SHA Announces Affordable Housing Data Project | |
SHA is proud to announce the launch of the Affordable Housing Data Project (AHDP). While progress continues in the creation of affordable housing in New Jersey, persistent municipal data gaps have challenged developers in creating meaningful partnerships and accessing municipal funding. The AHDP aims to collect and assemble critical municipal information in one easy-to-access database hosted by SHA. This new data tool will bridge the gap between resources available for housing development and the organizations who are working to create that housing. SHA will partner with Fair Share Housing Center in a new collaboration to bring this project to life.
SHA gratefully acknowledges the support from Valley Bank and M&T Bank which have made this innovation possible.

HUD Awards 19,000 Housing Choice Vouchers | |
|
HUD recently awarded more than 19,000 new Housing Choice Vouchers (HCVs) to almost 2,000 public housing agencies nationwide. Funding for the awarded HCVs, which totals over $214 million, was included in the fiscal year 2022 Appropriations Act. New Jersey received a total of 646 vouchers total as part of this funding. A press release from HUD notes that these HVCs mark the most expansive allocation of new flexible rental assistance in 20 years, with some communities receiving their first allocation of new HCVs in decades.
HUD’s press release also notes that the recently published fiscal year (FY) 2023 Fair Market Rents, which are an estimate of the amount of money that would cover gross rents (rent and utility expenses) on 40% of the rental housing units in an area, will make it easier for HCV holders to access rental housing in most markets. The FY23 FMRs, which will go into effect on October 1, will increase nationally by an average of approximately 10% to enable the HCV program to keep up with rent increases in the private rental market.

HHS Approves Groundbreaking Medicaid
Initiatives in Housing and Nutrition
| |
Initiatives will ensure children in Oregon have continuous Medicaid coverage until age six, and expand access to coverage addressing nutrition & housing needs in Massachusetts and Oregon
The U.S. Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), approved groundbreaking Medicaid section 1115 demonstration initiatives in Massachusetts and Oregon. Both demonstrations aim to test improvements in coverage, access, and quality with innovative approaches to ensure more eligible people retain their Medicaid coverage, including by approving Oregon’s demonstration to keep children enrolled in Medicaid up to age six — preventing gaps in coverage that can cause children to lose access to needed care in their formative early years.
The initiatives also take steps to address unmet health-related social needs, such as by giving Massachusetts and Oregon new authority to test coverage for evidenced-based nutritional assistance and medically tailored meals, clinically-tailored housing supports, and other interventions for certain beneficiaries where there is a clinical need.

Biden Administration Awards Over $1.6B For
Communities Addressing Addiction And Overdose Crisis
| |
The Biden-Harris Administration, through the U.S. Department of Health and Human Services (HHS), Substance Abuse and Mental Health Services Administration (SAMHSA), and the Health Resources and Services Administration (HRSA), announced that more than $1.6 billion has been awarded to communities throughout the country addressing the addiction and overdose crisis.
According to Centers for Disease Control and Prevention (CDC) data, more than 107,000 Americans died from drug overdoses in 2021. This was an increase of more than 15% from 2020.
The investments, made through SAMHSA’s State Opioid Response (SOR) and Tribal Opioid Response (TOR) grant programs, as well as through HRSA’s rural communities opioid response programs, will help communities looking to leverage every tool at their disposal. These newly awarded grant funds will help to provide resources for prevention, harm reduction, treatment, recovery supports for people in need, and more.

Biden-Harris Administration Takes Steps For More Medicare Nursing Home Transparency and Quality | |
In another effort to improve nursing home transparency, safety and quality, and accountability, the U.S. Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), is making additional data publicly available that provide more information about the ownership of all Medicare-certified nursing homes. This data will, for the first time, give state licensing officials, state and federal law enforcement, researchers, and the public an enhanced ability to identify common owners of nursing homes across nursing home locations. This information can be linked to other data sources to identify the performance of facilities under common ownership, such as owners affiliated with multiple nursing homes with a record of poor performance.
The data file on nursing home ownership will be posted to data.cms.gov and updated monthly to help researchers, states, regulators and others analyze how ownership of particular nursing homes or groups of nursing homes impacts the quality of care nursing home residents receive. While intended primarily for researchers and state and federal agencies, the new nursing home ownership data will also be accessible to consumers through a link in the ownership section of Care Compare on the Medicare.gov website with the next update of the website on September 28th. CMS will work with consumers to obtain feedback on how best to present provider ownership information in a user-friendly way to support their health care decisions.

