HUD Awards Housing Vouchers

For People With Disabilities In New Jersey

$414,076 in Mainstream voucher funding and $100,000 to cover additional

costs will make it easier for local housing authorities to assist New Jerseyans


WASHINGTON – The U.S. Department of Housing and Urban Development (HUD) announced the award of $24.7 million to 98 local public housing authorities (PHAs) across the country to provide permanent affordable housing to non-elderly persons with disabilities. This award allows PHAs to house up to 2,210 additional families and further support community integration for persons with disabilities.


In New Jersey, HUD awarded $414,076 in federal funding for 30 Mainstream housing vouchers and $100,000 to cover extraordinary administrative fees. SHA congratulates members Community Enterprises Corporation and North Bergen Housing Authority on receiving funding from these announced awards.

The housing assistance announced today was provided through the HUD’s Section 811 Mainstream Housing Choice Voucher Program. These resources help housing agencies assist non-elderly persons with disabilities transitioning out of institutional or other isolated settings, at serious risk of institutionalization, homeless, or at risk of becoming homeless. Mainstream partners, including Centers for Independent Living, state protection and advocacy agencies, Medicaid agencies, and Continuums of Care, collaborate with the PHAs to assist with the application and housing search process.


To help PHAs address rental market conditions creating challenges with Mainstream leasing, HUD awarded new vouchers and extraordinary administrative fees. The $5 million of extraordinary administrative fees awarded in this round of funding to 88 PHAs can be used to support housing search and leasing up of eligible applicants, in addition to easing costs related to the retention, recruitment, and support of participating owners. This funding can also be used for security deposits, signing bonuses, vacancy payments, and damage mitigation, allowing PHAs to improve their processes so families can use their Mainstream vouchers successfully.

NJ DCA Section 8 Housing Choice Voucher

Applications Open January 17th

Please be advised that DCA will be accepting Section 8 Housing Choice Voucher Pre-Applications beginning January 17, 2023 at 9 AM EST until Friday, February 3, 2023, at 5:00 PM EST.


The New Jersey Department of Community Affairs (DCA), Division of Housing and Community Resources (DHCR) will be accepting Section 8 Housing Choice Voucher Program pre­ applications online at: www.WaitlistCheck.com/NJ559 for the Section 8 Housing Choice Voucher (HCV) Program waiting list state-wide. The Section 8 Housing Choice Voucher Program is a federally funded program that provides housing subsidies to New Jersey residents, so that they can obtain decent, safe, and sanitary housing. Persons applying to the waiting list must be eighteen (18) years of age or older to apply or be an emancipated minor and meet all applicable federal income and eligibility requirements. A total of 20,000 households will be selected through a random lottery system and be placed on the Section 8 Housing Choice Voucher Program waiting list.

Gov. Murphy Signs Bill Speeding Construction Permitting And Makes Progress On More Affordable Housing

ELIZABETH, NJ — Governor Phil Murphy today signed A573, which makes several changes to the Uniform Construction Code (UCC) Act designed to speed up the construction permitting process. The bill codifies a three-day construction inspection turnaround from the date of the requested inspection and allows for developers to contract with private on-site inspection agencies if local construction officials cannot complete the inspection within three days of the requested date. The bill brings New Jersey in line with several other states where private sector inspections supplement government inspections. The ultimate approval and sign-off on a certificate of occupancy will still come from local construction officials. 


In addition to the bill signing, Governor Murphy, along with Lt. Governor Sheila Oliver, announced the award of more than $19 million to organizations across the state through the Affordable Housing Trust Fund (AHTF), National Housing Trust Fund (NHTF), and the HOME Community Housing Development Organizations (CHDO) Production Program. A total of 17 developers were awarded these funds totaling a $19,082,545 investment towards 79 units.


SHA congratulates members Garden State Community Development Corporation, Salt & Light Company, Inc. Triple C Housing, and the Affordable Housing Alliance on their awards toward more affordable housing units.

