Equitech Bill Signing

On Tuesday, May 9, 2023, the Equitech Bill was officially signed into action. This bill will support TEDCO's mission to create a diverse, sustainable innovation ecosystem throughout Maryland.

Maryland had a vision 25 years ago to support technology-based development and growth; since inception, TEDCO has taken great strides in building a diverse, innovative, and sustainable ecosystem.

However, we cannot be complacent. TEDCO is the hub of Maryland’s innovation ecosystem, but to maintain this standing, we must continue to move forward, envision bold responses to challenges facing the entrepreneurial community, and continue investing in programs that support diversity and inclusion. Through these practices, TEDCO will continue to be a leader in supporting translational research and technology-based, economic and entrepreneurial development while also supporting the growth of a sustainable state-wide ecosystem. In today’s challenging employment market, job seekers need all the help they can get.
Often, simply applying to a role and hoping your resume stands out isn’t enough, and using one’s network can be much more effective. As supporters of local tech ecosystems, organizations like universities, law firms, accelerator programs, economic development groups, coding bootcamps and corporate entities have programs and services to help technologists build their networks and connect with hiring companies. These resources take many forms, from hosting events to providing training to funding startups so they can grow and hire more staff — all serving to increase tech employment and strengthen their communities overall.

As the CEO of TEDCO, Troy leads the organization’s mission to support economic development through the cultivation of an inclusive entrepreneurial innovation ecosystem.

Troy’s professional experience over the last two decades includes highly visible leadership positions in investment management, telecommunications, information/communication technology, management consulting, and higher education, most recently serving as the Chief Operating Officer of the University of the District of Columbia (UDC). He also founded several entrepreneurial ventures, including the management consulting firms LeMaile-Stovall LLC and GTMS Partners, LLC, and was a co-founder of investment firm GulfSouth Partners. Core Values serve as a lighthouse to help us individually and collectively navigate difficult times and decisions. That passage may not be the most expedient or easiest and may even involve some risk, but it should avoid things that could cause a shipwreck. The lighthouse serves as the “unwavering guide” that must be followed to avoid disaster. Learn More
