Dear Larchmonters,


Summer is in full swing! We have had a fantastic spring here in the Village and I want to take a moment to thank our incredible staff and wonderful volunteers for all of the events we’ve held this spring and are planning for this summer. Check out the links to video highlights for each event provided by LMC Media:


Our Recreation Committee worked hard to make Larch Madness, the Tour de Larchmont and Sprint to Flint wonderful events for the whole family. I want to especially thank Rachel Thomson for all of her efforts in putting together Sprint to Flint. This is such a major undertaking, so thank you to Rachel for all of her hard work. The Recreation Committee is currently working to put together some exciting events for the fall, so if you are interested in getting involved and helping plan some of these amazing events, please send an email to recreation@larchmontny.gov.


We have had quite a few successful events in Constitution Park this spring. The Village and Larchmont Professional Fire Fighter’s Association hosted the sold-out Spring Egg Hunt! With over 3,000 eggs and several hundred participants, we had a very successful day!  The Parks & Trees Committee hosted its Arbor Day Celebration, while the Larchmont Environmental Committee brought back its annual Earth Day event, both of which had great turn-out. The Committee on the Arts hosted the Larchmont Music Festival, the 4th of July Concert with the Dixie Dandies at Manor Park, and is continuing the music this summer with our annual Summer Concerts in the Park concert series. 

Also, let's not forget about the annual Memorial Day Parade, which went off without a hitch! Thank you to the Larchmont Police Department, Larchmont Fire Department, and Village staff for organizing this year's parade!


And finally, a big thank you to the Larchmont Chamber of Commerce for organizing their annual Larchmont Sidewalk Sale!


We would not be able to have all of these events without an army of volunteers, so thank to everyone who has worked so hard to make our Village such a fun and welcoming place to be! 

Parks Projects


Construction on Willow Park has been completed and we celebrated the updates to the park with a ribbon cutting in June.  The Puglisi Playground has been completed in Flint Park and we also hosted a ribbon cutting to celebrate last month.  We are in the home stretch completing the tennis house and paddle, and will now be turning our attention to Alma and Flint A and B.  Stay tuned for more details.   None of this would have been possible without Friends of Larchmont Parks and their work on Willow and Flint Park Conservancy in Flint Park.  So a huge thank you again to the volunteers who have worked so hard to update our parks!

Commercial Area Plan Update

We have been slightly delayed with respect to our Commercial Area Plan. We received a grant from the NY Department of State and cannot begin any substantive work until we receive and complete the grant paperwork, which we have been told we should hopefully receive from the NYS this fall. This Plan will serve as a blueprint for future development and conservation in the Village’s Commercial Area and shall include not only the physical and economic development of these areas, but also consider public spaces, mixed land uses, a range of housing opportunities, resiliency to climate change, green infrastructure, diversity, mobility, and other social, environmental, and regional concerns. More information can be found on the Village’s website at www.larchmontny.gov/commercialareaplan. All of the Committee’s meetings are open to the public and throughout this process we will be soliciting public comment and feedback and we should be starting meetings up again in September. 


Climate Smart Communities

We take great pride in all of our environmental initiatives and strive to be a leader for other municipalities on environmental issues.   I am very proud to announce that we have been certified for Bronze under the Climate Smart Communities certification program.  I would like to thank Trustee Brigid Brennan, Assistant Administrator Aylone Katzin, and the Larchmont Environmental Committee for all of their hard work in putting together the application. 

Grants


The Village has been working to apply for more grants, as well, to allow us to stretch our budget further and accomplish more.  One of the grants we applied for and received is the Safe Streets For All grant which provides funding for the Village to “support planning, infrastructure, behavioral, and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians; bicyclists; public transportation, personal conveyance, and micromobility users; motorists; and commercial vehicle operators”.  Through this grant the Village will hire a consultant to review areas of the Village that may be eligible for federal funding for projects that further the above goals.  This is especially important as a result of the tragedy that recently occurred in the Village of Mamaroneck and will allow us to do a comprehensive review of roadway safety to ensure that we are taking all necessary steps to keep everyone who uses our roadways safe.