Governor Murphy Will Deliver In-Person

State Of The State Address Next Week

Gov. Phil Murphy announced that he’ll deliver the 2023 State of the State Address in the Assembly Chamber at 2 p.m. next Tuesday, January 10. It will be Murphy’s first

in-person State of the State since 2020; the last two addresses were both virtual due to COVID concerns. The address will also be livestreamed on the governor’s YouTube channel.


The governor is likely to focus on a number of policy victories his administration has notched in the past year, including ANCHOR, a major property tax relief program. While the address will be the first in-person State of the State in three years, Murphy did convene the full legislature in March of last year for his annual budget address.

NJ Medicaid Eligibility Processes Resuming In April 2023

The following has been shared by the New Jersey Division of Medical Assistance and Health Services:

 

As many of you know, we had been anticipating an announcement from the federal government about the end of the COVID-19 Public Health Emergency (PHE). Late in 2022, we began to hear that Congress might separate the Medicaid continuous enrollment requirement from the ongoing PHE – and they in fact did so in late December, in the omnibus spending bill signed into law by President Biden on December 29, 2022. As a result, while the PHE continues, states are now required to resume Medicaid eligibility processes beginning April 1, 2023

 

We are anticipating guidance from the federal Centers for Medicare & Medicaid Services in early January, and we will be prepared to share an update with you at our February 1 meeting of the Medical Assistance Advisory Council. We will also be updating our StayCoveredNJ website, removing references to the end of the PHE and clearly stating the April 1 date for when eligibility processes will resume. Please visit our Community Toolkit page for posters in English, Spanish, and 19 other languages.

 

In the meantime, here are the two most important things for our NJ FamilyCare members to know:

  • Make sure NJ FamilyCare/Medicaid has your correct mailing address
  • Members can confirm or update their contact information by calling NJ FamilyCare at 1-800-701-0710 (TTY: 711). NJ FamilyCare will use this information to communicate with members about their healthcare coverage.
  • Respond to mail from NJ FamilyCare/Medicaid
  • Members need to look for and respond to mail from the State of New Jersey or their local County Board of Social Services. If NJ FamilyCare requests information, they need to respond right away to avoid a gap in their NJ FamilyCare coverage.


Attendees of the SHA Conference this past November had an opportunity to learn about these updates through a workshop led by Jennifer Langer Jacobs, the Assistant Commissioner for the Division of Medical Assistance & Health Services at the NJ Department of Human Services.

DMHAS Releases 9-8-8 Managing Entity RFP

The Division of Mental Health and Addiction Services (DMHAS) released a Request for Proposals (RFP) for a 988 Suicide and Crisis Lifeline Managing Entity.

 

There will be one award with annualized funding of $2 million though the initial contract term will be from April 1, 2023 through June 30, 2024.

988 Suicide and Crisis Lifeline Managing Entity

 

Purpose:

This Request for Proposals (RFP) is issued by the New Jersey Department of Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) for a Managing Entity for the New Jersey 988 Suicide and Crisis Lifeline system.

 

Procedure to apply

Effective January 3, 2023 the RFP is available at https://www.state.nj.us/humanservices/providers/grants/ and https://www.nj.gov/humanservices/dmhas/provider/funding/ 

 

A proposal must be submitted that comports with the RFP requirements and instructions.

Request For Funding Applications For

Services On Overdose And Harm Reduction

The National Council for Mental Wellbeing, with support from the Centers for Disease Control and Prevention (CDC), is excited to announce an upcoming grant funding opportunity to support overdose prevention efforts.


Through a competitive Request for Funding Applications (RFA) process, the National Council will select up to 25 community behavioral health organizations, harm reduction organizations and other community-based organizations. Funding will support organizations to implement evidence-based or promising strategies to enhance and expand critical services that reduce the risk of overdose by increasing engagement in evidence-based and innovative harm reduction strategies, linkage to care and peer support services. The RFA will launch on Jan. 9, 2023.


Awards will be made in amounts of up to $100,000 for yearlong projects beginning in March 2023. In addition to funding, selected sites will receive and participate in training and technical assistance (TTA) opportunities.


Eligible applicants include community-based organizations in the U.S. that provide services within a city or county with a population of 400,000 people or more. Applicants should use the 2020 - 2021 U.S. Census population totals to confirm city or county eligibility.

