DCA's Office of Homelessness Prevention is hiring for a new role within the office: Special Advisor, Regional Homelessness Collaboration Initiative – Essex County.
This role will work closely with the Essex County government, cities and towns within the county, local nonprofits, healthcare organizations, and persons with lived expertise to develop and execute innovative strategies to prevent and reduce homelessness. The incumbent will bring stakeholders together, help align efforts, look for duplications or gaps in services, and create a substantive 3-year plan to address unsheltered homelessness in the region.
The Special Advisor will also support data collection and analysis to inform decision-making, keep current on research and best practices in the field, provide guidance to OHP/DCA grantees operating in the region, and identify potential funding sources for homelessness prevention programs. This is a highly collaborative and consultative position for someone passionate about driving systemic change through relationship building and creating greater impact through intragovernmental coordination.

The Affordable Housing Alliance is seeking a Director of Housing Stability.
The Director of Housing Stability is an integral part of the AHA’s leadership team, overseeing a department that encompasses all of the AHA’s housing related services. Specifically, the Director oversees the Community Action Partnership Program (CAP), Emergency Adult Shelter, housing stability counseling as well as our other programs aimed at combating homelessness in Monmouth and Ocean Counties. The director ensures that the AHA’s strategic plan is implemented across programs and services, embodying the mission and vision of the agency.

Congratulations to our members, CSH and The Community Builders as they were part of 52 organizations who received a portion of $321.2 million from the U.S. Department of the Treasury’s Community Development Financial Institutions (CDFI) Fund. The CDFI Fund makes grants to certified CDFIs and nonprofit housing organizations through the CMF Program, which was established through the Housing and Economic Recovery Act of 2008. The 52 grant recipients, which collectively serve 48 states, the District of Columbia, Guam, and Puerto Rico, will use the CMF funding to finance the preservation and development of affordable housing and community facilities, such as health care clinics and workforce development centers, in low-income and underserved communities. | |

Grants will support fair housing education, outreach, testing, and enforcement activities.
WASHINGTON - The U.S. Department of Housing and Urban Development (HUD) announced that it is making $30,370,597 available to fair housing organizations across the nation working to fight housing discrimination. The funds will support a variety of activities, including fair housing education and outreach, testing and enforcement, through the Department’s Fair Housing Initiatives Program (FHIP).
Each year, HUD makes funding available to support organizations that enforce the nation’s fair housing laws and policies, as well as educate the public, housing providers, and local governments about their rights and responsibilities under the Fair Housing Act.
The categories of grants being made available today are:
- Education and Outreach Initiative (EOI) – $9,466,347 - EOI grants provide funds to eligible organizations to develop, implement, carry out and coordinate education and outreach programs designed to inform members of the public concerning their rights and obligations under the provisions of the Fair Housing Act. - Education and Outreach Initiative – Test Coordinator Training (EOI-TCT) – $500,000 - EOI-TCT grants provide funds to eligible organizations to support fair housing training courses in fair housing testing. Read the Notice of Funding Opportunities.
- Fair Housing Organizations Initiative (FHOI) – $3,700,000 - FHOI grants provide funds to eligible organizations to build their capacity and effectiveness to conduct fair housing enforcement related activities or to establish and support new organizations to engage in fair housing work, particularly in unserved and underserved jurisdictions. - Private Enforcement Initiative (PEI) – $16,704,250 - PEI grants provide funds to eligible organizations to conduct testing, investigate violations and obtain enforcement of the rights granted under the Fair Housing Act or substantially equivalent State or local laws. NJ DCA Funding Applications for Smart Move Program | |
The New Jersey Department of Community Affairs (DCA), Division of Disaster Recovery and Mitigation (DRM) is administering the Smart Move Program, which aims to assist local governments that partner with housing developers to construct affordable single-family housing in areas that have reduced flood risk from future storms. The application period is now open until April 4, 2024. The program will award a maximum of $15 million per project.
Local government units such as cities, townships, and counties are eligible to apply to the program if they are located in a county designated as being most impacted and distressed by Hurricane Ida. These counties include Bergen, Essex, Gloucester, Hudson, Hunterdon, Mercer, Middlesex, Morris, Passaic, Somerset, Union, and Warren. Developers will control the site, retain ownership of the development project, and sell the properties to eligible homebuyers.
In order to apply, local governments must partner with a developer on a housing development proposal. Developers may indicate interest in the program by registering here. Upon registration, developers will receive program updates and invitations to outreach sessions. Disability Rights New Jersey Launches
PERSON FIRST Investigative Report Into
Statewide Nursing Home Rights Violations

