SHA Joins CSH and Advocates in Amicus Brief to Supreme Court for Case on Criminalization of Homelessness

CSH, in collaboration with researchers at the Urban Institute and 36 partner organizations, including SHA, announced filing an amicus brief with the United States Supreme Court (SCOTUS) to stop proponents from backing punitive approaches that exacerbate rather than alleviate the challenges faced by people experiencing poverty and homelessness. The brief supports the Ninth Circuit's decision to uphold the U.S. Constitution by prohibiting communities from fining or arresting people for merely sleeping outside when they have no access to shelter.


At the core of the brief advocates point to the following factors in support of the case:


  • The Eighth Amendment Prohibits the State from Punishing Unsheltered Homeless Persons for Sleeping in the Only Place They Can Sleep.
  • Homelessness Is Not an Individual Choice, but a Societal Problem Caused by Shortage of Housing, Especially Affordable Housing
  • Criminalization Does Not Solve Homelessness but Makes it Worse, at Great Expense to Individuals, Their Families, and Society
  • Cost-effective Alternatives to Criminalization Exist and Have Been Proven to Work


On April 22nd 2024, the Supreme Court of the United States will hear the case of 

Johnson v. Grants Pass. This sets the stage for the most significant Supreme Court case about the rights of homeless people in decades. At its core, this case will decide whether cities are allowed to punish people for things like sleeping outside with a pillow or blanket, even when there are no safe shelter options.

 

Johnson v. Grants Pass is a court case originally filed in 2018 that determined it is cruel and unusual punishment to arrest or ticket people for sleeping outside when they have no other safe place to go. The case started in Grants Pass, Oregon when the city began issuing tickets to people sleeping in public, even when there were not enough safe, accessible shelter beds.


Grants Pass, like many cities in America, is thousands of housing units short of what is needed. That shortfall will not be solved by putting more people in jail or issuing more tickets. The solution to homelessness is safe, decent, and affordable housing for everybody.

NLIHC, the National Homelessness Law Center (NHLC), National Coalition for the Homeless (NCH), and National Alliance to End Homelessness (NAEH) invite advocates across the nation to participate in a National Week of Action starting on April 22!

Social Security Admin. Seeks Applicants Interventional Cooperative Agreement Program (ICAP) Funding Opportunity

The Social Security Administration (SSA) is accepting applications for the Interventional Cooperative Agreement Program (ICAP). Information for this funding opportunity is available on the ICAP funding opportunity page on Grants.gov. The application is open through Monday, June 3, 2024.


ICAP allows SSA to enter into cooperative agreements with non-federal entities to conduct interventional research supporting our programs. The research and interventions funded by ICAP will target five priority research areas:

  • Eliminating the structural barriers for people with disabilities in the labor market, particularly for people of color and other underserved communities, that increase the likelihood of people receiving or applying for Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI);
  • Increasing employment and self-sufficiency of individuals with disabilities, including people in underserved communities;
  • Coordinating planning between private and public human services agencies to improve the administration and effectiveness of the SSDI, SSI, and related programs;
  • Assisting claimants in underserved communities to apply for or appeal decisions on claims for SSDI benefits and SSI; and
  • Conducting outreach to people with disabilities who are potentially eligible to receive SSI.

EPA Awards $14B from National Clean Investment Fund

Including Support to Efforts for Sustainable Housing

Under the $14 billion National Clean Investment Fund, the three recently selected applicants will establish national clean financing institutions that deliver accessible, affordable financing for clean technology projects nationwide, partnering with private-sector investors, developers, community organizations, and others to deploy projects, mobilize private capital at scale, and enable millions of Americans to benefit from the program through energy bill savings, cleaner air, job creation, and more. All three selected applicants surpassed the program requirement of dedicating a minimum of 40% of capital to low-income and disadvantaged communities. Included below is the name, award amount, coalition members/named subrecipients (i.e., subrecipients that were named on the application package submitted to EPA), and description of each selected applicant as well as links to the selected applicant’s narrative proposal and website for additional information (if available).


SHA recognizes our members at Enterprise Community Partners which is part of Power Forward Communities and Community Preservation Corporation (CPC) which is part of Climate United as each consortium received a portion of the funds announced.

SHA-NJ Seeks Participation In Westfield

Integrated Community Project Listening Sessions

The Westfield Integrated Community Project (ICP) is recruiting people who live or work in Westfield to participate in virtual listening sessions. The two listening sessions in April are an opportunity for the ICP to hear about how the Town of Westfield already involves people with disabilities and barriers in daily life in the community, what is missing in your life in the town, and how the town can do a better job in giving you connections to different parts of daily life. The goal of the ICP is to increase the capacity of people with disabilities or barriers to become completely engaged in their communities.