Lastly, I want to thank Dan Gray for his service to the Village’s Building Department. Dan retired at the end of June with over 20 years of service, three of which were with Larchmont. While Dan will be missed, Vinny Salanitro serves as our Village Engineer and the head of our Building Department.

Extreme Heat Notice: Information for Residents

Our community has experienced multiple hot days this summer so far, with temperatures pushing heat index values into the 90's and 100's degrees heat ranges.


The Village is offering a cooling center in the Village Center, located in the lower level of the Larchmont Library during normal business hours. The Fire Department will also deploy its misting fan outside of Village Hall in front of the fire house during particularly hot days, so stop by to cool off if you happen to walk by!


It's extremely important to stay well hydrated and not be outdoors for too long. Follow the infographics below to practice heat safety and "Stay Cool, Stay Hydrated, Stay Informed!". Make sure to check on loved ones and those in vulnerable populations, including the elderly, children/newborns, those who are pregnant or who have chronic illness.

Finally, make sure you are subscribed to the Village's communication channels for the latest updates regarding heat advisories and any service changes. Links to the Village's website and social media are available below:

Reminder to Property Owners:

Cut back your Branches and Shrubbery

Property owners must maintain tree branches and shrubbery on their property that could visually or physically obstruct traffic control devices and sidewalks in the right-of-way. Lack of maintenance by property owners of overgrown trees or bushes overhanging or affecting the right-of-way is illegal under the Village Code (Section 215-10 and Section 263-15), and can result in hazards that can endanger pedestrians and drivers. Property owners will be issued a Notice of Violation and ordered to remedy within 30 days, or risk heavy fines.

Pine Brook Park Community Survey:

Deadline to Respond is Friday 07/19!

The Village of Larchmont is interested in heating the community's thoughts on Pine Brook Park.

2024-2025 Parking Permits are in effect beginning June 01, 2024 -

2023-2024 Parking Permits are expired as of May 31, 2024

New 2024-2025 Parking Permits are in effect starting June 01, 2024. Parking permits went on sale on Wednesday, May 01, 2024. If you are interested in a parking permit, you may purchase one through the Passport Parking Permits Portal.


A reminder to all 2023-2024 parking permit holders that their 2023-2024 permits have expired as of May 31, 2024. If you had a permit through the Passport Parking Permits Portal, the last day to renew the permit was May 31. As of June 01, you will have to re-apply for a permit online or in-person at the Village Clerk's Office.

Reminder: Electric Leaf Blowers allowed March 15 - April 30 for Spring Clean-Up; Gas Powered Leaf Blowers Prohibited At All Times

Reminder: Leaf Blowers of any kind are PROHIBITED during the Summer


A reminder to residents and their landscapers that all leaf blowers (regardless if electric or gas) are prohibited during the summer.


Electric leaf blowers will be permitted again for Fall Clean-Up between October 15 - December 15 only.

If you Love Larchmont, Shop Larchmont all summer long!

The Larchmont Chamber of Commerce is running their first ever Shop Larchmont event, which will take place all summer long, June 08 - September 30, 2024. Customers can shop local and use the "Love Larchmont Loyalty Card" at participating stores to win prizes!


Prizes are given out at Raffle Drawings throughout the Summer! For more information about how to participate as a customer, visit the Chamber of Commerce's Shop Larchmont webpage.


The first drawing took place on June 21, with prizes that included $20 of FREE parking through the Passport Parking Mobile App, and a Prize Bundle from Tequila Sunrise, D.I.Y Slime, and Stephanie's Kloset! Check out Mayor Sarah Bauer picking out the winners here!

Premium Mill Event Honors African Family Enslaved at Larchmont Property

Around 100 people gathered at the oldest home in Larchmont on June 15 for an educational program focused on the family of enslaved Africans who worked at the property from 1776-1814. The event was a fundraiser for the monument to be installed at the Mamaroneck Town Center to memorialize all the Africans enslaved in the community.