Over the span of sixteen months, from April 2022 through August, 2023, Disability Rights NJ visited 70 nursing homes throughout the state and interviewed hundreds of individuals with IDD living in nursing homes. This work has culminated in the report, "PERSON FIRST," detailing the findings. Disability Rights NJ found significant violations of state and federal laws, as they relate to the Americans with Disabilities Act (ADA), Olmstead v. L.C., and person-centered planning rights under the Home and Community-Based Services Settings Rule.
Nursing homes are institutions, and many of NJ’s nursing homes are grim hospital-like places to live, even for a short time – buildings are outdated and lack the ability to provide person-centered supports and services. Through this investigation and the investigation at Woodlands in 2022, Disability Rights NJ concluded the state has become over-reliant on institutions for people with disabilities, rather than investing in robust home and community-based settings, services, and supports. This practice has denied so many residents of these institutional settings the hope of community integration and autonomy. This is a violation of a person’s right to self-determination, or the choice of where to live, guaranteed by the NJ Constitution.
PERSON FIRST is organized into three Key Findings that, through the lens of the law, detail and analyze discoveries of Disability Rights NJ’s investigation:
- The State of New Jersey failed to collect and maintain complete, consistent, and accurate data related to individuals with IDD living in nursing homes and appears to be substantially undercounting the number of residents with IDD.
- New Jersey’s Preadmission Screening and Resident Review (PASRR) regulations and practices do not align with federal law and Centers for Medicare and Medicaid Services (CMS) technical assistance leading to the inappropriate and potentially unlawful institutionalization of individuals with IDD in nursing homes and denial of specialized services in nursing homes where appropriate.
- Throughout New Jersey, people with IDD end up living in nursing homes with little regard for, and at times, against their expressed preference for living in the community. The New Jersey Constitution and federal person-centered planning laws guarantee the right to express a preference for where one lives and to lead the person-centered planning process. People receiving long-term services and supports, including those with IDD, are frequently being denied these rights.

Shelters Are Serving an Increasing Number
of Older Adults: A Data Snapshot

As shared by the National Alliance to End Homelessness, according to the U.S. Department of Housing and Urban Development’s 2021 Annual Homelessness Assessment Report (Part 2), the number of older adults experiencing sheltered homelessness* is on the rise, with a marked increase in those experiencing chronic homelessness over the past three years. This growing population has extraordinarily high physical and mental health needs that the nation’s homelessness systems are not trained or resourced to appropriately meet on their own.
These findings reinforce the crucial need for alignment between homelessness and healthcare systems, social safety net programs, and the aging network. They further underscore the need for robust federal resources to prevent older adults from being forced from their homes, and to ensure that the housing and supportive services are available at scale to ensure older adults can be rehoused as quickly as possible.

New Video Series Explains Importance of
Low Income Housing Tax Credit

The ACTION Campaign launched a new video series, providing explainers on provisions in the Affordable Housing Credit Improvement Act (AHCIA) of 2023 (S. 1557 / H.R. 3238) that would expand and strengthen the Low-Income Housing Tax Credit. The ACTION Campaign is a coalition of over 2,400 national, state, and local affordable housing stakeholders co-chaired by Enterprise and the National Council of State Housing Agencies (NCSHA).
It is comprehensive legislation to expand and strengthen the Housing Credit, our nation’s primary tool for developing and preserving affordable housing, and is estimated to finance nearly 2 million additional affordable homes over the next decade, supporting the creation of nearly 3 million jobs.

