Hello again from Deon Policy Institute,


These past few months have contained many exciting new developments for Deon, with our first published report, implemented policy recommendations, more interesting articles and new team members!


We are also delighted to share with all of you our first published report: Three Ways to Reverse Academic Brain Drain in Greece, which includes Deon’s recommendation to introduce visiting professors in Greek universities.


On the policy front, we are thrilled that the Ministry of Migration announced that it is planning to introduce a Talent Visa – a proposal that Deon developed jointly with Endeavor Greece. Founding Deon member, Petros Persilis explains in Kathimerini, why Greece needs such a visa and its potential impact on the Greek economy. 

In the education sector, Deon’s recommendation to expand the rights of Joint Chairs in Greece was included in the latest education law (5094/2024). You can read more about an example of Joint Chairs programs, the European Research Area (ERA) Chair program, in this recent Kathimerini article, where Deon co-founders Georgios Laskaris and Afroditi Xydi were quoted.


As we hope to scale our impact, we have brought on board new team members to help us! Renowned political scientist William Antholis is our newest board member. Louisa Tavlas, Errika Papadopoulou, Hara Moraitaki, and Konstantinos Maliaris have all joined our executive team to support day-to-day operations.


Finally –and most importantly– we want to thank you for your continued interest and support in our crucial work. With our expanding digital footprint and ever-growing team of talented professionals who are deeply devoted to Deon’s cause, we are excited to see what the next few months –and years!– will hold. Three Ways to Reverse Academic Brain Drain in Greece

As Greece emerges from the crisis and embarks on a path of economic recovery, it is imperative to repatriate skilled individuals, particularly in academia. Deon identified Three Ways to Reverse Academic Brain Drain: (I) Visiting Professors, (II) Early-career faculty positions, (III) Hiring the best. Deon’s recommendation to introduce visiting professors in Greek universities was incorporated in law 4957/2022, article 171.

Policy Updates

Talent Visa


Greece recently announced that it is considering enabling voting by mail. In the upcoming European Parliament elections, Greek expats will be able to vote only by mail. As a diaspora organization we believe that it is very important to increase voting participation by our community. As such, we have prepared a proposal about improving awareness through more direct communication and streamlining the registration process.

Joint Chairs


According to the European Commission, Greece is considered a “widening country” in research and development (R&D). Still, many top-tier research scientists are choosing Greece as their location for new research projects. Deon analyzed the European standards for joint chairs, conducted field research and submitted a proposal to expand the rights of these scientists with a goal of increasing the attractiveness of Greek universities for such projects. Deon’s recommendation was included in the latest education law (5094/2024, article #84).

Deon Co-Founders Interview Haiyan Gao

At a time when Greece is exploring partnerships between public universities and leading foreign universities, Deon Policy Institute co-founders Georgios Laskaris and Afroditi Xydi, sat down with Haiyan Gao, Vice Chancellor of Academic Affairs at Duke Kunshan University, a partnership between Duke University, Wuhan University and the city of Kunshan, in China to learn about her experience.

Deon's Newest Board Member

Renowned political scientist William Antholis is our newest board member. He brings a wealth of invaluable policy expertise that he has cultivated throughout his expansive career, including his current position as president and CEO of the Miller Center for Public Affairs.

Newest Team Members

Louisa Tavlas, vice president of communications at non-partisan think tank Niskanen Center, will be leading our media and marketing efforts. 

Erikka Papadopoulou, Director of Capital Markets at Optima Bank, is joining the team to drive our fundraising and development. 

Hara Moraitaki, an undergraduate student at MIT, is also part of the newly minted communications team, helping with Deon’s digital marketing.

Konstantinos Maliaris, an undergraduate student at Harvard, rounds out the new team, focusing on community engagement.
