Hello Beautiful people who love and care for our amazing children and adults experiencing developmental differences. It's back to school time!!! With back to school, comes opportunities and sometimes challenges for our children. At the end of the day we all want our children to thrive and have equitable Access to the best opportunities for learning. However, for some of us the special education system is not easy to navigate. Our ancestors paved the way in 1954, U.S. Supreme Court case Brown v. Board of Education eliminating segregation, in 1975 Individuals With Disabilities Education Act that “ensures” students with a disability are provided with a Free Appropriate Public Education that is tailored to their individual needs. While some schools are doing an amazing job providing the appropriate services many are not. What do we do as parents? We advocate in an informed and strategic way through accessing the information and inviting advocates to support you during the special education process. Below you will find resources that will assist you. If you are Black parent, please join us for our support group to discuss IEP and Special Education.

What are SELPA's? How an they help you?
In response to Federal laws, legislation was passed in California which provides the legal foundation for a comprehensive plan in special education and requires local districts and agencies to establish a Special Education Local Plan Area (SELPA) in order to address the needs of all children with disabilities.
Every School District in California is a member of a SELPA. Also, every Charter School is either a member of a SELPA, or is considered a school under a district that is a member.

Special Education Timelines - Critical Issues, Presentation
IDEA Part C of the Individuals with Disabilities Education Act (IDEA) addresses early intervention services for infants/toddlers with disabilities (birth-3 years old) and their families.
IDEA Part B addresses special education and related services for children and young adults ages three to twenty-two via the public school system.

The Waiting Room - (SDP Family Support Group)
Education Spectrum in collaboration with the San Gabriel/Pomona Regional Center announce this monthly support group. The Waiting Room is designed to be a safe place to share, listen and learn for all Participants, Families, Parents and Caregivers of the Self-Determination Program. Meetings will be facilitated by independent moderators.
Meetings will be held on the 3rd Thursday of the month at 5:30 p.m. In English, Spanish, and Chinese languages.

SCDD Statewide SDP Program Trainings
Department of Developmental Services (DDS) has partnered with State Council to provide a statewide orientation and training to all participants and families who are interested in participating in the Self-Determination Program (SDP). The Statewide SDP Orientation is one (1) Module that is two (2) hours in length:
Module 1: Self-Determination Program Orientation
- Define the Self-Determination Program
- Introduce the Principles of Self-Determination
- Discuss the steps to join the Self-Determination Program
- Introduce key roles and parts of the Self-Determination Program
- Talk about next steps

The Los Angeles County African American Infant and Maternal Mortality (AAIMM) Initiative
A countywide coalition dedicated to addressing the disproportionately high rates of Black infant and maternal deaths and ensuring healthy and joyous births for Black families in L.A. County. Led by the L.A. Department of Public Health (DPH) in partnership with First 5 LA, AAIMM was launched in 2018 as part of DPH’s 5-Year Plan to address the Black-White infant mortality gap in L.A. County.

Negotiating Strategies for Parents of Children with Disabilities

Inland Regional Center (IRC) - is great resource for individuals with developmental disabilities in the Inland Empire. It is a non-profit agency that provides support to people with intellectual disabilities, autism, cerebral palsy, and epilepsy. IRC Service Coordinators work together with individual consumers to help create service plans that helps with independence, empowerment and inclusion. http://inlandrc.org/

Easter Seals – provides opportunities for people of all ages with a range of disabilities to assist them achieve their full potential. They provide such services as therapy, early intervention services, camps and employment placement for children and adults with disabilities, caregivers, veterans, and seniors to be at their best as they live, learn, work and play. http://www.easterseals.com/

University Center for Developmental Disabilities (UCDD) – provides positive behavioral interventions for their consumers to help increase their independence and maturity. Their program provides a program for children with autism within San Bernardino and Riverside counties. They work in collaboration between IRC and California State University, San Bernardino servicing children with autism and other pervasive developmental disabilities and their families. http://icdfr.csusb.edu/ucdd/

In-Home Support Services (IHSS) – is a program under the Department of Aging and Adult Services designed to help pay for services for individuals with disabilities to help them remain safely in their own home. You must meet eligibility requirements to participate in this federal, state and locally funded program. Types of services covered by IHSS are housecleaning, meal preparation, laundry, grocery shopping, personal care services (such as bowel and bladder care, bathing, grooming and paramedical services), accompaniment to medical appointments, and protective supervision for the mentally impaired. http://hss.sbcounty.gov/daas/IHSS/

Dignity Group – non-profit organization that provides free assistance to help families with developmentally disabled members of all ages understand how to understand and navigate the disability system.
