Slow & Low's Grand Opening Marks Major Redevelopment Milestone

The highly anticipated restaurant Slow & Low Smokehouse is set for its grand opening on June 1st in Historic Downtown Elk Grove (9700 Railroad St, Elk Grove, CA). Under the leadership of restauranteur Michael Hargis, this new culinary hotspot promises to bring mouth-watering flavors and a unique dining experience to the community and region.

A Key Milestone in the Railroad Street Redevelopment Project

Slow & Low is not just another restaurant opening; it is a vital component of the multi-year Railroad Street Redevelopment Project. This ambitious initiative reflects the city’s commitment to revitalizing its legacy business districts. The project represents an innovative public-private partnership between the city and D&S Development aimed at transforming the historic heart of Elk Grove into a vibrant, bustling hub of activity.


The project encompasses several critical components including the preservation and transformation of two historic buildings—now home to Dust Bowl Brewing Company and Slow & Low, The Courtyards urban residential project, construction of Old Town Plaza, a redesigned and reconstructed railroad street, and extensive public parking. With Slow & Low opening and The Courtyards ready for occupancy later this year, this City Council Priority Project is nearly complete.

City Support for Economic Development

In addition to spearheading redevelopment of Railroad Street, the city provided critical financial support to multiple components of the project. Slow & Low Smokehouse is the city’s first Brewery, Restaurant, and Winery (BReW) Incentive Program grant recipient. The program provides matching grants up to $50,000 to restaurateurs brining chef-driven, elevated dining concepts to the city. Additionally, the city assisted D&S Development with various forms of support including land acquisition and financing, development impact fee deferrals, credit enhancement, and infrastructure construction. Finally, both Dust Bowl and Slow & Low received grants from the city’s Permit Assistance Smart Start (PASS) Incentive Program, which provides grants up to $10,000 to small businesses to cover city entitlement and permit expenses.