NJ Human Services Announces Pilot Program
To Provide Mental Health Screening &
Support To Individuals On Pretrial Release

TRENTON– In an effort to ensure better outcomes for defendants with serious mental health needs who are on pretrial monitoring, Human Services Commissioner Sarah Adelman recently announced a new pilot program in Camden, Essex and Middlesex counties to identify and connect these individuals to mental health treatment and other vital social services. Under the state’s risk-based pre-trial release system, unless a detention motion is filed, a judge must issue a pretrial release decision within 48 hours of jail admission. Release decisions often occur on the same day, sometimes within 6 hours of admission, which can make it challenging to identify and provide treatment to an individual with serious mental illness before they are released.
The mental health diversion program is voluntary, and will provide support and connect individuals on pretrial monitoring to critical mental health, and co-occurring mental illness and substance use disorder treatment, housing, medical and other essential social service supports.
The Department awarded $1.25 million in funding to Oaks Integrated Care ($416,666) Camden Co; Legacy Treatment Services ($409,035) Middlesex Co.; and the Mental Health Association-Essex/Morris ($424,299) Essex Co. to develop the pilot program, which will provide screening, support, referrals for and provisions of community-based services to address the individual’s mental health and psychiatric rehabilitation needs. The goal is to identify individuals with a likelihood of a serious mental illness as early as possible in the jail or in the community once an Order of Pretrial Release is issued by the judge.

Open Access To Medications For
Opioid Use Disorder In Homeless Shelters

This Request for Proposals (RFP) is issued by the New Jersey Department of Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) to increase access to buprenorphine and other ancillary services for individuals with a substance use disorder (SUD) through current programming available at homeless shelters that are licensed by New Jersey Department of Community Affairs' Bureau of Rooming and Boarding House Standards and outlined in state regulation NJAC 5:15. These providers will develop the capacity to provide medication and support services for individuals who reside or drop in at homeless shelters. The intent of the program is to provide low threshold medication services to individuals with a SUD who present in these settings.
The successful bidder to this RFP will initiate medication for SUD and maintain the individual on that medication or transition the individual to a community provider, including, but not limited to: an Office Based Addictions Treatment (OBAT) provider or licensed treatment provider that can administer buprenorphine and other medications for SUD, as well as deliver the appropriate level of counseling, or other appropriate support service.
New Jersey has designated two Centers of Excellence (COE) in the treatment of SUDs, one at Rowan University/Cooper Medical School in Camden, New Jersey and another located at Rutgers University Medical School in Newark, NJ. The COEs offer free training, mentoring and telephonic assistance to prescribers or individuals who are becoming certified to offer medications that treat individuals with a SUD. These services will be available to assist the successful bidder. This RFP is funded through the Substance Abuse and Mental Health Services Administration (SAMHSA) Substance Abuse Prevention and Treatment (SAPT) Block Grant. Total annualized funding for this RFP is $2,975,000 subject to federal appropriations. DMHAS anticipates making up to seven (7) awards of up to $425,000 each.