Multifamily Construction Helping To

Slow Rental Costs And Increases

An article in the Wall Street Journal notes that a wave of construction in multifamily buildings has helped to absorb the dual demand shocks of higher household formations driven by the pandemic and the desire among some households to move out of expensive housing markets to secure the advantages of lower costs of living elsewhere. As a result, apartment vacancies are mounting, and rental price increases have slowed considerably. By the end of 2023 almost half a million new multifamily units are expected to be finished—the highest annual production numbers since 1986. Yet, high costs for homes and mortgages may serve to shore up the rental market by making renters of those who would prefer to buy, thus preserving some level of demand. Diminishing rent growth would act as a check on inflation and provide some relief to tenants who struggle to keep up with rents. A recent Enterprise blog post notes that in 2021 more than 51% of all renters spent at least 30% of their incomes on rent and other housing costs. 

NJ Transit Access Link Improvements On The Way

NJ Transit agreed to make improvements to its Access Link services for people with disabilities as part of the latest settlement with the U.S. Attorney's Office for the District of New Jersey. The lawsuit was sparked after a complainant alleged he dealt with poor telephone performance, plus untimely pickups and drop-offs due to capacity constrains.


The terms of the 10-page agreement were announced Thursday. Here are the improvements that have to be made:



  • In six months, 85% of hold times can be no longer than 2 minutes; in 12 months, it has to be 95% of callers.
  • In six months, 90% of individuals calling into any of its paratransit telephone lines shall experience a hold time of no longer than 5 minutes; in 12 months it has to be 99% of callers.
  • In six months, Access Link shall not deny eligible trip requests made at least the day before the trip.
  • In six months, at least 88% of all pickups shall occur within 30 minutes of the scheduled pickup time; in 12 months it has to be 94%.
  • In six months, at least 95% of all pickups, on a monthly basis, shall occur within the on-time window or up to 30 minutes after the on-time pickup window; in 12 months it has to be 99%.
  • In six months, NJ Transit shall not miss more than 2% of eligible trips.
  • Within 24 months, trip lengths have to be addressed and cannot exceed an hour comparable to a fixed route for 5% of all trips; or 10% of those in a single region; and an individual shall not endure excessively long trips three times in a month, or the number of lengthy trips can't exceed 20%. In instances where there are long trips, Access Link must document the circumstances surrounding the excessively long trip and advise the United States within 30 days.
  • NJ Transit must also begin to track and collect very specific data points that can be used to measure ride times, telephone wait times, on-time performance, ridership and submit reports to the U.S. Attorney's office.

The New Jersey Department of Human Services (DHS), Division of Medical Assistance and Health Services (DMAHS) intends to seek approval from the United States Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS), for amendments to the New Jersey Medicaid (Title XIX) State Plan, in order to reflect that New Jersey Medicaid fee-for-service rates for State Plan services across all benefit categories were updated utilizing Medicare’s annual update with an effective date of January 1, 2023. The fee schedule will be published on the Department’s fiscal agent’s website at https://www.njmmis.com under“rate and code information” when available.


DMAHS estimates the increased expenditures associated with this amendment for

State Fiscal Year (SFY) 2023 will be $400,000 in total funds ($149,000 State funds) and

an increased yearly expenditures for State Fiscal Year 2024 will be $800,000 in total

funds ($298,000 State funds).

Provider Credentials To Expand Services For NJ FamilyCare Members With Autism Spectrum Disorder

The New Jersey Department of Human Services (DHS), Division of Medical Assistance and Health Services (DMAHS) intends to seek approval from the United States Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS), for an amendment to the New Jersey Medicaid (Title XIX) State Plan to expand the criteria for allowable providers of Developmental, Individual Differences, and Relationship-based (DIR) services to include DIR credentialed providers, with a minimum of a high school diploma, or the equivalent, who do not possess a license that allows assessment and treatment planning within their scope of practice. These providers must be supervised by a licensed, DIR credentialed clinician whose scope of practice allows for the provision of assessment and treatment planning services. The intent of this amendment is to expand access to services for eligible NJ FamilyCare members with an autism spectrum disorder diagnosis by increasing provider enrollment and making DIR services more readily available statewide.


