TCNA Update on Implementation of JHU Private Police Force

Crime & Safety Committee Co-Chair Maria Gallo and TCNA Co-President Luciene Parsley attended a community meeting in Charles Village on August 13th to hear about Hopkins’ efforts to create a private police force. The meeting was convened by JHU and attended by representatives of many of the neighborhoods that surround the University. Neighborhoods differ in their perspective about whether having a JHU private police force is a good idea. The TCNA Board has supported the JHU private police force initiative, but remains involved and attentive as JHU prepares to start implementation.
The highlights were as follows: Hopkins was successful in getting a law passed during the 2019 Legislative Session to permit JHU to create a private police force.  Senate Bill 793 , took effect on July 1, 2019 and has two main components: community investments and funding to help address root causes of crime, and authorization for a JHU Police Department. A map and further information about the initiative are available on the JHU Public Safety website
 At first, JHU Police will patrol on and immediately adjacent to the Hopkins campuses at Homewood, Johns Hopkins Hospital, Bayview Hospital, and Peabody Institute in Mount Vernon. The JHU police force will not be able to expand its reach to neighborhoods around the campuses unless the Baltimore City Council passes a resolution expressing that the neighborhoods adjacent to Hopkins to support this. Hopkins is currently searching for a Vice President of Security who will head their private police department. Their previous VP of Security recently left to head up the Baltimore County Police Department. Hopkins is hoping to have a new VP hired by November 2019.
JHU will not be moving forward with police force until new VP is hired. Their current plan is to start with their police force in East Baltimore, then expand to Peabody Institute, and then to the Homewood campus. This is likely to take several years. They have applied to the State of Maryland to have their officers participate in state training. They see training as a critical need for existing security officers as well as the new police officers. They have launched new training initiatives focused on community policing, fair and unbiased policing, crisis intervention and de-escalation. JHU will be launching an interactive crime data map soon on their website; it will be available to the public and very detailed. The legislation also requires Hopkins police to be subject to citizen complaints through the Baltimore City Civilian Review Board and other accountability measures. 
The TCNA board will discuss how we want JHU to communicate with TCNA about this initiative in the future, and the Crime & Safety Committee will continue to monitor and provide updates to the TCNA Board and the neighborhood.

Neighborhood Improvement Projects
These are the projects that have been submitted to TCNA during the past month. The TCNA board will discuss them at the September board meeting. Updates will be posted on the TCNA website under On-Going Projects. If you are interested in working on any of these projects, please let us know.
New TCNA Board Member: Bonnie Kranzer Boland

Bonnie came to Tuscany-Canterbury Neighborhood in 2003 when she married and moved to the St. James from South Florida. She and her husband John now reside at the Residences at the Colonnade where she tends a rooftop garden, replete with evergreens, hummingbirds and a small fuzzy dog.  Bonnie will be working on the Streets/Greens Committee, focusing primarily on landscaping/greens, gardens, etc.  Bonnie is an avid neighborhood advocate and also serves on the board of Community Concerts at Second - a neighborhood gem that has been providing free classical music concerts for over 3 decades.  Bonnie is a certified planner and teaches water resources planning at the Johns Hopkins University.

During the past 30 days, there was only ONE police report. One car was broken into on Tuscany Road.

Suspected Package Thief
Quentin Bryant, the TCNA suspected package thief was arrested in August on an outstanding warrant for not appearing for trial on a previous charge of stealing packages from residences. No
one has reported any missing packages to TCNA in the past several weeks. Thank you Baltimore City Northern District.

Neighbors Have Asked WHAT CAN WE DO IF...
we see a city tree that appears to be dead.

City trees (or "Street Trees" ) are those trees that are between the street and the sidewalk. The city is responsible for those trees as it is for all the trees in the parks and along median strips.

Contact the Baltimore City and give them the location of the tree and the condition of the tree (dead, almost dead...).

They will give you a confirmation number and a time frame when something will happen. You can contact presidentTCNA@gmail.com and give us the confirmation number and the issue and we will follow up if it's not done.

Shrubbery that Encroaches Sidewalks
A neighbor emailed us to remind residents to trim shrubbery that encroaches the sidewalk area - including low hanging tree limbs and bushes. It can be dangerous for others who are walking.

If any of the older residents can’t get out to trim back shrubs from sidewalks, there is a volunteer on Cloverhill who will help you. Just let us know.

Mayor Young and the Mayor’s Office of Children and Family Success Announce Community Collaboration Design Survey
The newly created Mayor’s Office of Children and Family Success has launched an online survey that I am encouraging all residents to complete. The information you share with us will directly inform the strategic plan for the Mayor’s Office of Children and Family Success, which is scheduled for release by the end of the year.

The purpose of the survey is to creatively propose, explore, and uplift ideas and opportunities to make Baltimore a place where children and families thrive.
