Congressional Updates:

December 16 Appropriations Deadline

Draws Nearer as Negotiations Continue

This week, congressional leaders are negotiating what will be included in a final omnibus Fiscal Year (FY) 2023 budget bill before the current continuing resolution expires on December 16 and will likely need to pass another CR lasting until December 23 in order to finalize and enact an FY23 spending package. In addition to finalizing an FY23 omnibus bill, members of Congress are hoping to pass an end-of-the-year tax extenders package that may include an expansion of and reforms to the Low-Income Housing Tax Credit (LIHTC).


These negotiations could also include a pivotal piece of bipartisan disaster recovery reform legislation: the Reforming Disaster Recovery Act (S.2471/H.R. 4707). If enacted, the bipartisan bill would permanently authorize a key disaster recovery program that provides states and communities with the long-term resources needed to rebuild affordable housing and infrastructure after a disaster. The bill also includes important safeguards and tools to help ensure that federal disaster recovery efforts reach the lowest-income and most marginalized survivors who are often hardest hit by disasters and face the longest, steepest path to recovery.

House Select Committee Approves Report

With Improvements On Housing For All

Washington, D.C. — Yesterday, Bridging the Divide: Building an Economy that Works for All was approved by the House Select Committee. The report contains recommendations from the National Fair Housing Alliance (NFHA), including reforming exclusionary zoning, prioritizing housing affordability, funding First-Generation Downpayment Assistance in the Downpayment Toward Equity Act and Restoring Communities Left Behind Act, and increasing affordable housing by providing greater funding for housing vouchers for families with children. 


Housing is the core driver of inflation, with housing being the single largest expense for the average consumer and shelter accounting for 33 percent of the Consumer Price Index. The Federal Reserve lacks the tools to tackle housing’s outsized role in inflation on its own. Congress must work with the Biden Administration to develop a national, comprehensive housing strategy to create fair and affordable housing opportunities. Fair housing must be embedded in every housing program and considered a responsibility of every federal agency and department, including the Low Income Housing Tax Credit and all community development housing programs.  


In addition to the Select Committee’s priorities above, NFHA recommends support for: 

  • Local fair housing enforcement agencies that fight over 4 million incidents of housing discrimination;
  • The Neighborhood Homes Investment Act, with strong fair housing oversight; and 
  • The housing needs of Native communities, elder Americans, people with disabilities, and households most impacted by the housing affordability crisis.

UMaine Unveils First 3D-Printed Home As A

Climate-Friendly Response To Affordable Housing Crisis

Researchers at the University of Maine unveiled what they say is a promising, climate-friendly response to the nation's affordable housing crisis: the world's first, bio-based 3D printed home.


On the outside, this home looks like any other new construction. It has white siding and black trim around four front windows. The only difference is that the roof is curved, and the corners of the home are rounded. Inside, a short hallway leads to a titled bathroom and furnished bedroom. Another doorway leads to small living area and open kitchen with all the appliances. The entire house, from the ceiling to the walls, has been printed with the university's 3D printer.


Some of the walls have been painted; others are sheet-rocked. Some of the floors are tiled or covered in laminate flooring. But as they were printed, the walls and ceiling offer an indication that something about this home is different. The home has been printed using a material known as wood flour. It's essentially the waste left over from a sawmill — and mixed together with a binder made from corn. This first prototype will sit outside for several months, and sensors will collect information about the impact of the cold, snow — and eventually heat and humidity — on the house. NJ Survey Finds Majority Support Of Medicare For All

New Jerseyans largely support expanding Medicare to provide basic health care coverage to every U.S. resident, regardless of age or employment status, according to a Rutgers-Eagleton Poll.


The latest poll finds:

  • Seventy-one percent of New Jersey residents support to some degree (51 percent “strongly,” 20 “somewhat”) expanding Medicare to provide coverage to every U.S. resident, regardless of age or employment status.


  • Ninety-three percent of residents who support program expansion would support New Jersey moving ahead with its own program to provide basic health care coverage to every state resident (68 percent “strongly,” 25 “somewhat”) if it could be accomplished sooner instead of waiting for the federal government to expand the program.

Support for expansion is consistent across race and ethnicity, gender, income level, education, and age.


Among those who support expansion, 68 percent would “strongly support” New Jersey moving ahead with its own program to provide basic health care coverage to every state resident if it could be accomplished sooner than federal expansion of the program. While 25 percent would “somewhat support” this hypothetical state health care program, two percent would “somewhat oppose” and three percent would “strongly oppose.”

