Program eligibility and incentives can be examined in two easy to use tools (recently updated and improved) created and demonstrated by NJHMFA. The goal of the multifamily site evaluator is to provide access to spatial data for both consumers and developers. DDD Issues RFP for Development of Two Regional START Model Mobile Crisis Prevention and Response Teams | |
|
The New Jersey Department of Human Services’ Division of Developmental Disabilities is pleased to announce the release of a new Request for Proposals (RFP), START Services NJ: Development of Mobile Crisis Prevention and Response Programs to Serve People with an Intellectual or Developmental Disability and Co-occurring Mental Health Needs Based on the National START Model.
Successful bidders will partner with the National Center for START Services™ to develop up to two programs consisting of a clinical team and therapeutic coaching team – with one program serving the southern region and the other serving the northern region of New Jersey.
The Notice of Funding Availability and Request for Proposals: START Services NJ are posted on the DHS Public Notices webpage. The deadline to submit questions is February 14, 2024 and the deadline for proposal submissions is March 20, 2024.

DMHAS Crisis Receiving Stabilization Center (CRSC) RFP | |
|
This Request for Proposals (RFP) is issued by the New Jersey Department Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) for the creation of new CRSC’s. This initiative provides services to those in need of immediate in-person crisis intervention and stabilization for a behavioral health crisis. The purpose of the CRSC initiative is to create programming that utilizes best practices for interventions in behavioral health crisis intervention and also produce cost savings by mitigating the use of Emergency Departments (EDs) and preventing unnecessary or inappropriate hospitalization. Furthermore, CRSC is intended to reduce police engagement, arrests, incarcerations and 911 calls.
Amount of funding available:
Total funding for this CRSC initiative is up to $37,235,284.00, inclusive of one-time start-up funds in the amount of $2,000,000.00 and Capital Funds in the amount of $833,330.00. DMHAS anticipates making up to five (5) awards up to $7,447,057.00 per award inclusive of up to $400,000.00 in one-time start-up funds and up to $166,666.00 in Capital Funds, per award. Funding for this RFP is provided by: 1. the Substance Abuse and Mental Health Services Administration’s (SAMHSA) Community Mental Health Block Grant Crisis Set Aside; 2. COVID-19 Supplemental Funding (appropriated through the Consolidated Appropriations Act 2021 the Coronavirus Response and Relief Supplement Appropriations Act 2021); 3. ARPA (American Rescue Plan Act 2021) and Bipartisan Safer Communities Act (BSCA); and 4. State appropriations. All funding is subject to Federal and State appropriations.

HUD Awards $3B+ in Continuum of Care Funding | |
|
HUD announced over $3 billion in Continuum of Care program awards for more than 7,000 projects that provide permanent and short-term housing assistance, supportive services, and planning and data collection efforts to support individuals experiencing homelessness across the country.
New Jersey received nearly $60 million in funding from this latest HUD disbursement.
This funding, which is in response to the rising rates of homelessness nationwide, represents the largest amount of Continuum of Care program funding that has ever been awarded to help communities address homelessness. When selecting awardees, HUD prioritized communities that used a housing-first model and communities that planned to focus on reducing unsheltered homelessness through a collaborative, interdisciplinary approach. Awardees, which include nonprofit providers, states, Indian Tribes, and local governments, will be able to use their awards for a range of activities to support individuals experiencing homelessness, including supporting protections available through the Violence Against Women Act Reauthorization Act of 2022, addressing unique challenges for those experiencing homelessness in rural areas, and addressing youth homelessness.

US House Passes Bipartisan Tax Bill for
Child Tax Credit and LIHTC Improvements | |
The House has overwhelmingly approved a bipartisan tax package that pairs a temporary expansion of the child tax credit with business tax breaks and credits to develop more low-income housing.
The bill includes $33 billion to expand the widely used child tax credit for three years — including the tax season currently underway, provided the bill quickly passes the Senate. The changes would allow more low-income families to access the credit and would allow many families to receive a larger credit. The figures would also be adjusted for inflation in the coming years. Assembly Housing Committee
Advances Affordable Housing Bill | |
|
The Assembly Housing Committee advanced eight bills to support affordable housing in New Jersey, including A4, which would create a new and streamlined process for determining affordable housing obligations under the Mount Laurel doctrine.
Under A4, the New Jersey Department of Community Affairs would calculate municipal housing obligations under a newly established statutory formula. The legislation would give municipalities greater flexibility and input in determining how to meet their housing obligations, reduce costly delays and minimize litigation, and offer municipalities protection from builder’s remedy lawsuits. Assemblywoman Yvonne Lopez, Assembly Speaker Craig J. Coughlin, Assemblywoman Verlina Reynolds-Jackson, and Assemblyman Benjie E. Wimberly sponsored the bill.
Advocates throughout New Jersey applauded the advancement of this bill out of committee today, pointing to the positive impact the legislation would have on affordable housing in the Garden State:
“The Supportive Housing Association has been a staunch advocate for affordable housing, recognizing it as a cornerstone for enabling people with special needs to lead independent lives,” said Diane Riley, Executive Director of the Supportive Housing Association of New Jersey. “This legislation continues and improves upon the great strides that we have made in the last ten years, holding the potential to make a lasting and empowering impact on their lives.”

