HOME Affordable Housing RFP Open

The cities of Eugene and Springfield are currently seeking proposals for rental housing developments affordable to low-income persons through the Eugene-Springfield HOME Consortium’s 2023 Affordable Housing Request for Proposals (RFP).


Applications may be submitted for new construction proposals, and/or acquisition of existing residential or non-residential structures to be converted to affordable housing, prioritizing proposals that create or add units. Applicants are asked to submit a letter of intent to apply by Wednesday, September 27.

Upcoming Council Work Sessions on Housing

City Council is back in session and will discuss housing related topics in two upcoming work sessions, starting at 5:30 p.m. The public can attend by phone, virtually via Zoom, or in person at Springfield City Hall. Council packets with information on the work session topics and details on how to tune into the meeting will be available on the Council's webpage the Friday before the meeting.


  • October 9: The Council will hear an update from staff on the City’s various housing programs and projects.



  • October 23: The Council will discuss a potential property tax exemption, the Housing Diversity Tax Exemption (HDTE), to incentivize development of multiple-unit housing in select areas of Springfield that are near transit. The Council has been considering adopting this property tax exemption since 2017.

City to Roll Out Pre-Approved Building Plans for Small Homes

The City of Springfield will soon have pre-approved building plans for small homes. The pre-approved plans are all for homes of 800 square feet or smaller, meeting the City’s size requirement for accessory dwelling units (ADUs). Pre-approved plans will be known to meet building code, and the City will require submittal of a site plan to check for compliance with planning and engineering standards such as setbacks and stormwater management. The plans will be available for free or for purchase from local designers for a few hundred dollars.

Consolidated Annual Performance Evaluation Report Open for Comment

The cities of Springfield and Eugene receive annual entitlement allocations of CDBG (Community Development Block Grant) funds directly from the U.S. Department of Housing and Urban Development (HUD). Eugene also receives HOME funds from HUD on behalf of the Eugene‐Springfield HOME Consortium.


Each year, Springfield and Eugene complete a report, the Consolidated Annual Performance Evaluation Report (CAPER), which reviews the CDBG and HOME funded activities undertaken in Springfield and Eugene during the previous fiscal year (FY23). 


The CAPER is open for written public comment September 12th through September 27, 2023. The draft CAPER Executive Summary is available for review. To submit written comments, please contact Teresa Kennedy at tkennedy@eugene-or.gov by 5:00 p.m. on September 27, 2023.

County Approves Transfer of Two Properties for Affordable Housing

In its August 29, 2023 meeting, the Lane County Board of County Commissioners approved the transfer of two County-owned small residential tax-foreclosed lots in Springfield to the City for development as affordable housing.


Under State and County law, Lane County can transfer County-owned properties without consideration (payment for property) to municipal corporations for the purposes of providing affordable housing. The City conducted due diligence on the two tax-foreclosed properties prior to requesting transfer to determine that they are viable for development as affordable housing.


The City will award the properties to developers through a competitive process. Housing built on the properties must remain affordable for at least 20 years. The City will share more details on how to apply for the properties at a later date.

Visit to Fischer Village

In late July, members of the City Council and City staff paid a visit to Habitat for Humanity of Central Lane’s latest affordable home ownership project under construction in Springfield – Fischer Village. When completed, Fischer Village will include twelve 2-story, 2-bedroom 1-bath homes for households that are at 40%-80% of the area median income (AMI). The City has provided system development charges (SDC) waivers and construction funding to Habitat to support the building of two homes at Fischer Village.
