Ontario asking for judicial review of Impact Assessment Act
The federal government is causing confusion by its failure to recognize the Supreme Court of Canada’s ruling that the Impact Assessment Act is unconstitutional, so Ontario is going to court for clarity, says Ontario’s Attorney General, Doug Downey.
The attorney general explained that gridlock costs the provincial economy $11 billion each year, and growth is putting additional pressure on its infrastructure. The province is seeking legal certainty over the act, which it says impacts such projects as the building of Highway 413, the construction of all-season roads connecting the Ring of Fire region, its renewal of Ontario Place, and other infrastructure and energy projects.

PCL team to build new CAMH building: Infrastructure Ontario
A new building to replace existing facilities for patients with complex mental illness who have encountered the legal system is one step closer to reality after the request for proposals (RFP) stage closed.
The project, which is being led by Infrastructure Ontario (IO) and the Centre for Addiction and Mental Health (CAMH), will see a new building constructed at the 1001 Queen Street West location in Toronto.
The PCL team, which includes Diamond Schmitt Architects & Architectural Resources, PCL Construction Canada Inc., and TD Securities, was selected to design, build, and finance the project.

Employment hits a rough patch in August
A drop of more than 22,000 workers in the construction sector had a major influence on the August payroll employment numbers in August, reports Statistics Canada in its most recent Survey of Employment, Payrolls and Hours.
Across the sectors in the survey, the number of employees receiving pay and benefits from their employer declined by 46,800 in August, following little change in July. Meanwhile, job vacancies remained on a downward trend, edging down from 697,900 in July to 682,400 in August.

Global infrastructure giant selected as technical advisor for Hamilton LRT
AECOM, a global infrastructure consulting firm, has been appointed by Metrolinx as technical advisor for the Hamilton Light Rail Transit (LRT) project, a 14-km (8.7-miles) transit line in Hamilton, Ontario. The line will be the city’s first LRT system and will be designed to accommodate expected future growth and development, improve connectivity, and attract economic development in the rapidly growing area. The project plans to support sustainable growth and city-building through revitalization of critical utilities and general infrastructure along the route.

Industry heavyweights collaborate on Mississauga’s sustainable project
Stakeholders recently broke ground on Meadowvale South, a 5.7 ha (14.08 acres) industrial development, located on a busy thoroughfare in Mississauga, with 25,338 m2 (272,739 sf) of built structures.
The developer, CanFirst Capital Management (CanFirst), is working with sustainability consultant INVIRO Engineered Systems (mechanical and electrical engineers) to make this facility Leadership in Energy and Environmental Design (LEED) gold certified and zero carbon-ready.

Canada’s construction economics are calling attention to oversights by the federal government, highlighting the pressing need for reforms to address the mounting housing affordability crisis.
The Canadian Institute of Quantity Surveyors (CIQS), who represents Professional Quantity Surveyors (PQS) and Construction Estimators Certified (CEC), points to the federal government’s gaps in ensuring Canada’s future infrastructure adheres to contemporary, cost-efficient, and eco-friendly standards.