Atlantic CIL Podcast Discusses Integrated Community Project with Kate Kelly and Jesse Schwartzman | |
The Atlantic CIL spoke with Kate Kelly and Jesse Schwartzman in the latest episode of their podcast to discuss the Integrated Community Project (ICP) and The ICP Toolkit for Municipalities. Created by the Supportive Housing Association of New Jersey, these tools allow people to perform accessibility assessments of local governments and municipalities. The assessment and the toolkit give government officials the tools and support they need to become more accessible. The toolkit was developed specifically for local governments and municipalities in New Jersey. Still, the toolkit can make any organization serving people with disabilities more accessible. This initiative was funded by the New Jersey Division of Disability Services with funds from the Inclusive Healthy Communities Grant. | |
NJCDD Video Series Honoring Black History Month
and Achievements of Black Leaders with Disabilities | |

Every February, the U.S., Canada, Ireland, and the UK officially celebrate Black History Month. This year's theme in the U.S. focuses on African Americans and the Arts.
Black disabled history is an important aspect of Black history, and a vital part of U.S. and world history. Black people with disabilities face multiple levels of marginalization. More awareness of the contributions and achievements of Black leaders with disabilities can help drive and inform systems change.
Throughout Black History Month, NJCDD helps to celebrate the contributions of Black Americans with disabilities who made a significant impact on our world. Each Thursday during the month of February, NJCDD will highlight a person whose life story and work needs more awareness.

Harvard Study Shows Record Rental Housing
Cost Burden and Lack of Affordable Rentals | |
|
The Harvard Joint Center for Housing Studies (JCHS) has released its latest America’s Rental Housing report showing that a record half of all renters are finding housing unaffordable
The report’s key findings included the record high 22.4 million renters who were cost-burdened in 2022 (spending more than 30% of their income on housing) and the fact that rent burdens are now impacting households in all income ranges. Additionally, the rise in housing instability and the number of individuals experiencing homelessness on one night in January 2023, which also reached a record high of 653,100.

CMS Releases 2024 Federal Poverty Level Standards
for Medicaid and Medicare Savings Programs | |
The Centers for Medicare & Medicaid Services (CMS) issued an information bulletin explaining the updated poverty guidelines for 2024 that states use to determine eligibility for Medicaid and the Medicare Savings Programs. CMS also published the 2024 Dual Eligible Standards chart showing the federal income and asset eligibility limits for each of the Medicare Savings Programs (MSPs): Qualified Medicare Beneficiary (QMB), Specified Low-Income Medicare Beneficiary (SLMB), Qualifying Individual (QI), and Qualified Disabled Working Individual (QDWI). Some states have more generous income and/or asset eligibility limits for their MSPs than the federal standards, as shown in the National Council on Aging’s MSP Eligibility and Coverage chart (which will be updated for 2024 soon). | |

The New Jersey Department of Community Affairs (DCA) has released the 2023 Utility Allowance Charts effective 11/01/2023.
Per IRS regulation, updated utility allowances must be implemented within 90 days of the effective date or no later than 2/01/2024.

New Jersey Reentry Corporation
Releases Report on Addiction | |

The New Jersey Reentry Corporation (NJRC) has released its Annual Report: The Scourge of Addiction in New Jersey.
In addition to our program Salesforce statistics, the Annual Report presents specific policy recommendations for the State of New Jersey to improve the provision of effective and comprehensive addiction treatment in the State.
Of particular note is the implementation of a Health Information Exchange (HIE) for behavioral health information, which would incorporate the "siloed" behavioral health clinics and treatment centers into a comprehensive, integrated health information exchange.

Zero Suicide Virtual Academy | |

February 6-7, 2024
We are excited to announce the opportunity for mental health and substance use disorder treatment agencies to apply to attend one of two upcoming free, virtual Zero Suicide Institute Academies. These are two-day trainings for senior leaders of organizations that seek to prevent deaths by suicide among patients in their care. Using the Zero Suicide framework, you will learn how to incorporate best and promising practices into your organizations’ processes to improve care and safety for individuals at risk, as well as to have the opportunity for follow up consultation and technical assistance as your agency incorporates the practices. The Zero Suicide faculty will provide both interactive presentations and small group sessions, collaborating with participants to develop organization-specific action plans.
Due to the holidays and an abbreviated time for recruitment the New Jersey DHS sponsored Zero Suicide December Academies were postponed and moved into early 2024. Now, the first academy will take place on January 23-24 and the second on February 6-7. If you have already submitted an application to the previous dates, you do not need to resubmit. The attached flyer includes all of the information needed for both academies.

