SHRIMP TRADE ACTION
For several months, shrimpers, packers and dealers have been working on trade action which is a new anti dumping investigation of frozen warm water shrimp from Ecuador, India, Indonesia and Vietnam. Those working on this are from the states of North Carolina thru Texas. This next stage requires those involved in the fishery to fill out questionnaires which needs to be submitted to the International Trade Commission before July 26, 2024.
This ITC investigation is being carried out to determine if unfair trade practices by other countries importing shrimp to the U.S have caused harm to our domestic shrimpers and if higher tariffs are necessary. In order to show harm, the domestic industry MUST FILL OUT THE QUESTIONNAIRE ACCURATELY AND SUBMIT IT TO THE ITC BY JULY 26th!!!!
We all know what’s happening, especially as it deals with IMPORTS. Let’s do something about it from a legal perspective!
You should be able to get your data from the dealer you packed with. If you need to get it from the Division, you need to go in person or provide a notarized request since it's confidential information. They are not fully staffed so no telling how long it would take to get that info.

USITC AD/CVD Investigations of Frozen Warm water Shrimp--Questionnaires
Please find on the below link, the U.S. fishermen questionnaire for the USITC AD/CVD investigations on imports of warm water shrimp from Ecuador, India, Indonesia, and Vietnam and other documents.
Please complete the questionnaires electronically in the MS Word document and have them submitted online or by email. Instructions for filing your response can be found on last page of the questionnaire. All U.S. shrimp fishermen/harvesters should complete the U.S. Fishermen's Questionnaire and return it to the ITC by July 26, 2024.
NOTE: YOU CAN PRINT THE QUESTIONNAIRE TO FILL OUT BUT YOU MUST GO BACK TO THE US SHRIMPERS QUESTIONNAIRE ON A COMPUTER AND FILL YOUR DATA AND INFORMATION ON THE ORIGINAL MS WORD FORMAT QUESTIONNAIRE SO THAT YOU CAN SUBMIT BEFORE THE DEADLINE.
TWO WAYS TO SUBMIT YOUR COMPLETED QUESTIONNAIRE ARE:
1. Upload via Secure Drop Box.-Upload the MS Word questionnaire along with a scanned copy of the signed certification page (page 1) through the Commission's secure upload facility: Web address: https://dropbox.usitc.gov/oinv/ Pin: FWWS Phase: Final
2. E-mail the MS Word questionnaire to calvin.chang@usitc.gov; include a scanned copy of the signed certification page (page 1). Submitters are strongly encouraged to encrypt nonpublic documents that are electronically transmitted to the Commission to protect your sensitive information from unauthorized disclosure.
The USITC secure drop-box system and the Electronic Document Information System (EDIS) use Federal Information Processing Standards (FIPS) 140-2 cryptographic algorithms to encrypt data in transit. Submitting your nonpublic documents by a means that does not use these encryption algorithms (such as by email) may subject your firm's nonpublic information to unauthorized disclosure during transmission.
If you choose a non-encrypted method of electronic transmission, the Commission warns you that the risk of such possible unauthorized disclosure is assumed by you and not by the Commission.