The National Housing Conference (NHC) has launched the new Housing Resource Center (HRC). NJ DMHAS Seeks Proposals for Annual Opioid Summit

Submission Deadline: Wednesday, May 1, 2024


The New Jersey Department of Human Services, Division of Mental Health and Addiction

Services (DMHAS) is holding its fifth annual Opioid Summit to address the stigma and

misinformation surrounding Opioid Use Disorder (OUD) and to enhance the understanding of harm reduction, prevention, treatment and recovery options. The event will be held on

Wednesday, September 18, 2024 through a virtual platform. DMHAS will collaborate among state departments, community partners, harm reduction, prevention, treatment and recovery support providers, as well as other healthcare professionals to ensure a diverse and successful event. The Opioid Summit will feature local and national experts and voices who will contribute in sharing innovative strategies to address the current crisis.


Call for Proposals

The Summit aims to provide various stakeholders the opportunity to participate in panels

and breakout sessions that assist individuals with navigating addiction and recovery pathways. DMHAS is seeking proposals from clinicians, peers, recovery specialists, medical professionals, criminal justice professionals, researchers and other stakeholders who have experience in opioid use disorder subject matter to share innovative approaches to harm reduction, prevention, treatment, the recovery process, stigma and integrative care coordination. We invite all interested individuals to submit a proposal.


Eligibility & Criteria

Behavioral health, addiction, harm reduction, medical, criminal justice professionals, law

enforcement, community partners, peers, and stakeholders are invited to submit a proposal that will be assessed based on the following criteria, including but not limited to:

• Emerging drug trends and clinical impacts

• Medications for Opioid Use Disorder (MOUD)

• Current best practices for medication dosing

• Substance use prevention (Evidence-based prevention strategies)

• Mental Health and SUD: Co-Occurring Disorders

• Harm Reduction Strategies

• Maternal Health

• Criminal Justice – Recovery Court; MOUD in Jails

• Vulnerable populations (Older Adults, LGBTQIA+, Veterans)

• Recovery Support Services

• Contingency Management

• Emergency Department response to the Opioid Epidemic


All accepted proposals should include a description and the overall clarity of the proposal as well as the learning objectives and goals. All individual presentations must be no more than 35 minutes in length.

FHLBNY AHP System Authorization Form For Third Parties Is Now Available

The Federal Home Loan Bank of New York (FHLBNY) is pleased to announce that the Affordable Housing Program (AHP) System Authorization Form for Third Parties is now available on their website. This form is intended to provide consultants, property managers, and developers with user access to the FHLBNY’s AHP System. The AHP system allows individual users to submit documentation for designated AHP Applications and manage approved AHP projects. 


As a reminder, the 2024 AHP General Fund Round will open on Monday, April 22, 2024, with approximately $70,819,534 in available housing grant funds. The application package will be made available on our public website, www.fhlbny.com, that same day. The deadline for submitting applications for the 2024 AHP General Fund Round is Friday, May 31, 2024, at 5:00 p.m. ET.

The Federal Home Loan Bank of New York (FHLBNY) is pleased to announce that the 2024 Affordable Housing Program (AHP) General Fund Round will open on Monday, April 22, 2024, with approximately $70,819,534 in available housing grant funds. The application package will be made available on our public website, www.fhlbny.com, that same day. The deadline for submitting applications for the 2024 AHP General Fund Round is Friday, May 31, 2024, at 5:00 p.m. EST.


Applications must be submitted via the FHLBNY’s AHP System. Steps to enroll for the AHP System are available on our website.


AHP grant funds are awarded to members that submit applications on behalf of project sponsors that are planning to purchase, rehabilitate, or construct affordable homes or apartments (owner-occupied or rental units). These funds are awarded through an annual competitive process, with the final award announcements being made in late fall.


In preparation for this year’s round, please review the 2024 AHP Implementation Plan which is available on our website and introduces the following changes to the scoring framework: 

  • Increased maximum AHP General Fund subsidy to $2,000,000 from $1,500,000 per project and increased subsidy per unit to $60,000 from $40,000;
  • In the Creating Economic Opportunity scoring category, the scoring criteria were simplified; and
  • For the Project Readiness scoring category, documentation requirements have been streamlined to allow for the new AHP General Fund Project Readiness – Approvals Certification form.

Using YHDP with Foster Youth to Independence and Family Unification Program Vouchers HUD Webinar

This webinar highlights how Continuums of Care (CoCs) and Youth Homelessness Demonstration Program (YHDP) projects can utilize Foster Youth to Independence (FYI) and Family Unification Program (FUP) vouchers as a pathway to housing. This webinar also features a panel discussion with HUD, Public and Indian Housing (PIH), CoCs, and Public Housing Authorities (PHAs) representatives doing this work in Hennepin County, MN. Register today!


YHDP is designed to decrease youth homelessness with a focus on building strong partnerships between the many systems youth may engage with. One of those partnerships is between CoCs, Public Child Welfare Agencies (PCWAs), and PHAs to utilize Housing Choice Vouchers (HCVs), specifically FYI and FUP vouchers. The FYI and FUP vouchers can be used to support young adults and young adult families who have exited the child welfare system, in securing stable housing.