Webinar on No Wrong Door Systems
Leading the Way in Latest LTSS Scorecard | |

Join ACL, AARP, and state leaders for a webinar to learn more about the 2023 State Scorecard Report on long-term services and supports (LTSS) for older adults, people with physical disabilities, and family caregivers and how states are improving their No Wrong Door systems metrics.
You will hear from Alison Barkoff, who leads ACL, Susan Reinhard from the AARP Public Policy Institute, and state leaders, who will discuss their experiences with No Wrong Door in their state.
AARP recently released the fifth edition of the Scorecard, a survey that measures state LTSS system performance and ranks states in comparison to one another, seeking to raise the profile of LTSS and drive action both federally and within states. One of five dimensions of the Scorecard is access and affordability. This includes measuring states' progress towards implementing Aging and Disability Resource Center/No Wrong Door (ADRC/NWD) functions. The 2023 Scorecard includes these positive findings about state NWD system expansion and growth:

Two-thirds of states (34) made progress toward fully functional status with their ADRC/NWD Systems, which are networks of organizations at the state and community levels that help consumers and family caregivers learn about, consider, and navigate LTSS options (both public and private).
- The ADRC/NWD functions indicator was among the top three Scorecard indicators, where the greatest number of states showed significant improvement since the last LTSS Scorecard in 2020.
- Across all five dimensions, the scores and ranks of “Support for Family Caregivers” showed the highest correlation with overall state scores and ranks.

Gain insights from individuals who need more accessible housing, those actively involved in creating it, and advocates who are working on getting more funding for it. The discussion will be moderated by Miriam Axel-Lute, Shelterforce’s CEO and editor-in-chief, and will feature:
• Chelsea Hayman, director of housing policy and programs for Maryland’s Department of Disabilities. Hayman’s areas of specialization include permanent supportive housing, accessibility modifications, aging in place, single family housing rehabilitation programs, and fair housing issues for persons with disabilities.
• Hunter Herrera-McFarland, policy associate for The Kelsey, an organization that creates and works on disability-forward housing solutions.
• Shelly Richardson, executive director of the Statewide Independent Living Council of Illinois working across the state to provide the leadership, research, planning, and education required to support independent living services for people with disabilities across Illinois.
• Anita Cameron, director of minority outreach for Not Dead Yet. Cameron is a longtime disability activist who has been an integral part of the disabilities activist group, ADAPT, protesting for various disabilities rights issues from advocating for wheelchair lifts on buses to pushing to expand home health care.

The Federal Home Loan Bank of New York (FHLBNY) announced the publication of our 2024 Targeted Community Lending Plan and 2024 Affordable Housing Program Implementation Plan. These plans describe the credit and affordable housing needs in the FHLBNY’s District and the specific criteria for the core affordable housing programs offered through our members for 2024, respectively. For the 2024 Affordable Housing Program General Fund and Homebuyer Dream Program® rounds, the FHLBNY will contribute funding in addition to the 10 percent of 2023 earnings that funds the programs.
Affordable Housing Program (AHP) General Fund Training
The AHP General Fund supports the acquisition, construction, or rehabilitation of affordable housing through an annual, competitive round. In its 2023 round, the FHLBNY awarded AHP funds to 42 projects for a total of $42 million.
Note: All AHP General Fund participants are required to use the FHLBNY’s AHP System to submit applications. Steps to enroll are available on our website.
Community Lending Programs (CLP) Advances:
Members can continue to take advantage of our CLP advances to access a reliable source of the FHLBNY’s lowest priced funding for projects that create housing, improve business districts, and strengthen neighborhoods. Eligibility criteria for each type of CLP advance, along with member limits, are available on our website.
To learn more about the FHLBNY’s suite of housing and community investment programs and products, members can schedule an individual session. FHLBNY staff regularly speaks with members’ CRA, loan originations and treasury teams on how these financial tools can facilitate deeper relationships with the communities they serve. Stanley-Brown Safety Planning Intervention Training | |

FREE CLINICAL TRAINING FOR ANY CLINICIAN!

The Stanley-Brown Safety Planning Intervention (SPI) is an evidence-based brief and collaborative clinical intervention that results in a prioritized written list of warning signs, coping strategies, and resources for suicidal individuals to use to prevent future suicidal crises. Both parts of this training will be open to certified licensed community behavioral health clinicians, school-based behavioral health providers, AND interested community members!
PART 1: 9AM-2PM
The first part of this workshop will provide an overview of the Stanley-Brown SPI, including who is appropriate to receive the SPI, data on SPI effectiveness, and comprehensive instruction and roleplay demonstration of how to deliver the SPI to suicidal adults.
PART 2: 2PM-3PM
The last hour of this workshop will describe necessary adaptations for
delivering the SPI specifically to suicidal adolescents and will include a
roleplay demonstration of how to involve caregivers in the intervention.
