The My San Fernando app will be the primary method for requesting City services for things like potholes, graffiti, code enforcement issues, illegal dumping, etc., while also connecting residents to other important information. The My San Fernando app is available in both the Apple App Store or Google Play for download.

The Neighborhood Clean-Up! Program is now accepting applications! This program is aimed at improving the overall cleanliness and well-being of San Fernando’s neighborhoods and offers qualifying residents a free, one-time service to help improve the outer appearance of their homes and neighborhoods. Services include removal of dead or overgrown vegetation, tree trimming, and assistance with junk or debris removal.

Joshua Tree National Park Camping Trip | In partnership with the National Parks Conservation Association, the Recreation and Community Services Department hosted six families at Joshua Tree National Park for an unforgettable overnight camping adventure. From Saturday, May 18, 2024 to Sunday, May 19, 2024, the group (consisting of nine children, three teens, and 10 adults) immersed themselves in the natural beauty of the park. Attendees enjoyed a variety of activities, including scenic hikes, exploration of unique landscapes, campfires under the starry sky, and collaborative lunch cooking. The experience provided memorable moments of discovery, bonding, and enjoyment for all participants. | |
Scholarship Awards Ceremony | The Education Commission hosted the 9th Annual Scholarship Awards Ceremony on Tuesday, May 21, 2024. The Commission awarded eight scholarships, totaling $5,250, to seven high school seniors and one post-baccalaureate student. The Ceremony took place at Rudy Ortega Sr. Park and included Mayor Celeste Rodriguez, Vice-Mayor Mary Mendoza, Councilmember Joel Fajardo, Councilmember Victoria Garcia, and LAUSD Board Member Kelly Gonez. Family members, friends and school administrators cheered on the recipients as they received their awards. This year’s scholarships were funded by Councilmember Joel Fajardo, Education Commission Vice Chair Angel Zobel-Rodriguez, Former Deputy City Manager/Community Development Director Timothy Hou, Republic Services and other private donors. The Memorial Day Ceremony at American Legion San Fernando Post 176 was a heartfelt collaboration between the City and the American Legion. Over 175 attendees enjoyed a day of commemoration filled with music and a classic American barbecue featuring burgers, hot dogs, fries, and salads. The event included impactful speeches from City Councilmembers, California State Senator Caroline Menjivar, and a representative from Congressman Tony Cárdenas' Office. At 3:00 pm, participants joined for the National Moment of Remembrance, honoring those who gave their lives in service to our country. | |

Ten high school girls from Cesar Chavez Learning Academy enjoyed a day of pampering and glamour just in time for prom! The glam event took place at Las Palmas Park with participants enjoying facials, hair, make-up, manicures, and prom dresses. This amazing event was provided at no cost to participants.

Recreation Scholarship Program | |
The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. Scholarships cover 50% of the cost of the activity.
To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance is available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. SENIOR MEALS
In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. If you know of anyone that is 60+ and is homebound, ONEgeneration can deliver hot meals five days a week! Please call (818) 898-7340 for more information.
LOS ANGELES REGIONAL FOOD BANK
The Regional Food Bank monthly distribution was held on May 6, 2024, at Las Palmas Park, from 9:00 am to 11:00 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The next distribution will held on June 3, 2024. PLATICAS DE LA VIDA CON CAFÉ
In partnership with the Department of Mental Health, Las Palmas Park is hosting workshops to discuss and offer assistance to those dealing with emotional trauma, anxiety and everyday life situations. Classes are in held in Spanish. The next sessions are scheduled for June 13 and 27, 2027, at 9 am.
MOTHER'S DAY TEA PARTY
Las Palmas Park hosted a tea party to honor all moms on May 10, 2024. Ladies dressed to impress as they enjoyed tea time with a variety of treats. A fun craft activity added to the fun as participants showed off their creativity and got to keep a lovey keepsake to take home.

OLDER AMERICANS MONTH
May is recognized as Older Americans Month, as such, it was the perfect time to select a nominee that represents this year’s theme, “Powered by Connection”. Marysue Luke, a longtime Las Palmas Park participant, is this year’s nominee due to her outstanding contributions in participating and developing senior programs such as Pickleball. Marysue has connected with other seniors and encouraged their participation in programs that provide opportunities for social interaction, physical fitness, and overall well-being. On May 16, 2024, Marysue was recognized by the Los Angeles County Commission for Older Adults (LACCOA) and the Department of Aging & Disabilities (AD) at the 59th Annual Older Americans’ Recognition Day (OARD) at the Dorothy Chandler Pavilion. It was a great moment to recognize the dedication and contributions older adults make in their respective communities.

