WHERE WE HAVE BEEN

Belly up to the bar because the Fed isn't done yet. In a move that surprised most everyone, the Federal Reserve announced today that it was not tapering its current quantitative easing program this month and may not anytime this year.  It was a shocking announcement in many respects.  First, Ben Bernanke had indicated several months ago, and reiterated several times since, that tapering of the program would begin in the fall and most expected some amount of tapering in September.  Second, it is a stunning admission by the Fed that despite many headlines of a growing economy, it is obviously very concerned that the current economy is not strong enough to stand on its own.  And third, Bernanke admitted that the current program could go on well into next year.  Today's announcement came on the heels of Larry Summers' abrupt exit earlier this week from consideration as a replacement for Bernanke.  The market swelled when Summers' stepped aside and then exploded to the upside yesterday with the Fed's announcement.  So what does all this mean?   Many regarded Larry Summers as a wild card with regards to the Fed's current programs and worried that he would rein them in too quickly.  Janet Yellen, the other likely candidate and now the frontrunner, is viewed as much more likely to continue the Fed's policy.  In fact, today's announcement could very well be related and could mark the start of her term as the first chairwoman of the Fed.  Bernanke's remarks indicate that the Fed is in no hurry to take away the punch bowl that has fueled this market for over 4 years.

An aside - many have asked what exactly is quantitative easing and how does it affect the stock market?  In very general terms, the Federal Reserve has been purchasing treasury bonds and mortgage securities ($85 billion per month in the recent easing policy).  By buying these securities the Fed (government) is artificially keeping interest rates low pushing would be buyers of treasuries (those seeking returns on their money) into buying stocks in order to generate the yield on their investments that they need.  Additionally, with interest rates low, the cost of money to banks has been lessened and, therefore, allows them to loan money out to businesses and individuals at lower rates with the idea of spurring economic growth.  A more exhaustive definition can be found here or here.

WHERE WE ARE HEADED

All things being equal, today's action suggests that higher markets are in store.  Unfortunately, all things are rarely equal.  There are still a number of issues that will serve as potential roadblocks to investing nirvana.  The Middle East remains a potential tinder box but perhaps the larger issue is the budget showdown set for October.  All bets are off for this rally should the government shut down as a result of a breakdown in talks between the President, the Democratic Senate and the Republican House.  A potential shut down is a very real possibility so it is something that definitely needs to be watched.

HOW WE ARE DOING

We removed our market hedges (short positions) over the last couple of weeks and enjoyed today's rally.  We are not fully invested but will be watching to see if yesterday's gains hold over the next couple of days.  If they do, we will begin moving to a fully invested posture while diligently watching how things play out with the budget and all things Middle East.  Our primary investing goal is to protect our client's principal and to step aside when risk and/or the odds of losses outweigh the potential for gains.  Sometimes we are wrong in our assessments but we will always err on the side of caution when the wind is not at our back.  Despite the new highs, market risk remains elevated.

Tidbits
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
AFTER THE BEARS - There have been 11 bear markets for the S&P 500 since 1946 (i.e., market drops of at least 20%), an average of 1 every 6 years. The index has recovered after each of the 11 bear markets and reached a new closing high during a bull market advance. Although it took the index 49 months to bounce back and achieve a new closing high during the most recent ongoing bull (i.e., the bull that started on 3/10/09), that length of time is double the 24 month average bounce-back period following all 11 bears (source: BAM Research).
HIGH AND LOW - 47.8% of tax returns filed in 2011 reported adjusted gross income (AGI) of less than $30,000. 3.2% of tax returns reported AGI of at least $200,000 (source: Internal Revenue Service).
TAXES - Americans filed 145.4 million tax returns in 2011. 63% of the returns (91.7 million) paid federal income tax while 37% of the returns (53.7 million) did not pay any federal income tax (source: Internal Revenue Service).
SOME GAS WITH YOUR WINGS? - American consumers spent $45.63 billion at gas stations in August 2013, almost identical to the $45.88 billion we spent at restaurants and bars last month (source: Census Bureau).
Sunday night - really, early morning this Monday, Kelly and I received the dreaded call at 4 am.  Carter, who has been at UT all of 4 weeks called and said he had been throwing up for several hours and had severe abdominal pain and thought he needed to go to the emergency room.  Carter has never been one to want to go to the doctor so we knew to take him seriously and after ensuring that he was okay to drive told him to head to UT Medical Center.  After a morphine drip and a cat scan, Carter texted back that he had appendicitis and surgery was scheduled in an hour.  It was 6 am Nashville time and Kelly was already on the road.  The surgery went well and Carter left the hospital late Monday.  Kelly has been with him all week and, fortunately, my sister Dana has been an incredibly gracious host.   I guess as far as 4 am calls go, it could have been much worse!  Carter is on the way to recovery and Kelly should be home late tonight.  Not a moment too soon as I exhausted my cooking and other domestic skills a couple of days ago!
Vols update - never mind.
We hope you are enjoying the cooler days and the onset of fall.
THE GREATEST COMPLIMENT
In these uncertain times, a trusted financial adviser is more important than ever.  Whatever comes over the upcoming months and quarters, the markets are certain to have lots of volatility and wild swings.  Europe, the US economy and dysfunction in Washington, and continued trouble in Iran and the Middle East to name just a few.  If you have family, friends and neighbors that may benefit from our services, would you please forward this email and/or provide our contact information to them.  We purposefully do not spend time marketing our services so that we can devote all of our resources to managing your assets.  Thank you to all who have provided us referrals - it truly is the greatest compliment you can give us.
Important Disclosure Information
Bills Asset Management ("BAM") composite performance results represent time-weighted actual performance results for continuously managed BAM accounts, which individual accounts BAM believes to be representative of its investment management process (i.e. mutual funds and exchange traded funds) for each specific strategy during the corresponding time period.  The composite performance results reflect the reinvestment of dividends and other account earnings, and are net of applicable account transaction and custodial charges, and the separate fees assessed directly by each unaffiliated mutual fund and exchange traded fund holding that comprised each account, and the maximum investment advisory fee that the accounts would have incurred (by applying BAM's current investment advisory fee as set forth in its current written disclosure statement) during the corresponding time periods.
Please Note:  Past performance may not be indicative of future results.  Therefore, no current or prospective client should assume that future performance will be profitable, equal the performance results reflected, or equal any corresponding historical benchmark index.  The historical index performance results for all historical benchmark indices do not reflect the deduction of transaction and custodial charges, or the deduction of an investment management fee, the incurrence of which would have the effect of decreasing indicated historical performance results.  The historical performance results for all indices are provided exclusively for comparison purposes only, so as to provide general comparative information to assist an individual client or prospective client in determining whether the performance of BAM program meets, or continues to meet, his/her investment objective(s).  A corresponding description of each index is available from BAM upon request.  It should not be assumed that BAM account holdings will correspond directly to any such comparative benchmark index.  The BAM performance results do not reflect the impact of taxes.
For reasons including variances in the investment management fee incurred, market fluctuation, the date on which a client engaged BAM's investment management services, and any account contributions or withdrawals, the performance of a specific BAM client's account may have varied substantially from the indicated portfolio performance results.
In the event that there has been a change in a client's investment objectives or financial situation, he/she/it is encouraged to advise BAM immediately.  Different types of investments and/or investment strategies involve varying levels of risk, and there can be no assurance that any specific investment or investment strategy (including the investments purchased and/or investment strategies devised or undertaken by BAM will be profitable.
