CEO MESSAGE
I recently heard a story that left me speechless. Seems the ex-partner of one of our friends has a habit of stealing from retailers. When shopping for clothing, groceries, or other provisions, he fills a bag and brazenly walks out of the store without paying. This from a well put together guy that has a steady, lucrative income and a comfortable home…contrary to the stereotypical image we often have of those that commit these types of crimes.
It's no wonder that many operators now view everyone, no matter their appearance, with suspicion for fear of theft or violence that can seriously impact their business and employees. I’ve heard similar sentiments expressed by friends, particularly in view of several unprovoked incidents around BC that have garnered significant public attention.
Last month, a Research Co. public opinion survey confirmed that more than half of British Columbians think crime has worsened in the past four years, and 51 percent fear they will be a victim of crime. The survey also indicates that 56 percent of BC residents blame addiction and mental health issues for the dire circumstances being experienced in their communities.
You may recall I broached this topic last year but only recently stepped up to see if and how TIABC can contribute to solutions to help prevent or deal with crime on our streets. As a first step, we joined the Save Our Streets Coalition (SOS) which was formed to compel governments to implement more innovative, aggressive, and comprehensive initiatives immediately, especially considering that much of what’s been done previously has not worked. SOS has called on the province and feds to:
- dramatically increase the opportunity for, and immediate access to, addiction and mental illness treatment, recovery, and supportive housing on a regional basis;
- broker the necessary agreements and judicial and legislative reforms to stop the revolving door for chronic repeat violent offenders; and
- invoke policies that make gangs fear their futures just as much as citizens across BC fear for their lives.
SOS has enlisted the support of some 100 organizations province-wide, including sectors, business associations, DMOs, and individual businesses. And the list is growing by the week.
As part of the coalition, TIABC is committed to helping advance SOS’s recommendations within senior levels of government, and to advocate on behalf of our tourism members and stakeholders directly or indirectly affected by crime. More to come in the months ahead.
On a related note, the Foundation for Drug Policy Solutions is hosting the PROSPER Symposium (policy roundtable on substance prevention education and recovery) on May 30th in Vancouver with a lineup that includes representatives from First Nations, law enforcement, politicians, people in recovery, physicians, researchers, and policy specialists to put forward a new agenda that focuses on hope and not despair, and on recovery not helplessness. I’m still reeling from the story I heard over dinner about the kleptomaniac who soldiers on, seemingly without guilt or fear of any repercussions. For the sake of all retailers and for the individual himself, I pray he gets caught soon.

During Rendezvous Canada yesterday, Destination Canada President and CEO, Marsha Walden, and The Honourable Soraya Martinez Ferrada, Minister of Tourism, officially presented the tourism roadmap "A World of Opportunity" designed to increase Canada’s global competitiveness, catapulting our country back into the top seven global destinations by 2030, and bring in up to $160 billion in annual revenue.
Transformative growth for the sector will be achieved through four strategic drivers, each backed by coordinated initiatives and actions. These include:

Province Increases Prevention of Invasive Species Spreading in Waterways
BC's chief veterinarian has issued an order making it illegal to transport watercraft in the province with the drain plug still in place, as of May 17th.
Before transporting a boat or other watercraft, owners/operators must remove the drain plug and drain all water on dry land, including all internal compartments, such as ballasts, bilges and live wells.
The Province’s invasive mussel defence program (IMDP) works to protect BC lakes and rivers from zebra and quagga mussels through early-detection lake monitoring, watercraft inspection stations and public outreach.

Special Committee on Passenger Directed Vehicles Release Report
The Special Committee on Passenger Directed Vehicles has delivered its report to the Legislative Assembly of BC. The report provides 34 recommendations, including one related to transportation in small, rural, and remote communities.
In May 2023, the Legislative Assembly appointed a Special Committee to Review Passenger Directed Vehicles, which was tasked with reviewing passenger-directed vehicle services and transportation network companies such as Uber and Lyft.
The Committee heard that the Passenger Transportation Act does not differentiate passenger transportation services based on community size. Those who participated in the Committee’s public consultation (such as TIABC) emphasized the importance of applying a rural lens to the Act to address the unique needs of small, rural, and remote communities. Submissions to the Committee highlighted gaps in service, and challenges with the viability of passenger-directed transportation (PDV) services in these communities.

WGBC Releases 2025 Operational Plan
Wine Growers British Columbia (WGBC) recently released its Fiscal 2025 Operational Plan. This year, the plan is focuses on five key Board-approved objectives:
- Build a world-class brand for Wines of British Columbia
- Position BC as a premier wine region with trade
- Make BC wine country a benchmark for wine tourism
- Strengthen wine industry leadership
- Leverage government advocacy efforts
In consideration of the challenges facing the BC wine industry, the Annual Operational Plan has been developed to address the current environment while still retaining the flexibility necessary to help industry and member wineries meet new and emerging challenges.

Feedback Requested on
Accessibility Standards
The Province, in collaboration with the Provincial Accessibility Committee, is inviting British Columbians to comment on how the government can best address barriers that restrict people with disabilities from participating in the workforce and accessing community services. The public engagement on the draft accessibility standards is open from May 31st until July 31st.
The public and organizations can share their input/feedback on the draft standards through:
- community-led session (organization or organized group can apply for funding to host/facilitate engagement session. Application for funding is open until June 30
- regional virtual town hall sessions: Registration opens May 17th
- small group sessions (key partners/ stakeholders can invite the Accessibility Directorate to schedule a meeting to discuss the proposed standards. Meetings can be in person or virtual.
- direct submission (associations, organizations, organized groups, businesses, or individuals)
- online engagement (open to all people in BC)

BC Ferries Gears Up for a
Record-Breaking Summer
A record number of people and vehicles are expected on board BC Ferries vessels this summer, and with the busy travel season approaching, fleet and crew are preparing to get customers to their destinations safely, affordably, and on time.
Between June 1st and September 5th, eight million passengers and 3.2 million vehicles are expected on board more than 56,000 sailings across 25 routes up and down the coast. This is an increase from the 7.8 million passengers and 3 million vehicles that travelled last summer.

CBVA Launches Small Grant Program for
Bear Conservation
The Commercial Bear Viewing Association (CBVA) has announced the launch of its Small Grant Program for Conservation.
The CBVA Small Grant Program for Conservation aims to make a tangible difference in the conservation landscape by supporting projects that will enhance bear habitats, mitigate human-bear conflicts, and advance our understanding of bear behaviour and ecology. The program aims to support projects that preserve and enhance bear habitats while fostering harmonious coexistence between humans and bears. Projects eligible for funding include, but are not limited to:
- Research on bear behavior, distribution, and ecology
- Habitat restoration and enhancement
- Community-based initiatives addressing human-bear conflicts
- Conservation education and outreach programs
- Sustainable tourism practices promoting bear viewing