Social Security Administration Launches

New Website With User-Friendly Interface

In an ongoing commitment to provide efficient and equitable service, visitors to SSA.gov will now experience a new design that helps them find what they need more easily and do business with us online. Many of the most visited sections now use a more user-friendly and task-based approach. In the coming months the SSA will continue to unveil new pages and improvements based on public feedback.

New Jersey Broadband Initiative Survey

Ensuring every resident and business within the State of New Jersey has access to high speed internet is within reach. Through the Broadband Office located within the New Jersey Board of Public Utilities, the State is working to ensure 100% access is achieved. The NJBPU's mission is to ensure that the State of New Jersey doesn’t just achieve #InternetForAll but ensure that the state is digitally equitable with the aim to achieve digital justice.


The NJBPU is working with ECC Technologies, and they are asking that you share a survey we created to assess the current state of broadband need throughout the state. Please take and then share our survey at Broadband-NJ.com with your networks, clients and communities.


The survey is meant to get an accurate assessment of the connectivity needs of residents in communities throughout the state. The site also comes with a speed test designed to check the connectivity speeds of the network for respondents who current have internet. This will assist in identifying unserved and underserved pockets within our state.


We also invite you to contact us by emailing broadband@bpu.NJ.Gov and help us understand how connectivity and broadband can impact your community networks.

NJ Department of Health Launches

New Nursing Home Dashboard

The NJ Department of Health has launched a new dashboard on its website, that aims to provide Garden State residents with the information they need to choose a safe quality long-term care facility for their loved ones.

 

The dashboard provides information such as the 5-star quality ratings from the Centers for Medicare and Medicaid Services; survey and inspection information; financial statements; general staffing levels, and compliance with staffing ratios, to help families choose a facility where their loved ones are properly cared for and respected. It also identifies the licensed nursing home administrators and owners.

ANCHOR Tax Relief Deadline Extended To January 31st

New Eligibility For Homeowners and Renters in PILOT Housing

Attention ANCHOR Applicants


The deadline for filing your ANCHOR benefit application is January 31, 2023.


Important Update: The extension now includes a provision allowing homeowners or tenants living in units which make Payment In Lieu of Taxes (PILOT) to be eligible for this program. This could potentially benefit many seniors or people with disabilities. More details will follow and we will update you as we know more.


ANCHOR benefits will roll out in the late Spring of 2023. ANCHOR payments will be paid in the form of a direct deposit or check, not as credits to property tax bills. Homeowners who filed a homestead benefit application last year may be able to obtain their ID and PIN numbers online. Tenants do not need an ID or PIN number to file. Visit the Division’s ANCHOR page for all filing information. Due to high call volume, the ANCHOR and Homestead Benefit Hotline may be unable to take your call at certain times. If that occurs, please try your call at another time. Our hours of operation are Monday through Friday from 8:30 a.m. to 5:30 p.m.

More than three million residents are eligible for up to $1,500 in property tax relief under the ANCHOR program.


To be eligible for this year's benefit, you must have occupied your primary residence on October 1st, 2019. The deadline for filing is now January 31st, 2023. ANCHOR replaces the Homestead Benefit program.

Homeowners


You are considered a homeowner if, on October 1, 2019, you:


  • Owned a house,
  • Owned a condominium and paid property taxes on your unit;
  • Were a resident shareholder of a cooperative housing complex;
  • Were a resident of a continuing care retirement community and your continuing care contract requires you to pay the proportionate share of property taxes attributable to your unit.


You may not qualify if your residence was completely exempt from paying property taxes.

Tenants


You are considered a tenant if, on October 1, 2019, you:


  • Rented an apartment, condominium, or house;
  • Rented or owned a mobile home located in a mobile home park.


You may not qualify if you lived in tax-exempt, subsidized, or campus housing.

Getting the Services You Need From The Waiver

ACL invites you to a webinar in our series on strengthening advocacy in the Home- and Community-Based Services (HCBS) Settings Rule, Getting the Services You Need from the Waiver, on Wednesday, December 14, 2022.


The HCBS Settings Rule can improve community-based services and supports for people with disabilities and older adults for decades to come. This webinar will provide insight into one of the main strategies stakeholders can use to get the promise of the Rule into everyday life: influencing the services that are included in the waiver application. 


The webinar will highlight why you should pay attention to the waiver application and what is in an application, with a focus on appendix C – Services. It will also look at what states have to put into the application and highlight best practices for commenting on your state’s waiver application.