DMAHS estimates the increased expenditures associated with this amendment

for State Fiscal Year (SFY) 2023 will be $500 in total funds ($250 State funds) and

increased expenditures for SFY 2024 will be $1,000 ($500 State funds). This Notice is

intended to satisfy the requirements of Federal statutes and regulations, specifically 42

CFR §447.205.

Effective December 29, 2022, the Department of Human Services (DHS) will provide expedited approval of emergency hiring requests for direct support professionals and self-directed employees through March 31, 2023. Please note that effective October 15, 2022, DHS has reverted to normal pre-employment drug testing procedures.

Valley Bank Offering Scholarships For

Creative Placemaking Program At NJIT

Define, design and relate the story of creative placemaking by using arts and cultural strategies to implement community-led change, increase vibrancy and improve economic conditions.


Valley Bank is partnering with The NJIT Hub for Creative Placemaking to offer a scholarship for the Professional Certificate in Creative Placemaking offered through the Continuing Professional Education Division of NJIT. Classes will be held virtually via Webex from January 23rd for 10 weeks on Mondays and Thursdays 6-9pm. There is an additional 30 hours of field practicum for this Certificate program.


ELIGIBILITY:

Must be someone who lives or works in one of the following counties:

Bergen, Essex, Hudson, Middlesex, Monmouth, Morris, Passaic, Somerset, Sussex, Union, and Warren


● Does NOT need to be an artist; this is a multi-disciplinary certificate.

● Candidate must be a community leader or activist who is initiating or currently engaged with a community

based plan in one of the above counties.

NJCDD is seeking Cultural Liaisons who can make connections in the following counties:



Bergen, Hudson, Passaic, Union, Cumberland, Middlesex, and Somerset

The NJCDD defines a Cultural Liaison as an individual from a diverse background within the I/DD community who utilizes their own network of community contacts and resources such as family/friends, religious institutions/ faith-based places of worship, school/college/trade school, employment/volunteer, memberships/associations, and leagues/clubs AND connects their network to the NJCDD and other resources for information related to disability services and supports.


Job duties/responsibilities:

  • Helps link individuals and families with supportive resources and services through the NJCDD and DD Act Partners
  • Supports individuals and families in the community by sharing information and identify linkages using lived experiences
  • Assists the NJCDD in connecting with diverse communities and stakeholders and helps identify any barriers in accessing these communities and/or the needed services or information
  • Shares knowledge of positive as well as negative experiences in connections with NJCDD and/or accessing or receiving services


Cultural Liaisons will coordinate outreach with NJCDD’s Diversity, Equity and Inclusion consultant and complete Activity Reports that track results. Please apply by completing the short survey application here.

Additional Free COVID-19 At-home Tests Available Online

The White House has announced a new limited round of free at-home COVID-19 tests for the winter. Households can now order either standard at-home tests or tests that are more accessible for people who are blind or have low vision. Shipping is free.


Older adults and people with disabilities who need support ordering the free at-home tests can contact the Eldercare Locator (800-677-1116) or the Disability Information and Access Line (DIAL, 888-677-1199). Staff are available to assist you from 8 AM to 9 PM ET Monday through Friday. They can help you learn more about testing options, including by connecting you to accessible instructions and helping with test administration.

ANCHOR Tax Relief Deadline Extended To January 31st

New Eligibility For Homeowners and Renters in PILOT Housing

Attention ANCHOR Applicants


The deadline for filing your ANCHOR benefit application is January 31, 2023.


Important Update: The extension now includes a provision allowing homeowners or tenants living in units which make Payment In Lieu of Taxes (PILOT) to be eligible for this program. This could potentially benefit many seniors or people with disabilities. More details will follow and we will update you as we know more.


