$61.7 Million Awarded to Rhode Island Under Biden Administration's State Small Business Credit Initiative

Rhode Island will be getting a major federal financial award courtesy of the Biden administration’s State Small Business Credit Incentive. This historic investment in small businesses from the Biden Administration will help us reach that goal,” said Governor Dan McKee. The state is approved for up to $61.7 million, and will be distributed under three programs:


  1. Capital Access Program
  2. Loan Participation Program
  3. Equity/Venture Capital Program.


"Small businesses are the backbone of our state's economy. As Secretary of Commerce, I recognize that access to capital is often a major hurdle for businesses seeking to grow and create jobs. That's why these SSBCI funds are a crucial resource," said Rhode Island Commerce Secretary Liz Tanner. "With these funds, we will create effective financing programs that address the unique needs of small businesses, including those that have historically faced barriers to accessing capital. I encourage all small business owners, including minority-owned and women-owned businesses, to explore the opportunities offered by these funds."

McKee Administration Announces Application for Technical Assistance Vendors


Approved vendors will provide small businesses with technical assistance services to help stabilize, strengthen, and scale their business


Governor Dan McKee announced the opening of the first phase of applications for the RI Rebounds Technical Assistance Program, managed by the Rhode Island Commerce Corporation and implemented by Skills for Rhode Island’s Future. 


The first phase of applications is open to professionals who wish to serve as technical assistance vendors. The program is seeking vendors to support small businesses in the following areas:


• Accounting & Bookkeeping

• Legal Advice & Services

• Marketing, Communications, Branding & Public Relations

• Customer Data & User Experience Analytics

• Strategic & Business Planning

• Human Resources & Payroll Services

• Information & Computer Technology (IT)

• Website Development Support

• Business Funding Pitch & Grant Writing

• Supply Chain & Procurement

• E-Commerce

Commerce RI: RI Rebound Ventilation Program


The Rhode Island Rebounds Ventilation Program is a statewide effort to improve indoor air quality in an effort to reduce the transmission rate of COVID-19 and support small businesses recovery.


  • Small businesses are eligible to receive up to $10,000 in reimbursement from the RI Rebounds Ventilation Program
  • Small businesses may only receive $10,000 in total across the RI Rebounds Ventilation Program and the RI Rebounds Take It Outside Program
  • Small businesses may only receive $20,000 in total across the following RI Rebounds programs (Ventilation, Take It Outside, Technical Assistance, and Small Business Direct Grant)

Anchor Highlight: Orsted and Eversource Propose Second Offshore Wind Farm in RI

Orsted A/S and Eversource Energy on Monday announced that they have submitted a proposal for a second new offshore wind farm, this one to deliver power to more than 500,000 Rhode Island homes


“We’re ready to deliver even more good-paying jobs and affordable clean energy to the Ocean State,” said David Hardy, group executive vice president and CEO Americas at Orsted, “and we’re confident that our new proposal will advance Rhode Island’s climate goals while delivering on the promise of a sustainable economic engine rooted in thriving port facilities and powered by local union labor.” 


The proposed 884-megawatt Revolution Wind 2 project is expected to create hundreds of jobs, including roughly 75 new local engineering jobs in a state-of-the-art facility that will serve as an Orsted engineering center of excellence in the U.S., as well as $35 million to realize Quonset Development Corp.’s vision for a Regional Offshore Wind Logistics and Operations Hub at Quonset Point in North Kingstown.

Newport picked as new site for NOAA regional HQ


The National Oceanographic and Atmospheric Administration (NOAA) will station a new Marine Operations Center for the Atlantic in Rhode Island. U.S. Sen. Jack Reed said the site will bring around 200 jobs and fleets of research vessels to Rhode Island.


“This is a major win for Rhode Island and our Blue Economy that will help NOAA improve mission fulfillment while achieving savings through consolidation and enhancing collaboration with the Navy, URI, the Coast Guard, and leading ocean scientists and marine businesses,” Reed said in a statement. “This move will create economic, research, and education opportunities for the federal government and Rhode Island.”

CHIPS for America is pleased to announce the first funding opportunity for its incentives program, which aims to catalyze long-term economically sustainable growth in the domestic semiconductor industry in support of U.S. economic and national security.


CHIPS Incentives Program – Commercial Fabrication Facilities Notice of Funding Opportunity


This funding opportunity seeks applications for projects to construct, expand, or modernize commercial facilities for the front- and back-end fabrication of leading-edge, current-generation, and mature-node semiconductors. Two additional funding opportunities—for materials and manufacturing equipment facilities, and for research and development facilities—will be announced later this year.

Rhode Island Clean Energy Internship Program


The RI Clean Energy Internship Program is designed to help provide internship opportunities in clean energy careers, ranging across direct construction, engineering, research, solar, energy efficiency and more! Students will be able to professionally develop under the mentorship of an industry partner to combat real world problems in energy and the environment.

The Clean Energy Internship Program reimburses participating host companies for up to TWO interns, at $13/hr, at 40 hours per week for 12 weeks. That's $6,240 per intern, and $12,480 per company!