SENIOR FEST 2024
Senior Fest 2024 (formerly known as Senior Expo) was held on May 17, 2024, and turned out to be an amazing success. This year’s theme, “Powered by Connection”, truly embodies the mission of the Recreation and Community Services Department in connecting seniors with services and support. Over 200 participants had the opportunity to connect with over 30 vendors providing valuable information, free health screenings, art activities and more! Continental breakfast and a healthy lunch was provided, courtesy of One Generation. The event included raffle prizes and a special live music performance by the Susie Hansen Latin Band.

SENIOR CLUB NEWS
- The Father's Day Dance will be held on June 15, 2024, at Las Palmas Park. A delicious catered dinner and a great live music performance by Kalumia will make for a festive evening. Senior Club dances occur monthly and feature a different theme. Dances are open to anyone over the age of 18.
- Senior Club Monthly Meetings occur on the first Sunday of each month at 1:00 pm. Seniors interested in becoming active and involved in the Senior Club may attend meetings or call (818) 898-7340 for more information.
- Visit Reno! The Biggest Little City in the World! This excursion is sheduled for July 14-17, 2024. The trip includes visits to Lake Tahoe and Virginia City. Additional trips are in the works. Stop by Las Palmas Park to pick up a trip list.
- On Saturday, May 18, 2024, a lively group of 54 participants embarked on an exciting day trip to Soboba Casino, in San Jacinto. The day was filled with enjoyment as everyone reveled in the casino's vibrant atmosphere and indulged in its wide array of amenities. From gaming excitement to delightful dining and leisure activities, the participants thoroughly enjoyed their experience, creating wonderful memories together.

An SFPD Officer responded to a report of an encampment in the 200 Block of Jessie Street. Following an investigation, a female suspect was arrested for a warrant.
THURSDAY, MAY 2, 2024, AT ABOUT 9:45 PM
SFPD officers responded to a report of a group of Hispanic males attacking a black male near Hubbard Street and San Fernando Road. The suspects fled, but officers detained a possible suspect and the victim, who had a three-inch knife wound on his shoulder. The victim stated the suspect approached him on the bike path and made a pass at him, leading the victim to swing at the suspect, who then slashed him with a knife. A knife was recovered nearby, and the suspect was arrested for assault with a deadly weapon.
FRIDAY, MAY 3, 2024, AT ABOUT 7:30 AM
SFPD officers responded to a commercial burglary in the 500 block of Maclay Avenue. Four masked men in their early twenties broke in through the back door and stole 22 firearms (11 shotguns, four rifles, and seven handguns). The business owner admitted he had not secured the firearms or activated the alarm system before leaving on May 2, 2024. Due to the large number of firearms stolen, SFPD detectives contacted the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for assistance with the investigation.

SFPD officers observed two suspects defacing a wall with gang graffiti in the 800 block of Arroyo Ave. Both were arrested for vandalism, with an additional gang enhancement allegation requested.
SATURDAY, MAY 4, 2024, AT ABOUT 3:05 AM
An SFPD officer observed a reckless driver in the 700 block of San Fernando Road. After stopping in the 900 block of San Fernando Road, additional officers arrived to assist. Detecting a strong odor of alcohol, officers conducted field sobriety tests and arrested the driver for Driving Under the Influence (DUI), subsequently impounding the vehicle.
TUESDAY, MAY 7, 2024, AT ABOUT 2:10 AM
An SFPD officer patrolling the 600 block of Eighth Street conducted a want/warrant inquiry on two subjects. One was arrested for a felony no-bail warrant for grand theft auto.
FRIDAY, MAY 10, 2024, AT ABOUT 1:46 PM
An SFPD officer responded to an ALPR alert of a stolen motorcycle. The officer located the motorcycle and suspect near Fifth Street and North Maclay Avenue. After a foot pursuit, the suspect was arrested for grand theft auto and resisting arrest.
SATURDAY, MAY 11, 2024
SFPD officers received a call about a shoplifting incident at Target on Foothill Boulevard. Loss prevention reported a male suspect stolen trading cards valued at several hundred dollars. A follow-up investigation revealed the same suspect had stolen nearly $3,000 worth of trading cards on five prior visits. Using the Flock camera system, Detectives identified the suspect and his vehicle. Detectives were alerted when the suspect returned to Target and arrested him after another theft attempt. A search warrant at the suspect's residence uncovered several thousand trading cards. The suspect was booked for burglary and grand theft.
MONDAY, MAY 13, 2024, AT ABOUT 1:22 AM
SFPD received a Flock alert of a stolen vehicle traveling north on South Workman Street. An officer located the vehicle, with two occupants, and followed it to the El Super parking lot. Additional officers assisted with the traffic stop. The driver was arrested for vehicle theft, driving without a license, and a warrant for possession of methamphetamine. The passenger was detained and released at the scene.
MONDAY, MAY 13, 2024, AT ABOUT 10:34 PM
An SFPD officer followed a reckless driver near North Maclay Avenue and Eighth Street. After initiating a traffic stop near Foothill Boulevard and Fernmont Street, the driver was arrested for reckless driving, tampering with an interlock ignition device, and driving on a suspended license.