Margery and Ted Mayer opened their historic property to members and supporters of REALM (Recognizing Enslaved Africans of Larchmont Mamaroneck), the group commissioning a team of artists to create the memorial.

The Mayer’s property abuts the Premium Mill pond, the site of Colonial era grain mills owned by the Mott family, who were both enslavers and abolitionists. It was also home to Billy, Jinny and their children, who worked there under enslavement and emancipation. (No last name was ever recorded for Billy and Jinny; at least some of the children may have taken the name of Jinny’s enslaver – Underhill.)


Research by local historians, posted on the REALM website at www.larchmontmamaroneckslavery.org, reveals that over 220 Africans were enslaved in Mamaroneck Township from 1661 to 1822, yet there is very little known about most of them. However, extensive Mott family histories preserved names, portraits and anecdotes about Billy and Jinny.

THE PROGRAM: On June 15, REALM members Ned Benton (also director of the Northeast Slavery Records Index of John Jay College) and John Pritts (the Mamaroneck Village historian) shared details and fielded attendees’ questions about local enslavement and the lives of Billy and Jinny.


Susan Emery, a former president of the Larchmont Historical Society, recounted the history of the house and its owners beginning in 1776 with James Mott.


Gail Boyle, past-president of the Mamaroneck Historical Society, and Robinette Robinson, a long-time Mamaroneck resident, explained REALM’s mission to honor the enslaved people by creating a permanent memorial and presenting related educational programs.


REALM members Joanne Shaw, Jill Parry and Judy Silberstein registered guests and oriented them to the presentations on the front porch, gazebo, antique barn and dining room.


Colonial era music for the event was provided by Max Lieber, violinist, and Bob Lieber, banjo and guitar player.

Ceramic artists Sarah Coble and Judith Weber displayed a scale model of the memorial designed by the artists in collaboration with architects Mariví Perdomo Caba and Jorge L. Ventura Ovalles. The presentation included samples of the artwork by Sarah Coble and Sana Musasama that will be embedded on both sides of the curved 7x7-foot concrete monument.  


Additional event planning came from REALM members Sid Albert, a former Mamaroneck Village trustee, Leilani Yizar, a current Mamaroneck Village trustee, and Jackie Lorieo, Co-president of the Mamaroneck Artists Guild.


Among the local leaders in attendance were Assemblyman Steve Otis, Westchester County Legislator Catherine Parker, Larchmont Village Mayor Sarah Bauer, Mamaroneck Town Councilmembers Sabrina Fiddelman and Robin Nichinsky, and Town Justice Jean Marie Brescia.

Drive Electric, Larchmont!

Drive Electric Larchmont! The Village is taking part in a New York State campaign to increase the adoption of electric vehicles. We are teaming up with our Mamaroneck neighbors and National Drive Electric Week to hold an Electric Vehicle Showcase in the fall. Save the date! Where: West Basin Parking Lot, Harbor Island Park.


When: Saturday, September 28, 2024, 11am-3pm (Rain date Sun. 9/29). We invite residents to drop by and talk to local EV owners about their experiences owning one of these cars. Learn how you can put gas prices in your rearview mirror and get there greener!

Celebrating Larchmont's History at the Morgan Library & Museum!

The Village of Larchmont is collaborating with the Chamber Orchestra of New York with plans for a concert celebrating Larchmont’s history titled “John Williams, Castelnuovo-Tedesco and Larchmont.” The evening is being planned for Thursday, April 10, 2025 in the concert hall of The Morgan Library & Museum in Manhattan and will shed light on the connections and story of Jewish-Italian composer Mario Castelnuovo-Tedesco who fled WW2 Europe for Larchmont, and later moved to Hollywood greatly influencing the history of film music as principal teacher of such greats as John Williams and Henry Mancini. The musical program features Castelnuovo-Tedesco’s music as well as Williams’ Schindler’s List, Mancini’s Moon River (from Breakfast at Tiffany’s), Salvatore Di Vittorio’s Larchmont Harbor (inspired by Manor Park for the Village's 130th Anniversary), and Ottorino Respighi’s Botticelli Pictures.