Senator Booker Introduces Legislation
to Protect Voting Rights of Unhoused Americans
| |
WASHINGTON, D.C. – U.S. Senator Cory Booker (D-NJ) introduced the Unhoused Voter Opportunity through Elections Act (Unhoused VOTE Act), legislation that would ensure that unhoused individuals can equitably exercise their right to vote. The legislation builds upon the legacy of the late Representative John Lewis who introduced similar legislation in the 1990s to protect the voting rights of unhoused citizens.
Currently, only 1 in 10 unhoused Americans vote each year due to obstacles related to voter registration, access to polling places, and information about elections. The Unhoused VOTE Act addresses these challenges through:
Voter Registration: The legislation would allow a confirmation of residence, signed under penalty of perjury, to be sufficient as proof of residency for voter registration. It would also designate shelters as eligible locations for voter registration.
Access to Polls: For jurisdictions that allow ballot dropboxes, the bill would mandate that dropboxes be placed in accessible locations determined in consultation with relevant stakeholders.
Voter Identification: The legislation would allow the use of IDs issued by criminal justice entities as valid voter identification.
Election Information: The bill would require online outreach and resources regarding voting rights for unhoused people to be made available and circulated to relevant stakeholders.
Grant Program: A grant program administered by the Election Assistance Commission (EAC) will be established to support initiatives aimed at increasing unhoused individuals' access to voter registration and voting.
The legislation is cosponsored by U.S. Senators Elizabeth Warren (D-MA), Alex Padilla (D-CA), and Mazie Hirono (D-HI).

Attached is information about an exciting opportunity for individuals with I/DD of all ages to get involved in a statewide self-advocacy movement as part of a grant through the NJ Council on Developmental Disabilities: The Center for Advocacy Leaders.
For no cost, the group is open to all NJ individuals with disabilities ages 14 and up. Accepted applicant individuals are paid to attend the sessions.

DDD Update:
NJCAT Stakeholder Survey Released

The Rutgers Developmental Disabilities Planning Institute (DDPI) is conducting a multi-step research study to evaluate the NJCAT (NJ Comprehensive Assessment Tool) currently used by the NJ Division of Developmental Disabilities (DDD). To begin, DDPI staff met with forty stakeholders, including DDD program staff, to discuss areas for improving the NJCAT. Using the information gathered in those discussions, DDPI created a web survey for all DDD stakeholders, called the NJCAT Stakeholder Survey.
Recently, DDPI sent an email invitation to complete the web survey to people receiving DDD services and/or their guardian (if they have one) and to DDD/Medicaid approved providers. All DDD stakeholders are invited to complete the NJCAT Stakeholder Survey. It is anonymous and takes about 15 minutes to complete. The information collected will be used to help guide a revision of the NJCAT.
The NJCAT Stakeholder Survey closes at midnight on Tuesday, October 17, 2023.

US Government Providing 4 Free COVID Tests | |
Beginning earlier this week, any household in the U.S. can again order four free
COVID-19 tests from Covidtests.gov. The reopening of Covidtests.gov was announced last week by the Biden Administration, in addition to a $600 million investment across
12 domestic COVID-19 test manufacturers to improve the nation’s capacity to manufacture tests.
The U.S. Department of Health and Human Services (HHS) indicated in a news release that the tests that will be sent out will be able to detect the currently circulating COVID-19 variants, and are intended for use through the end of 2023.

Funding Gaps Caused By Pandemic

The Construction Inflation Fund is a pilot program established to provide grants for real estate development projects that have experienced increased construction costs and project funding gaps resulting from the COVID-19 pandemic.
Funding availability:
Grants of $500,000-$5M, Up to 20% of Total Project Costs covered
Eligibility:
- Small businesses undertaking real estate projects with at least $5M of total project costs
- Experienced a COVID-19 induced funding gap
Applications must be submitted by October 19, 2023 at 5:00pm.