This webinar builds off the YHDP Partnerships: Utilizing FYI and FUP Vouchers resource that was released in January 2024.

Fostering Neighborhoods: Faith-Based Organizations and the Development of Affordable Housing

Please join the Federal Reserve Bank of New York, in partnership with the NYU Furman Center, on Thursday, April 25, 2024, for a hybrid event on the development of affordable housing on land owned by faith-based organizations. 


The event will be of interest to leaders of faith-based organizations, capital providers, developers, and other key stakeholders. The discussion will explore real-world examples of how faith-based organizations have partnered with developers of affordable rentals to expand the housing options in their neighborhoods. 


This is the second event in a series exploring the role land-owning nonprofit institutions can play in developing affordable housing. The State Rehabilitation Council (SRC) supports, advises, and collaboratively problem-solves with its partner, The New Jersey Division of Vocational Rehabilitation Services (DVRS). The SRC and DVRS are seeking the public’s input about topical issues impacting consumers, vendor communication, and dialogue with employers.

 

Your voice is extremely important to both the SRC and DVRS and will help to shape program delivery and policy to ensure that people with disabilities receive rehabilitation services that result in employment.

 

We are particularly interested in hearing from people with disabilities, family members of people with disabilities, educators, and others about their lived experience with transition planning and/or services. We want to learn about the issues, concerns, strengths, and suggestions you may have about transition from school to work in our state generally, and as it pertains to DVRS specifically.

 

Representatives from the SRC and DVRS will be available to hear public comments and testimony and take all information received under advisement. The information will be used by the SRC to help craft its ongoing efforts with DVRS to ensure New Jersey has a rehabilitation program that is comprehensive, consumer responsive, and effective.

Older Adult Mental Health Awareness Day Symposium

Register to attend the 7th Annual Older Adult Mental Health Awareness Day Symposium, a free, virtual event on May 2 from 10:00 to 5:00pm ET. This all-day symposium is sponsored by the National Council on Aging, the U.S. Administration for Community Living, the Substance Abuse and Mental Health Services Administration, the Health Resources and Services Administration, and the E4 Center of Excellence for Behavioral Health Disparities in Aging. 

 

The 7th annual symposium will feature leaders in the field who are successfully partnering across sectors to provide equity-focused solutions to improve older adult mental health. Free continuing education credit (5.5 hours) will be offered for dietitians, nurses, occupational and physical therapists, physicians, psychologists, and social workers.

This training is a 2-day refresher course which may be more suitable for those who are already Tax Credit Certified.

Rutgers CSS Documentation Training

The Rutgers School of Health Professions (SHP) is offering their CSS Documentation Training that will provide licensed Community Support Services (CSS) providers (e.g., LCSW, LPC, LSW, LAC, RN) with instructions on CSS policies and practices and documentation standards. This training is intended for licensed staff (according to supervision guidelines) and Registered Nurses responsible for completing the CRNAs and IRPs for their agencies who have NEVER attended a CSS training OR who feel they need further training to complete these documents. CSS provider agencies should limit registration to 1 to 2 staff. 

 

This CSS Clinician Documentation training will review CSS interventions, psychiatric rehabilitation goals, values, and principles, the comprehensive rehabilitation needs assessment (CRNA), and the individualized rehabilitation plan (IRP). Sessions will be small enough to provide participants with practice opportunities. 

 

The CSS Clinician Documentation training will be offered in-person and remotely. Please refrain from registering for both the in-person and remote sessions. 

 

  • The in-person training will be on Busch Campus at Rutgers University on May 16th from 10:00 am-4:00 pm.

The virtual/remote training option will be offered via Zoom and will be completed in two sessions, scheduled for 2 consecutive Wednesdays in May. 

  • Participants must attend both sessions
  • Part 1: May 15th, from 10:00 am – 1:00 pm 
  • Part 2: May 22nd, from 10:00 am – 1:00 pm 
  • This is a camera-on event. If you believe you will be unable to have your camera on throughout the entirety of the Zoom session, your supervisor must reach out to us directly.

There will be online content on Canvas to complete before attending either training.  

  • You must complete five asynchronous modules on Canvas by May 10th 2023. These modules should take about 2-3 hours to complete: 
  • Module 1: Overview of Admissions and Documentation 
  • Module 2: CSS Services 
  • Module 3: The Golden Thread of CSS 
  • Module 4: Development of the Rehabilitation Needs Assessment 
  • Module 5: Development of the Individualized Rehabilitation Plan 
  • Staff will receive detailed instructions to sign up for Canvas and complete the pre-requisite modules once registration is completed. 

 

Registration will close on May 8th and space is limited, so licensed staff (e.g., LCSW, LPC, LSW, LAC, RN) should register as soon as possible. Registration information must be for the staff attending the training.
