Biden Administration Releases American Jobs Plan
Housing Sees Major Investment Goals
|
|
The White House released a fact sheet detailing the Biden-Harris Administration’s American Jobs Plan’s proposed housing investments. The American Jobs Plan calls for pairing $213 billion in direct funding with more than $100 billion in new and expanded tax credits, an investment that is expected to produce, preserve and retrofit more than two million affordable and sustainable homes across the U.S. Specifically, the American Jobs Plan would expand the Low-Income Housing Tax Credit (Housing Credit) by investing an additional $55 billion in the Housing Credit program, which would be paired with supplemental funding for a set of housing assistance programs, including $35 billion for the HOME program, $45 billion for the Housing Trust Fund, $12 billion for the Capital Magnet Fund and $2 billion for Project-Based Rental Assistance.
Collectively, these investments are expected to help finance the construction or rehabilitation of more than 1 million affordable rental housing units. Additionally, the Administration’s infrastructure proposal would invest $40 billion to rehabilitate and preserve public housing; allocate $2 billion to a new Community Development Block Grant program for resilience activities; create a $5 billion federal program to incentivize jurisdictions to address zoning barriers to housing production; and launch a new federal tax credit that is based on the bipartisan Neighborhood Homes Investment Act to build and rehabilitate more than 500,000 homes.

Youth Homelessness Demonstration Program
Notice of Funding Now Available
|
|
The Notice of Funding Opportunity (NOFO) for FY 2019 and FY 2020 Youth Homelessness Demonstration Program (YHDP) is now available. YHDP is an initiative designed to address systemic responses to youth homelessness and significantly reduce the number of youth experiencing homelessness. Through this NOFO, HUD will award approximately $145 million in up to 50 participating communities (8 of which will be rural). HUD strongly encourages all communities to consider applying.
The deadline to apply for YHDP funding is July 27, 2021.

Murphy Administration Announces
Affordable Housing Trust Fund Awards
|
|
The funded project include:
- 10 single housing units by Parkside Business & Community In Partnership, Inc. in Camden
- 3 and 4 respective rental units, 7 total, by New Jersey Community Development Corporation in Paterson
The awards are given to smaller rental and homeownership housing projects sized at 25 or fewer units, which often have difficulty obtaining financing. These projects will fill the gaps within the existing affordable housing ecosystem, build on current assets and investments, and add value to neighborhoods. The projects are also being developed by community-based organizations that have a strong connection to the housing equity issues in their communities. All housing units receiving AHTF funding must be deed-restricted for a minimum of 20 years.

NJEDA Opens Phase 4 of
Small Business Emergency Grant Program
|
|
Phase 4 of the New Jersey Economic Development Authority (NJEDA) Small Business Emergency Assistance Grant Program provides grants up to $20,000 to small- and medium- sized businesses and non-profits that have been negatively impacted by the COVID-19 pandemic. Pre-registration for Phase 4 reopened at 9:00 a.m. on Wednesday, May 26, 2021. Business owners who did not pre-register in April can pre-register at programs.njeda.com. Businesses that have already applied for Phase 4 funding can check their application status at programs.njeda.com.
Pre-registration and grant applications will be available in English and Spanish. The NJEDA is also offering interpretation services to support speakers of ten additional languages: Arabic, Chinese (Mandarin and Cantonese), Gujarati, Hindi, Italian, Korean, Polish, Portuguese, and Tagalog.
The State recently announced plans to enact an additional $235 million in State funds for various small business relief programs administered by the NJEDA. $200 million of this funding will be used to fulfill all eligible pending Phase 4 small business grant requests.
Business Are Required to Pre-Register
Businesses must pre-register to apply for Phase 4 grant funding. Pre-registration will remain open until 5:00 p.m. on Wednesday, June 30, 2021. Pre-registration is not first come, first served, but businesses are encouraged to begin the process as early as possible.

NJ State Seeks Public Input on
HCBS Services Medical Assistance Spending Plan
|
|
The public is invited to participate in a public listening session to inform the development of New Jersey's Home and Community-Based Services (HCBS) Federal Medical Assistance Percentage (FMAP) FMAP Increase Initial Spending Plan.
As part of the American Rescue Plan, Congress provided a temporary 10% increase in the Medicaid FMAP rate on Home and Community-Based Services. In order to claim this enhanced federal funding, states must develop a detailed spending plan for reinvesting these dollars to enhance or support HCBS. Follow-up guidance from CMS, which can be found here, requires states to submit spending plans for this increase in federal funds for HCBS by June 12, 2021. New Jersey wants to support independence, community options, and person-centered care through a system that serves people the best way possible.
To support development of this spending plan, the State is hosting an open public listening session to solicit feedback.
The State is asking individuals interested in participating to register in advance of the sessions and submit any written comments or questions to Jonathan.Tew@dhs.nj.gov.

Social Security Administration Adds New
Online Wage Report Options for SSI Recipients
|
|
The my Social Security online portal now accepts wage reports electronically from Supplemental Security Income (SSI) recipients and deemors, concurrent beneficiaries, and representative payees. These individuals can also print or save a receipt of their reports. This capability had been available only to Social Security Disability Insurance (SSDI) beneficiaries and their representative payees. Providing this service was a requirement of section 826 of the Bipartisan Budget Act.
This new application makes it possible to avoid visits to a field office to report wages in person and allows the wage reporter to print or save a receipt. But users must still contact an office to report when they first start working for each new employer. It’s also important to note that representative payees are able to report wages, but won’t have access to beneficiaries’ or recipient’s other information.

NJ DHS Extends Extra SNAP Benefits in June
|
|
Human Services has been providing NJ SNAP households with maximum benefits since March 2020 when the pandemic began. Under a change implemented in April by the U.S. Department of Agriculture (USDA), New Jersey households that had already been receiving that maximum available SNAP benefit are also now also eligible for the temporary extra assistance. A 15 percent increase in SNAP benefits also remains in effect through September. With the upcoming June extra payments included, Human Services will have distributed $769.3 million in supplemental monthly SNAP payments to households since March 2020.

Disability Inclusion and Employment

The chief executives of Apple, Google, Coca-Cola, Procter & Gamble, Sony and hundreds of other international organizations are committing to advance disability inclusion. Each organization has made a public pledge to promote disability inclusion in one way or another. Some companies have appointed advisory boards or launched advertising campaigns featuring people with disabilities, while others like Tommy Hilfiger and Ugg have developed adaptive products and companies like Unilever and AutoTrader have enhanced employment opportunities.
As part of a second phase of the group’s efforts, 13 member companies will work together to facilitate a jobs portal made by people with disabilities, conduct a brand audit to learn more about consumers with disabilities and promote accessibility skills in upcoming technology professionals, among other efforts. Emergency Housing Vouchers Webinar Series

Emergency Housing Vouchers (EHVs) represent an exciting opportunity for collaboration between Continuums of Care (CoCs) and local Public Housing Authorities (PHAs). To help PHAs and CoCs prepare for these vouchers, HUD is hosting a series of webinars over the next few weeks. These webinars will highlight key elements of PIH Notice 2021-15: Emergency Housing Vouchers – Operating Requirements.
On May 10, 2021, HUD's Office of Public and Indian Housing (PIH) sent letters to 696 PHAs, inviting these PHAs to administer 70,000 EHVs. A list of PHAs invited to administer the vouchers is available at the Emergency Housing Vouchers page on HUD.gov.
