With its soaring Peace Tower, Copper Roofing and Local Nepean sandstone, the Gothic Revival-style Centre Block within Ottawa, Ontario’s Parliament Complex has housed Canada’s government and been a symbol of Canadian nationhood for over 150 years. Thanks to the largest and most involved retrofit of a national landmark in Canadian history—involving Ottawa-based electrical contracting joint venture firm TWZ Group Inc.—Centre Block will receive a range of upgrades to bring the vital and historic structure into the 21st century and position it for future functionality and success.

In Ottawa,"we knew that the Parliament Hill project was coming for 15 years," said Johannes Ziebarth, president and CEO of second-generation Ziebarth Electrical Contractors Ltd., Ottawa, CEO of TWZ Group and current chair of the Electrical Contractors Association of Ottawa. "Seven years ago, the project gained momentum as administrators reached out to area contractors for prequalification and shared details on the scope of the $5 billion, 10-year project and how the federal government would be structuring it."

ELECTRI International- Workforce Survey - Canada

ECAO has been selected by ELECTRI International to assist in their ongoing research to better understand the expectations of today’s electrical construction workforce. ELECTRI is the R&D arm for the electrical contracting industry. This survey has been thoughtfully created by academic researchers and industry professionals to help us capture specific knowledge of electricians at different phases of their careers. To help you get this survey to your field personnel you can share the link and QR code provided below. ELECTRI has had a lot of success with foreman sharing the QR codes on their jobsites with their teams

Please let your workforce know that their survey responses are completely anonymous. We ask that everyone taking the survey try to answer all the questions. If you are uncertain about a particular response, leave that answer blank. A “blank” will keep us from skewing our data and will also help us identify opportunities to refine our questions for others who take the survey in the future.

We sincerely appreciate you taking time out of your busy day to help support this research. We hope this initiative will help retain and attract top talent for our contractors.

OCCUPATIONAL HEALTH & SAFETY

Changes to Requirements Related to Cranes Used at Construction Projects

Ontario is updating its regulations to improve crane safety on construction sites to keep workers and the public safe and avoid work stoppages.

Amendments to various crane-related provisions of O. Reg. 213/91 (Construction Projects) under the Occupational Health and Safety Act (OHSA) include:

  • Clarifying or adding new design, installation, maintenance, inspection, and record-keeping requirements.
  • Requiring more comprehensive inspections of tower cranes, including referencing the Professional Engineers of Ontario's practice standard for tower crane review, and clarifying and expanding the role and responsibilities of professional engineers in the design, erection, and inspection of tower cranes.
  • Introducing new, and updating existing, references to relevant national and international standards relating to the design and operation of tower cranes.
  • Addressing advances in technology, including adding and amending requirements that take into account specific operational needs for self-erecting tower cranes.
  • Clarifying requirements for cables, slings and rigging that apply to all cranes and cover hoisting operations by other equipment.

Amendments to O. Reg. 420/21 (Notices and Reports Under Sections 51 to 53.1 of the Act - Fatalities, Critical Injuries, Occupational Illnesses and Other Incidents) under the OHSA have also been approved. The amendments will add a new requirement for the ministry to be notified of a failure to control a crane or a load, including any rigging failure, and for an engineer’s report on the cause of the incident.

Most amendments will come into force on January 1, 2024. Other requirements, including those that may require equipment upgrades, will come into force on January 1, 2025, to provide stakeholders with additional time to comply with the changes.

The Ministry of Labour, Immigration, Training and Skills Development (MLITSD) held public consultations on proposed amendments relating to tower cranes and other cranes. These changes are driven by industry groups representing both management and labour, while ensuring red tape is kept to a minimum without compromising worker safety.

For more information on the amendments, please see the amending regulations O. Reg. 241/23 and O. Reg. 242/23. The amendments have been consolidated into the e-Laws version of O. Reg. 213/91 and O. Reg. 420/21.

If you need help understanding your responsibilities under the OHSA, you can visit ontario.ca/page/occupational-health-and-safety-act-ohsa, or call the Health and Safety Contact Centre at 1-877-202-0008.
