A Reminder!: Alberta Energy Information Bulletin 2019-01: Crown Mineral Authorization for Disposal
A reminder that on June 24, 2019, Alberta Energy announced that the disposal activities in a soon to be or recently expired/cancelled PNG agreement will need Crown authorization to continue disposal activities . This includes all active AER disposal schemes. It is recommended that disposal scheme operators monitor the status of PNG rights and apply for a Crown authorization as necessary.

AER Bulletin 2019-19: Directive 050 Updated With New Soil Endpoint and Post-Disposal Sampling Values for Zinc

On August 1, 2019, the AER released a new edition of Directive 050: Drilling Waste Management . In this edition, the zinc endpoint in table 3.4 and the threshold zinc concentrations in table 3.5a were updated to align with the latest edition of the Government of Alberta’s Alberta Tier 1 Soil and Groundwater Remediation Guidelines.

AER Bulletin 2019-20: Public Land Disposition Applications Moving to OneStop
Effective August 22, 2019, submissions as outlined in Bulletin 2019-11: Public Land Disposition Applications Moving in OneStop moved from the Electronic Disposition System to OneStop.
 
Manual 018: OneStop PreApplication Manual outlines preapplication considerations for operators applying through the AER’s OneStop system for public land dispositions for energy resource activities. There are also help videos posted on the AER website.

Debugging of the updated Onestop is occurring over the month of September. Any bugs that are encountered should be reported to the AER’s customer compliance centre- please add a link or email address.

Important: Mineral surface lease ( MLS) renewals now have to be submitted via OneStop at a minimum one year prior to the lease expiration date. Eventually there will be only one term, as short term renewals (5 years) are being replaced by 25 years term renewals. 2019 is considered year one. As such, if you have expiries in 2019, they will have to be renewed as an overholding tenant until the lease qualifies for the 25 year term.

Applications submitted upto August 20, 2019 will be dispositioned under the old system, while applications submitted after August 22, 2019 will be dispositioned under the new system.

Well licensing will be migrating to OneStop. Watch for the sign up for the Well Licensing Information Session to be held the end of September 2019 and the Well Licensing OneStop training to be held at the end of October 2019.

Alberta Energy Information Letter 2019-28: Curtailment Extension to December 31, 2020 and other changes to the Curtailment Rules
On August 20, 2019, Alberta Energy released amendments to the Curtailment Rules including extension of the curtailment legislation to December 31, 2020 and an increase to the base deduction to 20,000 bbl/d. The changes will take effect for October 2019 production.

Alberta Energy Information Bulletin 2019-02: Alberta Petroleum and Natural Gas (PNG) Tenure Business Seminar
On August 23, 2019, Alberta Energy announced an upcoming PNG Tenure Business Seminar on October 2, 2019 in Calgary. It is most suited to people who are new to PNG tenure or who would like to refresh their knowledge base. There is no cost to register for this session, but you must do so before September 25, 2019.

BCOGC Industry Bulletin 2019-19: Proposed Activities Must Be Considered Within Established s. 16/17 Land Act Dispositions
On August 29, 2019, the BCOGC announced that a new application or an amendment application submitted through the Application Management System, must consider proposed activities, which fall within a s.16 or s.17 Land Act disposition established by the Ministry of Forests, Lands, Natural Resource Operations and Rural Development (FLNRORD). For these activities, applicants must complete a FrontCounter BC Application Form and submit it to FLNRORD.

ECON: Notice to Oil and Gas Industry on the Proposed Pipelines Administration and Licensing Regulations

The Ministry of Energy and Resources is consulting with the oil and gas industry on The Pipelines Administration and Licensing Regulations (PALR) and Directive PNG034: Saskatchewan Pipelines Code (PNG034) until September 9, 2019.

PALR and Directive PNG034 will replace requirements prescribed in The Pipelines Regulations, 2000, which will be repealed. The new regulations are expected to come into effect on November 12, 2019.