Thirty-one cameras have been installed to date, with the final six in progress. Between May 9, 2024 and May 22, 2024, the Flock ALPR system has received three confirmed stolen vehicle plate reads. Of these, two arrests were made for driving stolen vehicles and other crimes. One unoccupied stolen vehicle was recovered by the Los Angeles Police Department. Additionally, during this time, the system received four plate reads of vehicles involved in larceny or burglary. Of these, two leads were generated, one arrest was made, and one led to an active investigation by SFPD. The data received from the Flock ALPRs has proved to be very valuable with positive outcomes increasing daily. | |

The Third Class of the SFPD Community Academy began on Tuesday, April 16, 2024, at 6 pm, in the City Council Chambers, with weekly sessions continuing through May 2024.
- May 14, 2024 - Detective Jorge Cervantes provided an overview of the Detective Bureau, and described the different caseloads within the Bureau.
- May 21, 2024 - Deputy City Manager/Economic Development Kanika Kith and Social Services Coordinator Cristina Moreno gave a presentation on the City's Business and Community Resource Center (BCRC). Housing Coordinator Kenya Marques also presented the City's plan for assisting people experiencing homelessness. Additionally, Community Development Director Erika Ramirez and Code Enforcement Officer Fernando Miranda discussed the functions of Community Development and Code Enforcement, providing examples of building violations and other related issues.

New Home Loan Program to Help Moderate-Income Buyers | |
A few weeks ago, the LACDA (LA County Development Authority) announced its new Home Ownership Program, HOP120. The loans will assist moderate-income homebuyers earning 120% of the Area Median Income for Los Angeles County in the purchase of their first home. HOP120 provides a second mortgage loan for first-time homebuyers with assistance up to $85,000, or 20% of the purchase price, whichever is less. The loan provides down payment and/or closing cost assistance and is secured with a Deed of Trust and Promissory Note. Eligible properties must be in unincorporated Los Angeles County or participating cities.

San Fernando residents qualify for first-time homebuyer’s loan program through the Los Angeles Development Authority’s (LACDA) Home Ownership Program (HOP). The Home Ownership Program provides a second mortgage loan of up to $85,000, or 20% of the purchase price, whichever is less, with 0% interest. Repayment of the loan is required when the home is sold, transfer of title, or home is longer owner-occupied. Eligible properties are single-family homes, townhomes, and condominiums with a maximum purchase price of $700,000.

Los Angeles County First-Time Homebuyer $35K Grants - Greenline Home Program
Are you dreaming of owning a home?
Homeownership has historically been one of the most effective means for wealth building and financial well-being. However, due to longstanding challenges like the discriminatory practice of redlining, this dream has been out of reach for many, especially in BIPOC communities.
To combat the historical injustices of redlining, the LA County Department of Consumer and Business Affairs in partnership with Neighborhood Housing Services of Los Angeles County (NHS) launched the Greenline Home Program.
This initiative offers a $35,000 grant to assist with down payments or closing costs towards the purchase of a home. Our goal? To level the playing field in homeownership and open doors for communities that have been historically marginalized.

- First-time homebuyers living in Los Angeles County.
- Residents with low to moderate income.
- Residents living in high-/highest-need areas.

Outreach for Individuals Experiencing Homelessness | |
To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

Many people wash their cars without realizing it can harm our streams, rivers, and lakes. When we wash away all the dirt and grime from our vehicles, the wash water flows into the City’s storm drains, but unlike the water from sinks and toilets, this water is not cleaned before it reaches our local waterbodies. This wash water can pollute and cause serious problems for human health and the plants and wildlife that live in our waterways. Citywide Traffic Signal Synchronization Project | The design of the Citywide Traffic Signal Synchronization Project has been completed. Advertising for the project is scheduled to begin on May 30, 2024, in the San Fernando Sun Newspaper. Staff will begin reaching out to trade publications and contractors to promote the notice inviting bids. The City is scheduled to open bids on Wednesday, July 10, 2024, at 11:00 am. | |

