Streets & Stormwater Management Project Underway

As we mark our 151st Chautauqua season, Lakeside will be paving the way for the next generation and beginning the highly anticipated Streets & Stormwater Management Project in fall 2024. 


  • An engineering firm, CDE, has been hired to design the project. The firm is working with newly hired Lakeside Project Manager Fred Seling, Lakeside President & CEO Charles Allen and the Streets and Drainage Advisory Task Force, a group comprised of Lakeside community members.
  • Bids from contractors are expected to be submitted in mid-July. The project is being planned in phases on a pay-as-we-go basis.
  • Construction is expected to begin after Labor Day 2024. Phase One construction will start after the end of the summer and finish before Memorial Day weekend. No construction will be done during the summer season. We will work around activities like the Lakeside-Marblehead Lighthouse Festival in October and other shoulder season events.


Our streets are vital to connecting our community. Each year, millions of steps, rolling golf cart tires, slow-moving car tires and peddling bikes keep us moving on Lakeside's 9.1 miles of streets. The last time major work was done on our streets was more than 30 years ago.

As part of the planning process, Seling worked with the engineering firm to do a full analysis of our streets including taking geotechnical boring this spring. Now, this full analysis is being used to plan street construction.


The project will be divided into phases consistent with available funding and working from east to west across Lakeside. This will ensure construction equipment won’t be driving on finished streets. The project phases will align with the yearly budget.


  • The majority of the work will be mill and fill. As recommended by the engineers, sections of the street will be milled off at a small depth and repaved. After the full analysis, there are also areas within Lakeside that will be full-depth pavement repair, meaning that they will remove multiple layers of pavement and build all new pavement in those spots.
  • The plan for Phase One is to use an inverted crown technique as part of the stormwater management plan. An inverted crown is when there is a low point in the middle of the road instead of a high point in the middle of the road. In addition, the Streets and Drainage Advisory Task Force, in partnership with Seling, is reviewing stormwater management street by street and block by block to make improvements where possible. Additional work will be planned in each phase to help mitigate drainage issues; however, we will not be able to fix all issues.
  • Phase One Streets will include Poplar, Elm, Cherry, Plum, all numbered east and west streets between Poplar and Plum, and the 100 block of Oak Avenue.

Another integral part of the project is keeping the Lakeside community up-to-date on the overall project and the details within each phase as this work will affect the Lakeside community over the years.


As the project progresses in phases, we want to ensure that community-wide understanding grows about the Streets & Stormwater Management Project.


Phase by phase, Lakeside wants to enhance collaboration with homeowners and guests to solve detailed problems effectively and advance the project. “There will likely be driveways, parking areas and landscape areas that might be impacted by the project,” Seling said.


To help build an understanding of the project's details, "Street Connectors," who are community members, are volunteering to help direct Lakesiders to important information or link individuals to the staff to get the answers to questions.


We will also be having Neighborhood Gatherings this summer for those individuals who live in the Phase One area. Registration is encouraged as space is limited at some locations. For those who are not involved in the Phase One area, you're welcome to attend Coffee Chats with the President weekly for updates.