Fair Share Housing New Report
Leveraging Funding and Land For Housing Development

CHERRY HILL - Fair Share Housing Center has released a report titled, Untapped Resources: How New Jersey Can Leverage State Financing and Land for Affordable Housing. The report details the effects of residential segregation and insecure housing on public health and makes recommendations for how New Jersey can fully implement the state’s existing Fair Housing Act to address the current affordable housing crisis in the state.
In July 2008, Governor Corzine signed legislation into law that made amendments to the Fair Housing Act. Among those amendments was a provision that requires a 20 percent set-aside of affordable units for low- and moderate-income households when residential units are financed in whole or part by the state or are developed in whole or part on property owned by the state. The Legislature in 2021 then added to this law by requiring a minimum 20 percent set-aside for all new housing developed under the $14 billion in tax credits allocated to the Economic Development Authority. As outlined in the report released today, these laws have yet to be implemented fully.
Among other recommendations, the report calls for the State to issue clear guidance to state agencies and developers about fair housing requirements for state-assisted projects.

Effective September 28, 2022, the Department of Human Services (DHS) will provide expedited approval of emergency hiring requests for direct support professionals and self-directed employees through December 31, 2022. Please note that effective October 15, 2022, DHS will revert to normal pre-employment drug testing procedures.

New Jersey Marks Passing Of Former Governor Jim Florio |
Former Governor Jim Florio, 85, a Navy veteran, former amateur boxer and proud New Jersey Democrat who represented South Jersey and the Camden waterfront in Congress, died on Sunday night.
A lifelong public servant, Governor Florio served in the legislature prior to going to Congress, and prior to becoming governor. In 1969 and 1971, he represented the 3rd Legislative District in the General Assembly, which covered portions of Camden. He was elected in 1973, together with Ernest F. Schuck, to represent the 5th Legislative District in the General Assembly, which covered portions of Camden County and Gloucester County; Florio resigned in 1975 to take a seat in the U.S House of Representatives.

ANCHOR Tax Relief Deadline To Apply Dec. 30th | |
Attention ANCHOR Applicants
The deadline for filing your ANCHOR benefit application is December 30, 2022. We will begin paying ANCHOR benefits in the late Spring of 2023. ANCHOR payments will be paid in the form of a direct deposit or check, not as credits to property tax bills. We are currently mailing ANCHOR benefit information mailers to homeowners and tenants. Allow until the first week in October to receive your mailer. Homeowners who filed a homestead benefit application last year may be able to obtain their ID and PIN numbers online. Tenants do not need an ID or PIN number to file. Visit the Division’s ANCHOR page for all filing information. Due to high call volume, the ANCHOR and Homestead Benefit Hotline may be unable to take your call at certain times. If that occurs, please try your call at another time. Our hours of operation are Monday through Friday from 8:30 a.m. to 5:30 p.m.

More than three million residents are eligible for up to $1,500 in property tax relief under the ANCHOR program.
To be eligible for this year's benefit, you must have occupied your primary residence on October 1st, 2019. You must also file (or be exempt from) NJ income taxes. Payments will be sent no later than May 2023. The deadline for filing is December 30th, 2022. ANCHOR replaces the Homestead Benefit program.

Homeowners
You are considered a homeowner if, on October 1, 2019, you:
- Owned a house,
- Owned a condominium and paid property taxes on your unit;
- Were a resident shareholder of a cooperative housing complex;
- Were a resident of a continuing care retirement community and your continuing care contract requires you to pay the proportionate share of property taxes attributable to your unit.
You do not qualify if your residence was completely exempt from paying property taxes or you made P.I.L.O.T. (Payments-in-Lieu-of-Tax) payments.

You are considered a tenant if, on October 1, 2019, you:
- Rented an apartment, condominium, or house;
- Rented or owned a mobile home located in a mobile home park.
You do not qualify if you lived in tax-exempt, subsidized, or campus housing.

NJSILC is in the process of preparing the next 3-year State Plan for Independent Living (SPIL), one of its federally-mandated duties.
As part of that process, Council is seeking input from people with disabilities regarding issues that are critical to their living as independently and inclusively as possible in their communities.
Examples of such issues include:
public transit, accessible housing, work readiness and employment assistance
training and education programs (including special ed), student transitioning from school to work accessibility to community services and activities such as voting, recreation, emergency preparedness
Also learn about: Independent Living Philosophy, CIL services, SILC’s role in the IL Network
Families, service providers and other disability stakeholders also are invited.