Pre-Applications for Jumpstart Program

The Housing and Community Development Network of NJ (the Network), with the support of NJ’s Department of Community Affairs (DCA), announced the launch of a new program providing comprehensive training and certification for quality affordable housing production. Available to nonprofit community developers with a focus on Black, Indigenous, People of Color (BIPOC) developers, the Jumpstart Program focuses on homeownership development to help close NJ’s racial wealth gap.
Supported by the NJ Affordable Housing Trust Fund, the Jumpstart Program is a multiyear program that will be available to organizations, including those that have faced financial hardship and wish to grow or reestablish their development programs. Utilizing experts in the field to serve as trainers and consultants, program participants will receive comprehensive training, stepping through all phases of the development process including planning, acquisition, financing, project management and more. Participants will also learn about developing a business plan, marketing tools, community outreach, and preparation of potential homeowners through housing counseling. Rhonda Coe, of R.B. Coe Consulting LLC, will lead the initiative.

To help nonprofit CEO and board chairs recognize the challenges and opportunities
necessary to build a strong CEO and board partnership, DCM Associates has
developed, in collaboration with R&J Strategic Communications, a national survey for
nonprofit CEOs and board chairs that will measure and identify many of the key
strategic issues, challenges and opportunities confronting today’s nonprofit leaders
and board chairs.

Free Fall 2023 SOAR Online Course: Adult Curriculum | |
The SOAR Online Course: Adult Curriculum from SAMHSA trains case managers to assist eligible adults who have a serious mental illness, medical impairment, and/or a co-occurring substance use disorder to apply for the Social Security Administration (SSA) disability programs: Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI). The techniques taught in the SOAR Online Course can improve the quality and completeness of any application for SSI/SSDI, however, the label “SOAR” should only be used on SSI/SSDI applications for persons who are experiencing or at risk of homelessness.
The SOAR Online Course consists of seven classes, each of which has a series of articles, short quizzes, and a practice case. This practice case provides an opportunity for case managers to apply what they have learned by completing an SSI/SSDI application packet for a fictional applicant using SOAR techniques. Video interviews, medical records, and progress notes provide the information needed to complete five SSA forms and write a Medical Summary Report (MSR) for the fictional applicant.
The complete application packet is submitted to the SAMHSA SOAR Technical Assistance (TA) Center for review. Upon approval, the participant will receive a certificate of completion and 20 continuing education (CE) contact hours from the National Association of Social Workers (NASW). There is no charge for this course.
During the course, we will check-in weekly via MS Teams (4 calls) as a group to ask and answer questions, give status updates, and clarify any issues with the training. Note that while you will complete the course as part of a cohort, each case manager must do his or her own work. When you enroll in the SOAR Online Course: Adult Curriculum, you will need to agree to the following statement: In completing the online curriculum practice
case, case managers are required to do their work independently and not copy others or submit "joint" work. This is a requirement to receive a SOAR certificate of completion and 20 CEUs from the NASW.
After the course, we will hold a SOAR Online Course Review Session via MS Teams, which gives you the opportunity to confirm and clarify information learned online and discuss local processes and tracking outcomes. Participants will be provided with a materials and tools packet that includes sample SSA forms and key SOAR worksheets and reference documents.

On behalf of the Department of Human Services’ Division of Mental Health and Addiction Services, Department of Health, and the Department of Children and Families, registration is now open for the 2023 Virtual Suicide Prevention Conference – Embracing Life: 988 and the Path to Hope. The event will be held on Thursday October 19, 2023 from 9:00-3:30 EST.
Learn from keynote speakers (Dr. Clancy Martin and Dr. Petros Levounis), panel discussions and breakout sessions. Topics to be covered include 988 and the Crisis Continuum, firearm safety, youth suicide, the crucial role of peers, vulnerable population, and passive suicide. You will also hear from loss survivors and first responders in relation to suicidality.

National Core Indicators-Intellectual and Developmental Disabilities (NCI-IDD): Using Data for Quality Improvement and System Change
National Core Indicators-Intellectual and Developmental Disabilities (NCI-IDD) is a rich source of data for New Jersey and other participating states. NCI-IDD surveys collect data directly from people receiving services, their families, and provider agencies in the state on critical life outcomes such as satisfaction, choice and decision-making, safety, person-centered service experiences, employment, access, and more. In addition, the NCI-IDD State of the Workforce Survey reports data on the direct support professional (DSP) workforce supporting adults in the DD system. This presentation will explain NCI-IDD, how the data are collected and disseminated, and how state policy-makers, provider agencies, advocates, and other interested groups can use the data to affect change.
