April 9 to 10, APHSA hosted, Breaking the Link: Disrupting the Connection Between Poverty and Child Welfare in Arlington, VA. The convening brought together state and county child welfare and economic assistance leaders, people with lived experience, national partners, congressional staffers, and federal leaders to discuss opportunities for multisector approaches to delink poverty and child welfare. The event was part of APHSA's efforts to build a national strategy around economic and concrete supports for families and to move child welfare involvement upstream.

National Collaborative for TAY
On April 25, APHSA kicked off our co-design project with Youth Villages and FosterClub. With over seven states and jurisdictions in attendance, the National Collaborative for Transition Aged Youth (TAY) is off to a great start. For the remainder of the year, APHSA, FosterClub, and Youth Villages will work together alongside state policy stakeholders and members with lived experience in the foster care system to elevate consensus on best practices and model standards of care for TAY in child welfare.
