Greetings!

Session has ended with the State Budget and many other important bills passed by the Illinois General Assembly. The House Democrats, led by Speaker Emanuel "Chris" Welch led another collaborative and successful session for the residents of Illinois. 

The State budget must always pass, and under Governor J.B. Pritzker we have passed a budget each year and fixed many of the problems of the past.

Students Advocate For Environmental Justice

A group of dynamic students from the University of Illinois, including a constituent, met with Rep. Evans to advocate for stronger environmental policy and justice in our community.

They also met with the Director of the Illinois Environment Protection Agency (IEPA) regarding legislation.

Rep. Evans' Committee Analyzes Wages of Direct Support Personnel
Direct Support Personnel (DSP) Remain with Low Wages and High Turnover

In Illinois, more than 27,000 individuals with intellectual and developmental disabilities live in community residential settings and rely on Direct Support Personnel (DSPs) to enhance their quality of life. From daily personal care (eating, grooming, and dressing) to teaching essential skills and attending to complex medical needs the work of DSPs is physically and emotional demanding.

Over the past five budget cycles, Illinois has increased funding to these services by 52% - yet starting wages remain barely above minimum wage in many agencies, turnover is often 50% or more and vacancies are staggeringly high.

If state funding is allocated for a service then those dollars need to make it to the pockets of the workers.

Rep. Evans serves in the Illinois House of Representatives as the Chairman of the Labor & Commerce Committee.
Resolution Adopted to Urge Government Buildings to Reduce Carbon Emissions

Many government buildings waste energy and are functionally inefficient.

House Resolution 467 urges all government entities to focus on energy conservation and work with advocates, labor & business partners to conserve energy.

Marcus is working hard using his voice and vote to make a difference for the community and the entire state of Illinois. He is passing many bills as lead sponsor, supporting his colleagues bills and passionately advocating for positive change at the Capitol in Springfield.

Leader Evans Speaks After Helping Support the State Unemployment Fund
Illinois Leaders Step Up to Stabilize State Funds

The pandemic negatively impacted all state funds and budgets across the country, specifically state's unemployment support funds.

Every year working directly with business and labor leaders, Governor J.B. Pritzkers' Office, House & Senate Democrats and Republicans work together to help stabilize this important fund.

The House passed SB2803 to take and important first step toward supporting the fund's solvency, ensuring that employed workers have this critical benefit available. Talks continue but action on this portion of the funding was needed.

This is usually a bi-partisan effort but for some reason the republicans voted NO. Speaker Emanuel "Chris" Welch and the Democrats voted YES.

The State of Illinois and the Chicagoland area specifically continues to benefit as the railroad hub of the nation. Rep. Evans believes that keeping the industry strong and keeping Chicago as the top hub is critical.

Illinois is the rail hub of North America, the only state in which all seven Class 1 railroads operate.

Illinois boasts more than 10,000 miles of track and serves a robust passenger rail network, with Amtrak connecting 30 communities statewide and Metra operating 11 lines in the Chicago area.

New Bill Filed to Stop Wage Theft and Protect Workers
Wage theft is a terrible action taken against the working class by a small group of bad actors. Especially in the construction industry where the work is hard, these actions are devastating to families.

Rep. Evans is working to ensure that the workers gets paid for the work they completed.
Legislation Aims to Make Procurement Process Easier to Build Illinois Roads
Rep. Evans passed HB2981 in the Illinois House of Representatives to allow the Illinois Department of Transportation and Illinois Tollway to implement the Design Build procurement process.

As a result of listening to and engaging with engineering and construction firms throughout the years, Marcus pushed to help make this innovative project delivery methods available.

  • Trailer Fee & Dealership Parity (SB 58): Lower small trailer license fees and restores the full credit trade-in rates that had been capped at $10,000. Rep. Evans Chief Sponsored

  • Urging Congress to Decriminalize Cannabis (HR 671): Collectively calls for the US Congress to take cannabis off of the Schedule 1 Drug List. Rep. Evans Chief Sponsored

  • Workers Rights Amendment (SJRCA 11): Bans terrible and salary reducing "Right to Work" laws. Rep. Evans Chief Sponsored

  • Balanced budget: This year’s budget protects our state’s most vulnerable, invests in infrastructure and job creation, and maintains sound fiscal responsibility with early debt repayments.

  •  Affordable housing (HB 2621): we passed comprehensive affordable housing bill that will leverage hundreds of millions in public and private investment to build and renovate thousands of affordable homes in our state.

  • Women’s Health (HB 155, HB 3317) : We protected women’s health rights by allowing SNAP and other programs to be used for menstrual products and taking steps to standardize state support systems for survivors of domestic violence.

  • Ethics (SB 539): We created statutory term limits for leadership and passed a comprehensive ethics package that limits the revolving door and outright bans legislators lobbying their own unit of government.

  • Elections (SB 825): We passed an elections bill that significantly improves voter access and protects our systems from hacking. 

  • Illinois Way Forward (SB 667) / Public Defender (HB 2790): We strengthened our commitment to protects immigrants as they interact with local law enforcement and allowed the Cook County Public Defender’s Office to defend them during deportation proceedings.

  • Black Caucus Pillars: We passed and funded our Black Caucus pillars working toward equity in health, education, and our economy.

  • Cannabis Regulation Improvement (HB 1443): Passed legislation that takes steps to restore the equity provisions that the original cannabis bill attempted to address by increasing licensing opportunities for minorities and better designing eligibility criteria to meet the social equity goals.