WATER AWARENESS MONTH
May is Water Awareness Month. Please help conserve water year-round.
UPPER RESERVOIR
Construction of the Upper Reservoir continues and is scheduled to be in service by late June or early July 2024
NITRATE TREATMENT SYSTEMS AND WELL PRODUCTION
Wells 3 and 7 experienced bacteriological sample hits that required flushing and disinfection. Staff resolved the issues and was back in full operation on 5-17-2024. Staff is working with a consultant to help implement needed upgrades to the (xxxx SCADA system for reliability and proper functioning of the SCADA System and the Nitrate Removal treatment plant system. Approximately 31-Acre Feet of water has been drawn from the City’s groundwater wells from May 1 to May 22, 2024. The City did not import any water from MWD in May.

WATER LEAK
On Saturday, May 11, 2024, the water division responded to a water leak at 1112 San Fernando Rd. The crew worked all night until Sunday morning, repairing an old abandoned line. All services returned to normal operation on Sunday morning at 11 am.

WATER OPERATIONS ACTIVITY
As of May 1 - May 22, 2024, the water division has conducted 18 turn-ons after repairs, 15 turn-offs for repairs, 16 meter inspections, one Water Quality Complaint, four water service leaks, and o meter exchange.

The Public Works Department now has an Online Permit Counter!
Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

Important Dates for the Fiscal Year 2024-2025 Budget Process
The Fiscal Year (FY) 2024-2025 Budget process officially kicked-off on March 18, 2024, when staff gave a presentation reviewing the City's Annual Comprehensive Financial Report for FY 2022-2023 and an update to the FY 2023-2024 Budget.
Below are key dates for those community members interested in providing input to the City's Budget process:
- Monday, June 3, 2024: Budget Study Session (if necessary).
- Monday, July 1, 2024: Budget Adoption.

Water Services and Programs | |
NEW WATER RATES
Effective January 1, 2024, water and sewer rates were increased as approved by City Council in September 2019, as part of the “City of San Fernando Water and Sewer Rate Study.” This is the final year of rate adjustments under the current authority. The City will be conducting a new rate study in Fiscal Year 2024-2025.
February and March 2024 bills were prorated, while the April 2024 will be the first bill reflecting 100% at the new rates. More information regarding the City’s Water and Sewer Services is provided on the City's website: SFCITY.ORG/Utilities/#How-To-Apply-Water.
HOW TO PAY
The City offers a variety of payment options as follows:
By Mail: Payments can sent via mail to: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.
Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.
AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.
In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).
EXTENDED CALIFORNIA WATER & WASTEWATER ARREARAGE PAYMENT PROGRAM
The City has received $482,581 from the Extended California Water and Wastewater Arrearage Payment Program to cover unpaid water and wastewater fees from June 16, 2021 to December 31, 2022. These funds were provided through funding from the State Water Resources Control Board using Federal American Rescue Plan Act.
A letter has been issued to all qualified accounts which have been credited for the authorized grant period.

City Programs: The City offers Low Income Rate Assistance Program. For additional details on eligibility and an application for this program, visit the Low Income Rate Assistance Program Overview, or contact the Finance Department at Finance@sfcity.org or (818) 898-1212.
State Utility Programs: Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify. LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil. In addition to help with paying your energy bill, LIHEAP can also provide in-home weatherization services. To learn more about the LIHEAP program, visit the LIHEAP program overview.
Utility Company Programs: SoCalGas has announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. More information on eligibility and how to apply is available on the SoCalGas Gas Assistance Fund website.

As part of the Language Translation Services pilot, all City Council meetings will continue to have in-person Spanish interpretation available to ensure everyone can fully participate and stay informed.
Please note: For Commission meetings, an update has been made to provide the best service possible. Residents requiring interpretation services are kindly asked to request an interpreter at least two business days in advance.

The City Council approved City of San Fernando new “Guidelines for Boards, Commissions and Committees” handbook is available to the public on the City’s website. Individuals interested in applying to serve on one of the four active City Commissions (Education Commission; Planning and Preservation; Parks, Wellness and Recreation and Transportation and Public Safety Commission) may visit the City’s Commissions website page for additional information, including a link to download the “Application to Serve on a City Commission”.

Transportation and Public Safety Commission | |
At the May 2, 2024 Transportation and Public Safety (T&PS) Commission Meeting a community member provided public comment dealing with parking issues and curb painting. On May 8, 2024, staff met with the community member to discuss the concern. Upon further investigation staff has determined a possible solution that will be presented at the next T&PS Commission meeting.
The next regular T&PS Commission meeting is scheduled for Thursday, June 6, 2024, at 6 pm.