ANCHOR benefits will roll out in the late Spring of 2023. ANCHOR payments will be paid in the form of a direct deposit or check, not as credits to property tax bills. Homeowners who filed a homestead benefit application last year may be able to obtain their ID and PIN numbers online. Tenants do not need an ID or PIN number to file. Visit the Division’s ANCHOR page for all filing information. Due to high call volume, the ANCHOR and Homestead Benefit Hotline may be unable to take your call at certain times. If that occurs, please try your call at another time. Our hours of operation are Monday through Friday from 8:30 a.m. to 5:30 p.m.

More than three million residents are eligible for up to $1,500 in property tax relief under the ANCHOR program.


To be eligible for this year's benefit, you must have occupied your primary residence on October 1st, 2019. The deadline for filing is now January 31st, 2023. ANCHOR replaces the Homestead Benefit program.

Homeowners


You are considered a homeowner if, on October 1, 2019, you:


  • Owned a house,
  • Owned a condominium and paid property taxes on your unit;
  • Were a resident shareholder of a cooperative housing complex;
  • Were a resident of a continuing care retirement community and your continuing care contract requires you to pay the proportionate share of property taxes attributable to your unit.


You may not qualify if your residence was completely exempt from paying property taxes.

Tenants


You are considered a tenant if, on October 1, 2019, you:


  • Rented an apartment, condominium, or house;
  • Rented or owned a mobile home located in a mobile home park.


You may not qualify if you lived in tax-exempt, subsidized, or campus housing.

DHS and the Division of Mental Health and Addiction Services (DMHAS) are working to create these new teams that will respond to suicidal, mental health and substance use crisis situations across the state. $16 million in funding for mobile crisis response teams was made available in the SFY2023 budget.

 

These listening sessions are required by the 988 law signed by Governor Murphy in June 2022.

FHLBNY Opens Training Sessions On

The Affordable Housing Program (AHP) General Fund

and the Homebuyer Dream Program® (HDP)

The Federal Home Loan Bank of New York (FHLBNY) is pleased to announce the publication of its 2023 Targeted Community Lending Plan and the Affordable Housing Program Implementation Plan. These documents describe the credit and affordable housing needs in the FHLBNY’s district and the specific criteria for the core Community Investment programs offered through FHLBNY’s members for 2023, respectively. Both are now available on the FHLBNY’s website at http://www.fhlbny.com/community.

 

FHLBNY will hold training sessions on the Affordable Housing Program (AHP) General Fund and the Homebuyer Dream Program® (HDP) beginning in January 2023 with the Community Investment (CI) Programs webinar. The CI Programs webinar is designed to provide our member institutions and valued housing partners with an overview of FHLBNY’s CI products as well as provide pertinent updates and deadlines for 2023. The AHP General Fund supports the acquisition, construction, or rehabilitation of affordable housing through an annual, competitive round. In its 2022 round, the FHLBNY awarded AHP funds to 30 projects, encompassing 1,732 units, for a total of $25.3 million.

The Law Against Discrimination in Housing

All New Jersey residents and those seeking housing have the right to an experience that is free from discrimination. This training will provide an overview of the New Jersey Law Against Discrimination (LAD) and review housing protections under the LAD. Through case studies and other interactive exercises, participants will examine topics including source of lawful income discrimination, steering, sexual harassment, reasonable accommodations, and service and support animals.


NOTE: This training provides a broad overview of housing protections under the New Jersey Law Against Discrimination. Rutgers School Of Health Professions

CSS Training For Direct Care Staff, Clinicians, and RNs

We are opening registration for the Spring 2023 CSS 9-Week training series. This training is for CSS direct care staff, clinicians, and RNs who have never taken the 9-week CSS training through the Rutgers School of Health Professions (SHP).  

 

The series will be preceded by our CSS Orientation Modules, now available on our online (Canvas) learning platform. They provide an overview of CSS admissions and documentation processes, CSS services, and the golden thread of documentation.  These modules are prerequisites for the training series and must be completed before starting the training in February 2023. If you have taken these modules previously, you will not need to retake them. 

 

The series itself will be remote and will begin the week of February 6th, 2023. It will be a blend of synchronous Zoom meetings and asynchronous (independent) learning activities.

  • Wednesdays 12:30-3:30 pm from 2/8/2023-4/5/2023
